We're requiring a development agreement that will be recorded concurrently
with the plan approval that documents the deferral of these frontage
improvement obligations with this telecommunication development proposal.
This can be worked on after public hearing.
04/30/2018: It should be noted that the construction of sidewalk improvements
was indicated during the conceptual as not being required with the specific
telecommunication development proposal. Further redevelopment of the
property would require reevaluation and the likely requirement of the
construction of sidewalk and ADA compliant access improvements along Sharp
Point Drive and Midpoint Drive.

08/22/2019: This comment has been resolved and staff is deferring the street
tree planting requirement and the payment in lieu. This will be done with the
redevelopment of the property, and not with the wireless facility.
11/19/2018:
City Forestry, Project Planner (Jason Holland), and Brendan Thompson
(Pinnacle) coordinated in August 2017 regarding required landscaping for this
wireless facility. Please find below the correspondence:
The code for wireless facilities provides this standard:
(4) Landscaping. Wireless telecommunication facilities and ground-mounted
wireless telecommunications equipment may need to be landscaped with
landscaping materials that exceed the levels established in Section 3.2.1, due
to the unique nature of such facilities. Landscaping may therefore be required to
achieve a total screening effect at the base of such facilities or equipment to
screen the mechanical characteristics. A heavy emphasis on coniferous plants
for year-round screening may be required. If a wireless telecommunication
facility or ground-mounted wireless telecommunication equipment has frontage
on a public street, street trees shall be planted along the roadway in accordance
with the policies of the City Forester.

In the case of the Sharp Point Drive property – this would be unplanted rear
(west) portion of the property frontage along Midpoint that has the existing wood
fence. Forestry requests a payment in lieu at time of Building Permit. The
following information should be written in the development agreement and
included on the site plans:
AT TIME OF BUILDING PERMIT, THE DEVELOPER MUST FULFILL TREE
MITIGATION REQUIREMENTS IN THE FORM OF A PAYMENT IN LIEU OF
PLANTING UPSIZED MITIGATION TREES ON-SITE. THE FOLLOWING
METHOD MUST ACCOUNT FOR THE 4 MITIGATION TREES NOT SHOWN
TO BE PLANTED ON THE PLAN.
PAYMENT IS MADE TO THE CITY OF FORT COLLINS FORESTRY DIVISION
TO PLANT 4 MITIGATION TREES ON CITY PROPERTY. PAYMENT SHALL
BE $450 PER UPSIZED MITIGATION TREE.
The fee will cover the cost of future street tree planting by the City at a later time
when the future sidewalk is installed or if the need arises. An alternative location
within a quarter mile of the site might also be considered for tree planting.

instead of Ponderosa Pine, please specify Southwestern White Pine on the
site. Providing a different species will diversify the species palette and create a

dedicated right-of-way (ROW). Provide a new screen fence on the property
along the new ROW line. Show the new fence at least two feet behind the ROW
line. The new fence should match the height and shadowbox detail of fencing in
the area. See neighboring properties for examples. Update all plan set
references to show old fencing being removed and the installation of new the
new fencing. The new fencing along the property should be a natural stain color
to match other shadowbox fencing along the street.

the lease area and a cleaner look to the facility, indicate on the plans that the
steel canopy, the perimeter leasing fence and any equipment outside of the
fence be painted the same color. Two colors have been discussed - desert tan
or brown. It may be that a brown color that matches the bark color of the pine
structure will provide a cleaner appearance.

First, view three that was submitted looking northeast from Midpoint Drive: the
vantage point of this view seems very tall. Would suggest pulling back further,
such as a view from the opposite side of the street, so that the proposed
structure can be viewed with more context. The view that was provided looks
down into the site. A second view from the public right-of-way, such as a view
from the open space trail, or near the south side of the intersection of Midpoint
and Sharp Point would be helpful. Other views that were provided are helpful to
show what the structure will look like, but were internal views, and not views from
the public right-of-way.\
