Subject: LAAM and PSD site planning cooperation
Dear City Staff,
Land Acquisition and Management, LLC (LAAM) is the management company that manages our property
at the NEC of Prospect and I-25. LAAM represents 12 individuals and entities owning 100% of the
property (129 acres). The property abuts the Poudre School District’s (PSD) 100 acre site on which the
new middle school/high school/sports venue development is planned.
Since purchasing the property, we have developed a solid working relationship with PSD. Together both
entities along with the COFC and others have identified and solved numerous issues including regional
storm drainage, transportation, water and sanitary sewer solutions for ultimate development of both
properties.
As PSD’s development plans are evolving, we want to assure you LAAM continues to work diligently with
PSD to the mutual benefit of both properties, the citizens of the COFC and the surrounding region. In
the past we have worked on regional issues and are now concentrating on local development issues
including but not limited to, on-site and off-site transportation, water and sewer easements and line
extensions including the appropriate rights of way that will be finalized in the final development plans
for each property.
Further, our group has been working in good faith with PSD on the sale of a portion of our property of
approximately 7 acres. That 7 acres is generally depicted as parcel D on the attached conceptual plan
for our property. We anticipate that this sale could close as soon as late 2019 or early 2020. That parcel
should be included in the current plans being submitted by PSD to the COFC planning.
PSD has indicated their desire to have direct access to the future Carriage Parkway to allow full
development of the PSD site. We believe conceptually that is a good idea. As you can see from the
attached concept plan, access to the PSD property is shown as an ingress and egress point from Carriage
Parkway. We are still working with COFC transportation on the actual road alignment of Carriage
Parkway so we do not yet have the final alignment, but we want to assure you of PSD future access to
the Parkway. This and other important development issues continue to be coordinated as our respective
development plans evolve.
