INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements for the proposed Sanctuary-On-The-Green development. The proposed Sanctuary-On-The-Green site is located west of (adjacent to) Taft Hill Road and north of Laporte Avenue in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner/developer (Solitaire Homes), the project planning consultant (Ripley Design), and Fort Collins Traffic Operations. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Sanctuary-On-The-Green TIS, April 2019 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Sanctuary-On-The-Green site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily institutional (Poudre Valley High School), residential, and open space. The Poudre Valley High School and some Poudre School District Offices/Facilities are south of the site, accessed via Impala Drive and Stephens Street. There are residential uses surrounding the site. The center of Fort Collins lies to the southeast of the proposed Sanctuary-On-The-Green site. Streets The primary streets near the Sanctuary-On-The-Green site are Taft Hill Road and Laporte Avenue. Figure 2 shows a schematic of the existing geometry at the Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access-Driveway, Laporte/Impala, and Laporte/Stephens-Poudre Community Academy intersections. Taft Hill Road is to the east of (adjacent to) the Sanctuary-On-The-Green site. It is a north-south street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, Taft Hill Road has a four-lane cross section (no center median) just south of Laporte Avenue. North of Laporte Avenue, Taft Hill Road has a two-lane cross section (no center median). The posted speed on Taft Hill Road is 35 mph. At the Taft Hill/Laporte intersection, Taft Hill Road has northbound and southbound left-turn lanes, one through lane in each direction, and northbound and southbound right-turn lanes. The Taft Hill/Laporte intersection has signal control. At the Taft Hill/Laporte Outreach Church Access-Driveway intersection, Taft Hill Road has all northbound and southbound movements combined into single lanes. The Taft Hill/ Laporte Outreach Church Access-Driveway intersection has stop control on the Laporte Outreach Church Access and the Driveway. Laporte Avenue is an east-west street designated as a two-lane arterial street on the Fort Collins Master Street Plan. Currently, Laporte Avenue has a two-lane cross section, with a center lane on both sides of the Laporte/Impala intersection, with an existing speed limit of 35 mph. At the Taft Hill/Laporte intersection, Laporte Avenue has eastbound and westbound left-turn lanes, one through lane in each direction, and eastbound and westbound right-turn lanes. At the Laporte/Impala intersection, Laporte Avenue has a westbound left-turn lane and one through lane in each direction. The Laporte/Impala intersection has stop sign control on Impala Drive. At the Laporte/ Stephens-Poudre Community Academy intersection, Laporte Avenue has all eastbound and westbound movements combined into single lanes. The Laporte/Stephens-Poudre Community Academy intersection has stop sign control on Stephens Street and the Poudre Community Academy Access. The counts at the Taft Hill/ Laporte intersection were obtained in November 2016 by the City of Fort Collins. The counts at the Taft Hill/Laporte Outreach Church Access-Driveway, Laporte/Impala, and Laporte/Stephens-Poudre Community Academy intersections were obtained in October 2018. Raw traffic count data is provided in Appendix B. Since the counts were performed on different days, the traffic volumes were averaged/balanced and are shown in Figure 4. Existing Operation The Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access-Driveway, Laporte/Impala, and Laporte/Stephens-Poudre Community Academy intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections currently meet the Fort Collins operational criteria with existing control, signal timing, and geometry. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for each movement and leg, and level of service D or better overall. At arterial/local unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg and level of service D overall. It is important to note that as arterial streets, Taft Hill Road and Laporte Avenue should have a center median lane. Some sections of these streets were built prior to the current street standards. Pedestrian Facilities There are sidewalks along the west side of Taft Hill Road, south of Laporte Avenue. To the north of Laporte Avenue, there are no sidewalks along Taft Hill Road. There are sidewalks along the south side of Laporte Avenue. There is a painted crosswalk across Laporte Avenue, just to the west of Stephens Street-Poudre Community Academy Access. Bicycle Facilities There are bicycle lanes along Taft Hill Road and Laporte Avenue within the study area. Transit Facilities Currently, this area of Fort Collins is served by Transfort Routes 9, 33, and 92. PROPOSED DEVELOPMENT Figure 5 shows a site plan of the proposed Sanctuary-On-The-Green site. The proposed Sanctuary-On-The-Green development will consist of 31 single family detached dwelling units, 28 single family duplex dwelling units, 123 single family attached dwelling units, and 87 condominium dwelling units. The existing parking lot for the Poudre Community Academy will be reconfigured and a street site access (West Access) will be constructed. The new West Access will line-up with Stephens Street. There will also be a street connection (East Access) to/from Laporte Avenue, approximately 425 feet east of Impala Drive. The existing house (driveway) across from the Laporte Outreach Church will be razed. The Site Access to/from Taft Hill Road will be located approximately 270 feet north of the Laporte Outreach Church. The short range analysis (Year 2023) includes development of the Sanctuary-On-The-Green site and an appropriate increase in background traffic due to normal growth and other potential developments in the area. According to available information, a capital improvement project on Laporte Avenue, from Shields Street to Sunset Street, is planned to occur in the near future. It is assumed that this capital improvement project will construct Laporte Avenue to a standard two-lane arterial cross section complete with bicycle lanes and sidewalks. The long range analysis year is considered to be 2040. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 10 th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at the Sanctuary-On-The-Green site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation for the Sanctuary-On-The-Green site on a daily and peak hour basis. The trip generation for full development of the Sanctuary-On-The-Green site resulted in 2,182 daily trip ends, 152 morning peak hour trip ends, and 185 afternoon peak hour trip ends. Trip Distribution Trip distribution for the Sanctuary-On-The-Green site was based on existing/ future travel patterns, land uses in the area, consideration of trip attractions/productions in Fort Collins, and engineering judgment. Figure 6 shows the trip distribution for the short range (2023) and long range (2040) analysis futures. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Background Traffic Projections Figures 8 and 9 show the respective short range (2023) and long range (2040) background traffic projections. The short range (2023) background traffic was developed by factoring the volumes on the key streets by two percent per year. The background traffic growth was agreed to by City of Fort Collins staff in the scoping discussions. Total Traffic Forecasts Figures 10 and 11 show the respective short range (2023) and long range (2040) total (site plus background) peak hour traffic assignment at the Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access, Taft Hill/Site Access, Laporte/East Access, Laporte/Impala, and Laporte/Stephens-West Access intersections. Signal Warrants The Taft Hill/Laporte intersection has signal control. As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. In the short range (2023) and long range (2040) futures, it is not likely that any of the stop sign controlled intersections meet peak hour signal warrants. Operation Analysis Operation analyses were performed at the Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access, Taft Hill/Site Access, Laporte/East Access, Laporte/Impala, and Laporte/Stephens-West Access intersections. The operations analyses were conducted for the short range and long range futures, reflecting year 2023 and 2040 conditions, respectively. According to available information, a capital improvement project on Laporte Avenue, from Shields Street to Sunset Street, is planned to occur in the near future. It is assumed that this capital improvement project will construct Laporte Avenue to a standard two-lane arterial cross section complete with bicycle lanes and sidewalks. Short range (2023) analyses were performed with these geometric improvements. The long range (2040) analyses are provided for informational purposes. Calculation forms for these analyses are provided in Appendix D. The key intersections will meet the Fort Collins operational criteria during the peak hours with existing control, signal timing, and anticipated geometry. Using the traffic volumes shown in Figure 9, the Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access-Driveway, Laporte/Impala, and Laporte/Stephens-Poudre Community Academy intersections operate in the long range (2040) background traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. Table 5 shows the short range (2023) total peak hour operation at the Taft Hill/ Laporte, Taft Hill/Laporte Outreach Church Access, Taft Hill/Site Access, Laporte/East Access, Laporte/Impala, and Laporte/Stephens-West Access intersections (Figure 10). The key intersections will meet the Fort Collins operational criteria during the peak hours with existing control, signal timing, and anticipated/recommended geometry. Calculation forms for these analyses are provided in Appendix F. Using the traffic volumes shown in Figure 11, the Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access, Taft Hill/Site Access, Laporte/East Access, Laporte/Impala, and Laporte/Stephens-West Access intersections operate in the long range (2040) total traffic future as indicated in Table 6. Calculation forms for these analyses are provided in Appendix G. Geometry Figure 12 shows a schematic of the short range (2023) geometry. As mentioned earlier, a capital improvement project on Laporte Avenue, from Shields Street to Sunset Street, is planned to occur in the near future. It is assumed that this capital improvement project will construct Laporte Avenue to a standard two-lane arterial cross section complete with center lane, bicycle lanes, and sidewalks. Taft Hill Road should have a center median lane. A northbound left-turn lane is required on Taft Hill Road approaching the Site Access. Figure 13 shows a schematic of the long range (2040) geometry. It is recommended that a two-way continuous left-turn lane be considered for Laporte Avenue. This would provide access to the various driveways and intersections along Laporte Avenue. Pedestrian Level of Service There are sidewalks along the west side of Taft Hill Road, south of Laporte Avenue. To the north of Laporte Avenue, there are no sidewalks along Taft Hill Road. There are sidewalks along the south side of Laporte Avenue. There is a painted crosswalk across Laporte Avenue, just to the west of Stephens Street-Poudre Community Academy Access. Appendix H shows a map of the area that is within 1320 feet of the Sanctuary-On-The- Green site. There will be four pedestrian destinations within 1320 feet of the Sanctuary- On-The-Green. These are: 1) Poudre High School to the south of the site; 2) the residential uses to the west of the site; 3) the residential uses and Irish Elementary School to the north of the site; and 4) the residential uses to the northeast of the site. This site is in an area type termed “other.” The level of service determination assumes that this development will build their streets and adjacent streets in accordance with Fort Collins Standards. The Pedestrian LOS Worksheet is provided in Appendix H. The minimum level of service for “other” is C for all categories. According to available information, a capital improvement project on Laporte Avenue, from Shields Street to Sunset Street, is planned to occur in the near future. It is assumed that this capital improvement project will construct Laporte Avenue to a standard two-lane arterial cross section complete with bicycle lanes and sidewalks. The Sanctuary-On-The-Green development will construct the sidewalk on the north side of Laporte Avenue, between Impala Drive and Briarwood Road, in conjunction with the capital improvement project. With the planned improvements on Laporte Avenue, the Pedestrian LOS will be achieved in the short range (2023) future for all categories. The Sanctuary-On-The- Green site plan shows sidewalk/street connections to Laporte Avenue near Stephens Street and Briarwood Road. Pedestrians can use the existing painted crosswalk across Laporte Avenue, just to the west of Stephens Street. A painted crosswalk will be installed across Laporte Avenue near Impala Drive by the Safe Routes to School with the Sanctuary-On-The-Green development. As future development occurs in the area, it is assumed that the future developments will build their streets in accordance with Fort Collins Standards. Bicycle Level of Service Appendix H shows a map of the area that is within 1320 feet of the Sanctuary- On-The-Green site. There are two bicycle destinations within 1320 feet of the site: 1) Poudre High School to the south of the site and 2) Irish Elementary School to the north of the site. The Bicycle LOS Worksheet is provided in Appendix H. The minimum level of service for this site is C. This site is connected to bike lanes on Taft Hill Road and Laporte Avenue. There is/will be a trail connection to the north. Therefore, it is concluded that level of service B can be achieved. CONCLUSIONS This study assessed the impacts of the Sanctuary-On-The-Green site on the street system in the vicinity of the proposed development in the short range (2023) and long range (2040) future. As a result of this analysis, the following is concluded: - The development of the Sanctuary-On-The-Green site is feasible from a traffic engineering standpoint. The trip generation for full development of the Sanctuary- On-The-Green site resulted in 2,182 daily trip ends, 152 morning peak hour trip ends, and 185 afternoon peak hour trip ends. - The Taft Hill/Laporte, Taft Hill/Laporte Outreach Church Access-Driveway, Laporte/Impala, and Laporte/Stephens-Poudre Community Academy intersections currently meet the Fort Collins operational criteria with existing control, signal timing, and geometry. It is important to note that as arterial streets, Taft Hill Road and Laporte Avenue should have a center median lane. Some sections of these streets were built prior to the current street standards. - In the short range (2023) and long range (2040) futures, the stop sign controlled intersections do not meet peak hour signal warrants. - In the short range (2023) future, given development of the Sanctuary-On-The- Green site and an increase in background traffic, the key intersections will meet the Fort Collins operational criteria during the peak hours with existing control, signal timing, and geometry. As mentioned earlier, a capital improvement project on Laporte Avenue, from Shields Street to Sunset Street, is planned to occur in the near future. It is assumed that this capital improvement project will construct Laporte Avenue to a standard two-lane arterial cross section complete with center lane, bicycle lanes, and sidewalks. Taft Hill Road should have a center median lane. - The short range (2023) and long range (2040) geometry is shown in Figures 12 and 13, respectively. - Acceptable level of service is achieved for the pedestrian and bicycle modes based upon the measures in the multi-modal transportation guidelines and future improvements to the street system in the area. Currently, this area of Fort Collins is served by Transfort Routes 9, 33, and 92.
