Re: Garcia House: A Circle Program by SummitStone, Variance Request No. 2
Dear Ms. Andrews,
The purpose of this letter is to identify and request a variance for the Garcia House: A Circle Program by
SummitStone project, specifically the width of the driveway with access to Patton Street. The project
will provide inpatient services to clients with substance abuse disorders who will be housed up to 90
days. The building will have 16 patient beds and provide employment to 12 to 14 individuals. The
project property is defined as Lot 2, East Elizabeth Subdivision. This parcel is bound by East Elizabeth
Street on the north, Patton Street on the west, McHugh Street on the northeast, and the Rehabilitation
& Nursing Center of the Rockies to the south.
The current (undeveloped) site has an existing driveway access along the east edge of the property, with
access to McHugh Street. This will be the primary access for the project. The purpose of this letter is to
request a variance for the 12‐foot‐wide driveway with access to Patton Street for this project. Per
Larimer County Urban Area Street Standards (LCUASS) Drawing 707.1, commercial driveways shall have
a minimum width of 24 feet. This second driveway access will only be used as an exit for garbage trucks
and emergency services (non‐fire trucks). The operator of the facility will enforce staff to use the
primary driveway with access to McHugh Street. Signage will be posted on both sides of the driveway
with access to Patton Street. TRASH AND AMBULANCE EXIT ONLY will be visible from the parking lot
side. EXIT ONLY signs will be visible from Patton Street. This condition will be recorded within the
Development Agreement, so that if ownership changes, the purpose of this driveway access will remain
the same.
This variance will not be detrimental to the public health, safety, and welfare, will not reduce design life
of the improvements, and will not require the City of Fort Collins to incur additional maintenance costs.
