Re: Circle C – Adult Residential Treatment Services Variance Request
Dear Mr. Virata,
The purpose of this letter is to identify and request a variance for the Circle C – Adult Residential
Treatment Services project, specifically the distance between driveway edges. The project will provide
inpatient services to clients with substance abuse disorders who will be housed up to 90 days. The
building will have 16 patient beds and provide employment to 12 to 14 individuals. The project property
is defined as Lot 2, East Elizabeth Subdivision. This parcel is bound by East Elizabeth Street on the north,
Patton Street on the west, McHugh Street on the northeast, and the Rehabilitation & Nursing Center of
the Rockies to the south.
The current (undeveloped) site has an existing driveway access along the east edge of the property, with
access to McHugh Street. The existing driveway access is used by The Rehabilitation & Nursing Center of
the Rockies via two (2) recorded access easements as shown on the Circle C – Adult Residential
Treatment Services Plat. Currently, there is 21 feet of separation between the existing driveway and the
driveway to the east that serves the Academy Park Apartments. The Circle C – Adult Residential
Treatment Services project plans to reconstruct and use the existing driveway access in the same
location which will provide 21 feet of separation from the driveway to the east. The Larimer County
Urban Area Street Standards (LCUASS) requires 30 feet of distance between driveway edges per Table 7‐
3. McHugh Street is classified as a Local Commercial/Industrial street.
The purpose of this letter is to request a variance for the 21 feet of separation between driveway edges
for this project. The proposed driveway is needed in the current location to provide access to the Circle
C – Adult Residential Treatment Services project and to the Rehabilitation & Nursing Center of the
Rockies. A second driveway access is proposed along Patton Street; however, this will only be used as
an exit for garbage trucks and emergency services (non ‐fire trucks).
This variance will not be detrimental to the public health, safety, and welfare, will not reduce design life
of the improvements, and will not require the City of Fort Collins to incur additional maintenance costs.
