frontage. I have found a receipt that this payment has been made and this

this receipt in the project folder.

discussion is needed internally about this fence location. Private fences should

UPDATE AFTER STAFF REVIEW MEETING
>The project team may redesign the fire lane to the west and north of this
complex to provide the required fire access. They will discuss the looped
access to the neighboring Lot to the east.
Response: The Emergency Access Easement has been redesigned and been connected NW to the
existing EAE along the north side of 800 Lincoln as well as looping to the east onto the property at 832
Lincoln.
>If MAQs in the winery are exceeded then additional upgrades will be required.

09/13/2019:
FIRE LANE
>It is understood from this submission that the project team is proposing to link
the Emergency Access required for 824 East Lincoln to the neighboring west
property 820 East Lincoln. This will satisfy the need for an approved turnaround
but will not provide access to the east side of the 824 building which was
discussed at the last staff review meeting.
Response: Access to the east side of the buildings on 824 Lincoln has been provided by looping the fire
lane through the property at 832 Lincoln.
>This building is 50ft out of compliance for access.
UPDATE after staff review meeting
There is an existing fire lane that links to the property to the east which will be
shown on the site plan at the next submission.
Location of fire lane signage will be discussed at that time. Thank you.
Response: This has been shown on the site plan
PFA will likely have further comments depending upon MAQs of products and
their storage.

ACCESS
>Access is required to within 150ft of all portions of the exterior perimeter of
these buildings.
>This cannot be measured from Lincoln Avenue because it is classified as an
arterial street therefore a Fire Lane will be required on the property to achieve
this access and shown on the Plat as an Emergency Access Easement or
dedicated by separate document.
>In order to achieve this access the fire lane will be greater than 150ft in length
therefore an approved turnaround will be required.

The proposed bridge crosses through the existing drainage easement on 800
E. Lincoln. You will need to show that the bridge abutments do not impact the

must be more than 1-foot above the 100-year WSEL of the existing pond. The
drainage easement must be vacated around the bridge abutments.

Response: Sub-Basin A was divided into two separate basins. Sub-basin A1 flows towards the
permeable pavers. Sub-basin A2 flows towards the East Pond on 800 E. Lincoln Avenue. Flow arrows
were updated accordingly.

Because this site plan proposes permeable pavers, the permanent stabilization
of upstream areas is essential for long-term success and maintenance of the
pavers. How will the soil in the ‘OS’ basin be stabilized (recognizing that this
area is offsite) or the flows from this area diverted around the pavers?
Response: A swale and inlet was installed along the north property line to divert offsite flows into the
existing storm sewer. This swale will prevent flows from Subbasin OS-1 and OS-2 from impacting the
permeable pavers.

SEED MIX SPECIES AND AS OUTLINED IN MUNICIPAL CODE 12-130
THROUGH 12-132. IN NATIVE AREAS THESE REQUIREMENTS ARE
TYPICALLY SATISFIED THROUGH SOIL SAMPLES SHOWING QUALITY OF
SOIL MEETS THE DEFINITION OF TOP SOIL IN CODE 12-131. THROUGH
LOOSENING THE TOP 8 INCHES OF SOIL AND APPLYING 4 INCHES OF
TOP SOIL THEN SOIL AMENDMENT REQUIREMENTS CAN BE FULFILLED.
2. AFTER SOIL HAS BEEN PROPERLY PREPARED THEN SEED EVENLY
IN TWO DIRECTIONS TO DISTRIBUTE SEED OVER ENTIRE AREA. SEED
ALL INDICATED AREAS AS SOON AS POSSIBLE AFTER COMPLETION
OF GRADING OPERATIONS.
3. IF CHANGES ARE TO BE MADE TO SEED MIX BASED ON SITE

IRRIGATION, EROSION CONTROL, GERMINATION AND RESEEDING AS
NEEDED TO ESTABLISH COVER.
10. THE APPROVED SEED MIX AREA IS INTENDED TO BE MAINTAINED IN
A NATURAL LIKE LANDSCAPE AESTHETIC. IF AND WHEN MOWING
OCCURS IN NATIVE GRASS SEED MIX AREAS, DO NOT MOW LOWER
THAN 6 TO 8 INCHES IN HEIGHT TO AVOID INHIBITING NATIVE PLANT

LARGER THAN ONE FOOT SQUARE BARE SPOTS AND/OR UNTIL
DEEMED ESTABLISHED BY CITY PLANNING SERVICES AND EROSION
CONTROL.
12. THE DEVELOPER AND/OR LANDSCAPE CONTRACTOR IS
RESPONSIBLE FOR ADEQUATE SEEDLING COVERAGE AND GROWTH

temperature (CCT) of no greater than three thousand (3,000) degrees Kelvin

Adding wildflowers adds color, interest and assists native pollinators, and is
aligned with the Fort Collins Nature in the City Strategic Plan. There are several
"alternative lawn grass and wildflower seed mixes" available commercially if
desired, for example, the Western Native Seed High Plains Foothills Wildlflower
Mix and/or the Meadow Mix.

In the tree mitigation table, please include mitigation values for TR-7 (1.5) ad
TR-8 (1.5). The new total required mitigation trees equals 5 (4.5 rounded up).
The TR-# labels are off in the table. TR-7 should be TR-5, TR-8 should be TR-6,
TR-9 should be TR-7, and TR-10 should be TR-8.
TR-4 should be labeled as OFF PROPERTY.
Response: Tree mitigation table has been updated. After reviewing the location of the property line, the
existing fence is inset on the 824 Lincoln Property and many of the trees thought to be off property are
located on the 824 Lincoln Property.
One street tree will need to be removed due to the installation of the new water line. A new tree is
proposed to replace that tree in the same location, shifted to avoid the water line.

Please provide reason for removing TR-4, TR-5, and TR-6. A new requirement,
“Existing Tree Removal Feasibility Letter” should be submitted to City Forestry
and the Project Planner for review.
Proposals to remove significant existing trees must provide a justification letter
detailing the reason for tree removal. This is required for all development
projects proposing significant tree removal regardless of the scale of the
project. The purpose of this letter is to provide a document of record with the

project’s approval and for the City to maintain a record of all proposed
significant tree removals and justifications. Existing significant trees within the
project’s Limits of Disturbance (LOD) and within natural area buffer zones shall
be preserved to the extent reasonably feasible. Streets, buildings and lot layouts
shall be designed to minimize the disturbance to significant existing trees.
(Extent reasonably feasible shall mean that, under the circumstances,
reasonable efforts have been undertaken to comply with the regulation, that the
costs of compliance clearly outweigh the potential benefits to the public or would
unreasonably burden the proposed project, and reasonable steps have been
undertaken to minimize any potential harm or adverse impacts resulting from
noncompliance with the regulation.) Where it is not feasible to protect and retain
significant existing tree(s) or to transplant them to another on-site location, the
applicant shall replace such tree(s) according to City mitigation requirements.

According to Land Use Code 3.2.1.(D)(c), canopy shade trees shall constitute
at least (50%) of all tree plantings. This plan does not include any canopy shade
trees. My suggestion would be to swap the Spring Snow Crabapples for Hot
Wings Maple and change the Hot Wings Maple to (4) canopy shade trees such
as Kentucky Coffeetree ‘Espresso’, London Planetree ‘Exclamation’, Shumard
Oak, or Sugar Maple ‘Fall Fiesta’ or ‘Green Mountain’. Additional shade would
be nice for the outdoor seating area.
Response: Shade trees have been added. 41% shade tree ratio has been achieved.

the middle of the planting bed.

Light and Power has electric secondary running from the transformers on the
southwest corner of the property across the property and alongside the east
side of your building. These facilities will be required to be located within a utility
easement to ensure our ability to continue to serve the neighboring property.
We would be amenable to discussing alternative options to reconfigure the
electric system at the expense of the project.
Response: The electrical service has been located and the existing utility easement along Lincoln
Avenue has been expanded to capture the electrical line.
