Comment Summary: Department: Engineering Development Review Contact: Spencer Smith, 970-221-6603, smsmith@fcgov.com Topic: General Comment Number: 1 11/26/2018: INFORMATION ONLY: There are no Engineering comments on the proposed replat at this time, however the applicant should keep in mind that approval of any redevelopment of the newly formed lot(s) will likely require utility plans, traffic study updates, etc. for approval. At that time, there may be requirements for infrastructure improvements to sidewalk, pedestrian ramps, drive cuts/accesses, easements, etc. The extent of possible improvements would be determined during approval of any redevelopment. Response: All comments will be addressed with a subsequent PDP submittal. Comment Number: 2 11/26/2018: FOR APPROVAL: This project is responsible for dedicating any right-of-way and easements that are necessary or required by the City for this project. As discussed in the conceptual comments review meeting on 8/23/18, there may be a need to dedicate Emergency Access Easement(s) per Poudre Fire Authority. I was not able to find any record of any existing Emergency Access Easements on site, 2 so it appears that this will be a requirement for the Minor Subdivision. 3 Additionally, if the owner chooses to extend electrical infrastructure to the new lot, there would be a need for a Utility Easement(s) to be dedicated as well. Any easements proposed as part of the Minor Subdivision would be dedicated on the Minor Subdivision document. Easements dedicated in the future, without a replat process, would need to be dedicated by separate instrument. Please note that stormwater and water/wastewater will have requirements with the eventual development/redevelopment of this property. Comments provided by the Utility department for the Conceptual Review on 8-24-18 will also apply. Response: All comments will be addressed with a subsequent PDP submittal. The linework appears to be shown south of Lot 1, but disappears south of Lot 2. Please fix. Response: the linework has been corrected with this submittal. Comment Number: 2 11/27/2018: FOR APPROVAL: It appears there may be impact to an existing tree? On L3.1 where the new trash enclosure would go. Is this correct? And if so, let's plan for mitigation of this tree now or a payment in lieu. Please coordinate directly with City Forestry staff. Response: The layout of the trash enclosure has been adjusted to accommodate the tree. FUTURE TREE INVENTORY TO BE COMPLETED AT PDP SUBMITTAL. Response: The layout of the trash enclosure has been adjusted to accommodate the tree. The tree will no longer be impacted. The tree protection notes have been added to the plans. 8/16/18: There appear to be existing trees on-site. Please schedule an on-site meeting with City Forestry to obtain tree inventory and mitigation information. Existing significant trees should be retained to the extent reasonably feasible. This meeting should occur prior to first-round PDP. Response: most current comment provided above. Department: Light And Power Contact: Austin Kreager, 970-224-6152, akreager@fcgov.com Topic: General Comment Number: 1 11/27/2018: INFORMATION ONLY: Light and Power does not currently have facilities fronting the proposed new lot. Our primary heads straight east out of the existing transformer towards the new development. It is our understanding that this BDR and Minor amendment does not have an effect on the location or our facilities or requested capacity. Please contact me to confirm. Trash enclosure has been adjusted to accommodate three 4-yards dumpsters. The building only serves office and light commercial uses. Response: The easement on the plan set reflect the plat language. Comment Number: 2 11/29/2018: Please remove the East Monroe Drive reference. East Monroe Drive ends at JFK Parkway, and starts again east of Stanford Road. See redlines. Response: Redlines are adjusted with this submittal.
