RE: Project: Waterfield 4th Filing
Title: FDP 180009 – 1st Round Review
The East Larimer County Water District (District) staff has reviewed material delivered to the
District for the proposed project referenced above and redlined the utility plans and plat. The
following comments were submitted with the last review (3rd Round PDP) and do not appear
to have been addressed:
1. Utility Plans, Sheet C1.06 – Existing 14-Inch Water Line: This demolition plan indicates an
existing 14-inch diameter District water line generally located along the southwest side of
the property is to be removed. This water line is not to be removed and must remain in
place and operational. The District requests the engineer pothole this line to better define
its location within the easement. Depending on the line’s location and distance to adjacent
houses additional easement area may be required to ensure the District has the ability to
access the line for future repair, maintenance or replacement.
2. Water Service Sizing: The engineer is responsible for evaluating and sizing all water
service line diameter(s) to meet all flow requirements including fire suppression system
flows (if required). Water service lines greater than 1-inch diameter must be labeled on the
utility plans.
3. Air Release Valve Locations: Future water utility plan submittals must show proposed air
release valve locations. The engineer must also submit a set of the grading plans that show
the water lines for District review of the proposed air release valve locations. The grading
plans must show/denote all locations where water line lowerings are required (i.e. sanitary
or storm sewer crossings).
4. Irrigation Services: Size and location of irrigation taps must be shown on future submittals.
5. Fire Lines: Fire suppression lines that are required for any building must be shown on future
plans. If no buildings require fire lines please verify this is the case.
The following are additional comments per review of the most recent submittal (1st Round
FDP):
6. Water Line Easements in Alleys: District staff has reviewed the plat and utility drawings
and will require easements be granted for all water lines that are not in public rights-of-
way. This will require that all water lines in alleys will be granted easements (alleys are not
public rights-of-way per the plat). These easements must be granted and recorded prior to
the signing and recording of the plat with the easements shown on the plat. The District
has water line easement templates to use in creating these easements. The property
owner/developer or their engineer should contact the District to let us know who to send
these templates to.

7. Pothole Existing Water Lines: The existing large diameter water lines must be potholed to
verify depth and to verify that final grading maintains a minimum 4.5-ft of cover over the
lines. The following lines must be potholed:
a. 24-Inch at North side of project, generally north of Street B
b. 42-Inch at North side of project, in particular where the line is within Street B
c. 14-Inch at Southwest side of project and near Alley 15
d. 12-Inch in Merganser Lane
Where any of these lines will have roads installed over them or other work that requires
removal of the existing surface followed by installation of a road, the engineer must identify the
minimum cover over the line at any time and review with District staff the method by which the
road base will be compacted and verify that no damage will occur to the existing line during
the road construction process.
8. Gas and Electric Lines Crossing of Existing 24 and 42-Inch Water Lines: Sheet C2.01
shows gas and electric lines crossing the existing large diameter transmission lines at the
North end of the project, generally along Street B. Please identify the depth that each of
these other utilities will be installed and verify with potholing information that a minimum
24-inches of clearance will be maintained.
9. Sanitary Sewer Crossing of Existing 24 and 42-Inch Water Lines: Sheets C2.01 and C2.17
show a 12-inch sanitary sewer crossing the existing large diameter transmission lines at
the North end of the project, generally in Street B. Sheet C2.17 should show the existing
water lines in profile to identify no conflicts exist.
10. Underdrains: Underdrains are shown in some areas but no plan and profile or other
information is available to verify there are no conflicts with the water lines. Engineer must
identify locations of conflicts (if any) and determine if water line lowerings will be required.
11. Water Service Tap Separations: The minimum allowable separation between water service
taps is 5-ft. It appears there are locations where this is not being met. Engineer should
review the entire utility drawing set and correct as needed.
12. Sheet C2.01 – 50-Ft Public Access and Trail Easement: The existing 42-inch water line
has a valve vault that is located within this proposed easement. If this easement is put in
place and a public trail is installed, the District will need to install a chain line fence or other
suitable enclosure around its valve vault for protection from vandalism.
Any written agreements required to complete water line connections to the property must be
completed prior to final approval of the project construction drawings.
Drawing redlines will be picked up at the District office by the engineer (Northern Engineering).
These redlines must be returned with the next submittal for backchecking.
