Timnath Traffic Engineer 4750 Signal Tree Drive Timnath, CO 80547 Dear Steve: This letter is a variance request with regard to the intersection spacing requirements along Larimer County Road 5 (LCR5). The Prospect High School/Middle School is proposed to be located in the northwest quadrant of the Prospect/LCR5 intersection in Fort Collins, Colorado. It is proposed as a shared High School/Middle School in the short range (2026) future and a High School only beyond the short range (2026) future. The population of the school will be 1,500 students. Larimer County Road 5 is to the east of (adjacent to) the Prospect High School/Middle School site. It is classified as a four-lane arterial street on the City of Fort Collins Master Street Plan and a principal arterial street on the Timnath Master Streets Plan. The existing speed limit is 45 mph. The short range (2026) cross section will have two through lanes (one in each direction) and left-turn deceleration lanes where required. The attached site plan (Appendix A) shows two accesses to LCR5. The Staff-Bus Access is located approximately 1,100 feet north of the Prospect/LCR5 intersection (on- centers). The LCR5/Staff-Bus Access intersection will have one through lane in each direction and a northbound left-turn deceleration lane. North of the left-turn deceleration lane, there will be a transition taper to bring LCR5 back to the existing rural two-lane cross section. There is a private driveway (Cochran Driveway) located approximately 210 feet north of the Staff-Bus Access. When designing the Prospect High School/Middle School site, attempts were made to provide the Cochran Driveway access through the Staff-Bus Access and eliminate the Cochran Driveway’s connection to LCR5. There attempts were not successful. Therefore, the Staff-Bus Access was moved as far south as possible without negatively impact the function of the baseball/softball field on the east side of the Prospect High School/Middle School site. Based on Table 7-3 from the Larimer County Urban Area Street Standards (LCUASS), the distance between driveways on four-lane arterial streets without a raised median is 460 feet (minimum) to 660 feet (maximum). The Staff-Bus Access will only have a west leg, since there is no street or driveway proposed on the east side of LCR5 for the Saratoga Falls development. Left-turning vehicles utilizing the Cochran Driveway will likely use the redirect taper to execute left turns.
