Provide reference to specific project plans or explanations of why comments have not been addressed, when applicable. 2 Department: Planning Services Contact: Shawna Van Zee, 970-224-6086, svanzee@fcgov.com Topic: General Comment Number: 7 07/16/2019: FOR APPROVAL: Additional documentation such as a parking agreement between the two properties will be required for the parking spaces that span the two parcels. We are still waiting for direction on this, but we can address as we wait for staff review. Topic: Site Plan Comment Number: 6 07/16/2019: FOR APPROVAL: See redlines for edits. All items have been addressed in the redlines Comment Number: 2 07/16/2019: FOR APPROVAL: Please include on the site plan how where the reserved parking signs spaces for the Extra Occupancy Rental House will be delineated to the other users of the parking lot. The remaining parking spaces not designated to the Extra Occupancy Rental House will need to be designated to the occupants of the apartment building at 200 Laurel. Please include a note to document this on the parking table. Updated plans show where and how the signage will be posted for each property and related parking. Comment Number: 3 07/16/2019: FOR APPROVAL: Parking spaces for the physically handicapped shall have a stall width of thirteen (13) feet. Other dimensions shall be the same as those for standard vehicles. Any such spaces need to be designated as being for the handicapped with a raised standard identification sign. Handicap parking spaces shall be located as close as possible to the nearest accessible building entrance, using the shortest possible accessible route of travel. When practical, the accessible route of travel shall not cross lanes for vehicular traffic. Every handicap parking space needs be identified by a sign, centered between three (3) feet and five (5) feet above the parking surface, at the head of the parking space. The sign shall include the international symbol of accessibility and state RESERVED, or equivalent language. Handicap parking has been updated and show the proper dimensions. We will make sure to have the signage created with the appropriate symbols Comment Number: 1 07/16/2019: FOR APPROVAL: Parking space #1 in the front of the house cannot be counted towards to parking count required for the extra occupancy because permanent open off-street parking areas cannot be located any closer to a public street right-of-way than the distance by which the principal building is set back from the street right-of-way in this specific zone district. The parking has been moved to the rear of the house. Comment Number: 5 3 07/16/2019: FOR APPROVAL: The trash enclosure will need to be brought up to current Land Use Code standards. See 3.2.5 for details. Contact Jonathon Nagel at jnagel@fcgov.com for design guidance. The trash enclosure has been updated per the standards and discussions with Jonathon. An enlarged plan of the trash enclosure has been included on the sheets. Comment Number: 4 07/16/2019: FOR APPROVAL: Please clarify the distance between the lot line and the parking spaces on the north side of the site. A five foot landscaped setback is required between lot lines and parking areas including along the alley. This landscaping will also help to define the entrance to the parking lot from the alley. Please see redlines for details. Per discussions with Shawna, 4’ landscaped setback has been agreed to. All landscaping areas have been updated per conversations and planning with Shawna. Department: Historic Preservation Contact: Maren Bzdek, 970-221-6206, mbzdek@fcgov.com Topic: General Comment Number: 1 07/15/2019: This is a contributing property in the Laurel School Historic District. My understanding is that no exterior alterations are proposed to the building or the site. As long as that remains true, no review from Historic Preservation is required. If that does change during the course of the review process for any reason, please contact me asap for further instructions on pursuing the design review process that is required for all historic resources. No exterior alterations are proposed. The site is to remain as is, minus the additional landscaping requirements, parking layout adjustments and trash enclosure updates. Department: Environmental Services Contact: Jonathon Nagel, 970-416-2701, jnagel@fcgov.com Topic: General Comment Number: 2 07/18/2019: FOR APPROVAL: An enclosure will be required for all trash and recycling containers. All new enclosure must comply with Standard 3.2.5 of the City's Land Use Code including being built from durable materials (masonry, metal and the like), have a separate pedestrian entrance with an unobstructed 32" pathway to each container, method to protect the interior walls of the enclosure from damage by the containers (common methods include angle iron secured to the pad, bollards or curbing) and be position in a location that provides efficient access for users and service providers and complies with applicable setbacks. Please contact me with any questions or assistance in planning your enclosure. As per discussions with Jonathan the trash enclosure is proposed to relocate and be rebuilt per the trash enclosure standards. All items have been addressed in the enlarged trash enclosure plan. Comment Number: 3 07/18/2019: INFORMATION ONLY: 4 The Community Recycling Ordinance (No. 109 2016) requires that all business and multifamily complexes subscribe to recycling service by the end of 2020 that is at minimum 1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. Bins have been calculated and resized per the information given by Jonathan. The trash currently picks up 3x a week. We are proposing 2x with upgraded bins. We plan to provide a 4yard bin for trash and a 2 yard bin for recycling. This area is partially utilizing the right-of-way and would be problematic if indicative of meeting an on-site requirement in right-of-way. Is there room to move this area being depicted to be completely out of public right-of-way. All parking has been reorganized to meet with the current parking and site standards. Please see the plan. Native plants and wildlife-friendly (ex: pollinators, butterflies, songbirds) landscaping and 6 maintenance are also encouraged. Comment Number: 2 07/17/2019: INFORMATION ONLY: Please note in regard to outdoor lighting, especially LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with motion-sensing or dimming capabilities so that light levels can be adjusted as needed. Site light sources shall be fully shielded and down-directional to minimize up-light, light spillage and glare [see LUC 3.2.4(D)(3)].
