Summary
Q: Will most of the traffic for the site be coming from I-25?
A: Most of the traffic will be coming from I-25 and south of the CR5/Prospect Road intersection.
Q: Will the ditch be open on the bottom to replenish ground water?
A: No. Poudre School Districts intent is to underground the ditch according to the requirements and
specifications of the Cache La Poudre Reservoir Company. The diagonal portion of the canal is not
proposed to be buried.
Follow-up: Cache La Poudre Reservoir Company can be contacted at 970-352-0222. They were made
aware of the request and have not commented.
Q: Has there been a groundwater study? How will the enclosure of the canal affect ground water?
A: Poudre school district’s response was that they are building it to the reservoir company’s specification
and have not completed a groundwater study.
Q: How will the ditch intersect with CR 5?
A: The bridge and culvert that passes underneath the road is anticipated to be replaced.

Q: how many buses will be coming in and out of the site each day?
A: Approximately 20 buses and 100 staff. There will be a staged start time for middle and high school to
reduce traffic issues. It is expected that at full build out the site will serve 1,500 students.
Comment: Because of livestock located to the north, additional consideration should be given to prevent
impact to the north side properties.
Q: Will there be a buffer on the north side of the school site?
A: A privacy fence will be provided
Q: What improvements will be made to Prospect and CR 5
A: A signal will be added at I-25 and Prospect. Additionally, there may be a possible left turn lane along
prospect road.
Q: Currently there are issues that back traffic up to Meadowaire. Will there be 4 or 2 lanes provided?
Q: Does the traffic study include surround communities using the road to pass through the area?
A: Yes. Typically, there is background data that is modeled into the traffic study.
Comment: Full build out of prospect will alleviate current traffic issues in this area.
Q: What jurisdiction is Prospect Road contained within?
A: Currently it is contained within two jurisdictions, City of Fort Collins and Larimer County. Though part
of the jurisdiction lies within Larimer County this portion is also in Timnath’s Urban Growth Area.
Comment: Business located to south have to deal with a substantial amount of traffic in the morning.
The additional traffic from the school will continue to create issues. There needs to be a signal installed
and additional lane added as part of this development.
Q: Can Carriage Parkway street name change?
Follow up: An act by City Council would be required to change the street name.
Comment: There is significant concern over the Stadium District and how the events will impact traffic in
the area.
Comment: Special events are anticipated to take place during non-peak traffic hours. This will also have
an operation plan to help alleviate any traffic issues.

Q: How can we mitigate traffic flow onto Meadowaire? The fear is that high schoolers will use it as a
high speed cut through to avoid traffic on Prospect and CR 5
Q: How many parking spaces are on the east and west side of the front of the building.
A: Approximately 800
Comment: additional landscaping and berming is needed to the north to mitigate for the noise and lights
that will be generated by busses.
Q: Why is there so much green area between the parking area and Prospect.
A: There is a 76’ ditch easement in this area that prevents the placement of certain site elements over
top of it. There is also a 24” sewer line and on-site detention that will be located on the southeast
portion of the site.
Q: Where will the students come from?
A: Many students will come from the Town of Timnath, Windsor and Wellington. The school of choice
policy will allow students to come here from Fort Collins, and Loveland even though they are out of this
school boundary line.
Q: What is Timnath’s contribution to the overall improvement of Prospect Road. Since this school will
primarily be serving Timnath, shouldn’t they bear some of the cost?
Comment: Poudre school district is expected to submit to Timnath for review in October.
Comment: Sidewalks and lighting will be provided along the site boundaries.
Q: How will buses access the site from CR 5?
A: Busses will be able to turn right into the access drive from CR5 and they are also anticipated to have a
left turn lane, though this will be determined by the completion of the traffic study.
Comment: A fence alone will not be enough to insulate the existing residences to the north from the
operations of the school.
Comment: There are security concerns that the NE part of the site will invite unwanted behavior after
hours.
Comment: There should be substantial landscaping provided on site with lots of trees.

Comment: There are several businesses and residences that use McLaughlin Lane/ E Prospect Road
intersection to access their site. With current traffic flows between I-25 and CR5 it is extremely difficult
to exit onto Prospect road during the morning and afternoon commute. Because of this, there is
significant concern that the additional traffic added by the school and district stadium will make this
issue worse and require at a minimum, the addition a traffic signal.
