Comment Summary: Department: Planning Services Contact: Kai Kleer, 970-416-4284, kkleer@fcgov.com Topic: General Comment Number: 1 04/18/2019 FOR APPROVAL: Please redraw shrubs on landscape plan. Because of the heavy line weight, plants shown on the plan cannot be correlated to the legend (maybe enlarge the landscape plan and move the planting details to the next page?). RESPONSE: Lineweights and symbols have been adjusted and enlargement of rain garden has been added to sheet L1.0 to provide additional clarity. Details have been moved to sheet L2.0. Comment Number: 2 04/18/2019 FOR APPROVAL: The three Chanticleer Pear shown are not recommended as street trees and should be replace with one that is contained within the City of Fort Collins Plan List for street trees. Ornamental trees are occasionally permitted but with special approval by the City Forester. RESPONSE: Chanticleer Pears have been replaced with Western Hackberry per the approved plant list. Comment Number: 3 04/18/2019 FOR APPROVAL: To meet the maximum tree spacing and full tree stocking requirements please tighten up the two Imperial Honey Locust on the south side of the site and add 2 trees as necessary. Maximum spacing distance for a canopy shade tree is 40 feet. Alternatively, if the Junipers to the south create spacing issues a different species may be added. RESPONSE Honeylocust trees have been removed from the plan in general following discussion with forestry regarding the over use of the species. Baby Blue Eyes Blue Spruce have been added to meet the requirements. Comment Number: 4 04/18/2019 FOR APPROVAL: Please add tree diversity percentages to the plant schedule. For this plan the maximum percentage of any one species is 50%. More information can be found under 3.2.1(D)(3) of the City’s Land Use Code. RESPONSE: Due to the addition of the Blue Spruce we now meet the tree diversity requirement. Comment Number: 7 04/19/2019 FOR APPROVAL: The level of detail provided on the sheet HC1 of the Utility Plan showing texture for concrete areas, dimensions for walkways, concrete pad in-front of trash enclosure and generator, callouts for fire lane signs and other details depicted on this sheet should be replicated on the site plan. Line work on the site plan is not identifiable in its current state. It also appears that there is dashed line work for parking underneath how will this area function in the future if additional parking is added - it may be best just to remove this? Additional clarification is needed to understand how the walkway extends to the trash enclosure and what the other structures located in this area are. RESPONSE: Additional hatches and labels have been added similar to sheet HC1 and linework cleaned up for clarity. Additionally, the dashed linework for future parking has been removed as it was primarily for our own purposes to ensure proper site planning to accommodate the possibility for future expansion. Comment Number: 8 04/19/2019 FOR APPROVAL: Please provide a water-budget table as part of the landscape plan. For more details please see Section 3.2.1(E)(3) RESPONSE: A water budget chart has been added. Comment Number: 9 04/19/2019 FOR APPROVAL: It appears that if the future parking was constructed on the north side of the site that it would remain in compliance with the 5 ft side yard parking lot setback requirement. Please just add a callout for what the dimension will be from the edge of future expansion area to the property line. If parking is expanded into this area concrete curbing would be required. RESPONSE: Thank you for the clarification on curbing should the future parking expansion come to fruition. A dimension has been added to indicate the 5’ side yard setback would be maintained. Comment Number: 10 04/23/2019 FOR APPROVAL: Please add the following uses to the Land Use Table: Medical marijuana optional premises cultivation operations; Medical marijuana-infused product manufacturers; Medical marijuana research and development facility; Facility for medical marijuana research and development cultivation; Medical marijuana testing facility; 3 Retail Marijuana Cultivation Facility; Retail Marijuana Product Manufacturing Facility; and Retail marijuana testing facility. RESPONSE: The uses listed above have been added to the Land Use Table. Is there an opportunity to direct runoff from additional impervious areas to the rain garden to meet the LID requirement fully? Please see redlines for potential areas that could be directed to the rain garden. RESPONSE: Updated LID treatment area to above 75% Comment Number: 2 04/22/2019: FOR APPROVAL: Have the future expansion areas depicted on the site plan been considered in the drainage calculations? If not, I would encourage proposed future expansion to be included in this analysis in order to simplify the expansion process in the future. RESPONSE: The storm sewer, inlet, and rain garden are all oversized to allow for expansion in the future, if necessary. The detention pond and outlet structure can be easily modified also, however, there are no immediate plans for expansion and there are many unknowns, so we are leaving that option available but are not able to narrow in on exact calculations at this time. Comment Number: 3 04/22/2019: FOR APPROVAL: Please clarify the proposed rain garden landscaping. It appears shrubs with native grasses are proposed; is any cobble proposed? RESPONSE: An enlargement of the rain garden has been added to sheet L1.0 to help illustrate the concept. The rain garden consists of the following ornamental grasses placed in rock cobble mulch: Comment Number: 4 04/22/2019: FOR APPROVAL: Please add the following note to the proposed rain garden on the grading and utility plans: Please refer to the erosion control plan sheets and report for temporary control measures and construction sequencing that shall be used to prevent loading of this drainage facility with sediment during construction. It appears there is a street tree proposed adjacent to the spillway location; is it possible to locate the spillway and tree such that the tree is not in the flow path? RESPONSE: Updated spillway location and extents. Unable to relocate trees due to limited street frontage and tree spacing requirements. Flow depth over spillway is around 2 inches deep. As such, the Development is subject to NECCO improvement fees. The Development area is particularly within Basin 426, which is subject to NECCO improvement fees of $28,007 per acre. Based on the parcel area of 1.095 acres, the NECCO improvement fee for this Development is $30,667.67, which is due at the time of building permit. From conceptual comments: The water service and meter for this project site will need to be sized based on the AWWA M22 manual design procedure. A sizing justification letter that includes demand calculations for maximum flows and estimated continuous flows will need to be provided as a part of the final submittal package for this project. Need to discuss further prior to approval of plans. RESPONSE: The same plant varieties were used on the Fort Collins Utility Services building project that we designed and we have seen successful establishment. I am happy to discuss further and revise as needed for the best overall project. Number of trees on site Maximum percentage of any one species 10-19 50% 20-39 33% 40-59 25% 60 or more 15% The current list does not meet the minimum diversity standards. Please incorporate another ornamental species in addition to the Russian hawthorn. Alternately, on the south side of the property, conifer trees may be a better choice for screening instead of the hawthorns. RESPONSE: Additional variety has been provided by adding a Blue Spruce tree to the mix. Percentages have been noted on the plant list. 11 Comment Number: 3 4/22/2019: FOR APPROVAL: The parkway should include canopy shade trees. Currently, the water line is >8’ to the east and the gas line is >6’ to the west. It appears that the proposed sanitary sewer line may limit spacing for the northernmost tree. Is it possible to relocate the sewer line to the north?
