Department: Planning Services Contact: Jason Holland, 970-224-6126, jholland@fcgov.com Page 2 of 10 Topic: General Comment Number: 1 Comment Originated: 05/07/2019 FOR APPROVAL Landscape Plan comments: Overall the landscape plan is great. An existing tree was removed from the PDP plans in the SW corner of the parking lot, but has been shown on the mitigation plan as removed. I just need some clarification on this from Forestry and the applicant in order to ensure full compliance with the PDP hearing plans. Spacing of new trees in this area also appears tight. RESPONSE: We’ve compared the current plans to the approved PDP and the same trees are shown to be removed on both sets. There has been no change per the tree inventory plans. Another question is the water use table. About 12,000 SF is dedicated as very low. We need more information on where this is located, and the table may need more discussion. RESPONSE: The water table has been updated based on the changes to the plan. The ‘very low’ designation applies to the native grass areas. Comment Number: 2 Comment Originated: 05/07/2019 FOR APPROVAL Landscape Plan: It’s recommended that more specification info is provided for the sod that clarifies what type of hybrid is recommended that will be low water use. Some like stating “drought tolerant low water use blend, such as Texstar or equivalent”. RESPONSE: Hy-Performing Grass blend by Graff’s Turf has been added to the plans. This information has also been added to the Landscape Notes (#16). Comment Number: 3 Comment Originated: 05/07/2019 FOR APPROVAL Landscape Plan: The preferred option is to have more of the landscape plan be wood mulch per the P&Z plan, especially in areas where perennial grasses and other one-gallon material is planted. RESPONSE: The developer prefers rock mulch, particularly since there is a bit of grade in areas. We have specified per the Landscape Notes (#15) that an 18” wood mulch ring shall be provided in all areas where rock mulch is planned. Comment Number: 4 Comment Originated: 05/07/2019 FOR APPROVAL Landscape Plan: Please make the rock mulch spec more specific and place in the notes, by amending the notes. The concern is that it is only in the legend. Specifying a local blend such as ¾ tan river rock is recommended, such as available at Crystal landscape supply, or equivalent. RESPONSE: Additional information has been added to the legend as well as a note (Landscape Notes #15). Comment Number: 5 Comment Originated: 05/07/2019 FOR APPROVAL Landscape Plan: Would recommend that some of the landscape grasses along the building frontage portion of the street upsized from 1 gallon to 3 or 5 gallon in order to have more visual impact along this edge at the time of planting, such as the Dallas Blues switchgrass. RESPONSE: The Switchgrass along the building frontage have been changed to 3 gallons in the plant list. Comment Number: 7 Comment Originated: 05/07/2019 FOR APPROVAL Small comments: State is cut off on the cover sheet and reads Stat RESPONSE: This has been corrected. Include on each sheet of the planning set, somewhere in the title block: “Final Plan” RESPONSE: Final Plan has been added to the Title. Some of the callout text on the block wall detail is cut off. I’m not sure if it’s needed or not but just FYI. RESPONSE: It was cut off in the viewport and is now fixed so you can read the entire text. On the block wall detail, clarify that the drop in elevation to finish grade will be flush or not more than 1”. RESPONSE: Note has been modified. Installation guide detail for the wall on the detail sheet is not needed with the planning approval set. If provided it should be larger and of higher resolution. RESPONSE: We’d like to keep the installation guide since it shows the cross section of the block wall – both sides as requested. Department: Engineering Development Review Contact: Spencer Smith, 970-221-6603, smsmith@fcgov.com Topic: General Comment Number: 1 Comment Originated: 05/07/2019 05/07/2019: FOR APPROVAL There will need to be some further discussion/coordination regarding the elevated bike lane (existing walk) transition. Ideally the existing on-street bike lane will ramp up to the elevated bike lane north of the bus stop. There are no transitions from street level to the elevated bike lane except for the existing pedestrian ramps. Since this will likely be a safety issue, we will need to come up with another option. RESPONSE: Sketch up of bike ramp was provided to Spencer and Todd on 5/20/19. Detail 407 on sheet C6.03 adds additional information on how the ramp is to be constructed. There are also spot elevations on the detailed grading sheet. Please submit a sketch/detail of a proposed option and submit directly to Engineering prior to resubmittal. I can route the exhibit to the appropriate City staff and provide feedback. RESPONSE: Redlines have been addressed Comment Number: 5 Comment Originated: 05/08/2019 05/08/2019: FOR APPROVAL There was discussion during the on-site tree and sidewalk visit about attaching the proposed sidewalk on Lake St., near the intersection with Shields. There is an existing tree that looks like it is too close to the proposed detached walk. Please attach the walk for a long enough distance to avoid impacting the tree (per City Forestry standards) and then transition to the fully detached walk. RESPONSE: The walk has been configured to tie into the existing attached walk at the trees location. A cross section has been added to the overall grading sheet showing how this tree will see minimal impact. However, I would like the Critical Root Zone values to be included as well. In addition, please include a cross section and details for tree #16 Hackberry. The Page 5 of 10 sidewalk along Lake Street is shown less than 4 ft from the trunk of this tree. City Forestry would like to understand the impacts of grading and root cutting that might occur during the installation of this new walk. Tree #16 Hackberry: 11.5”; critical root zone: 5.75’ RESPONSE: Cross section has been added. The sidewalk has been moved and realigned to tie into the existing sidewalk and now there is about 11’ of separation between back of walk and the center of the tree. 10/23/2018: UTILITY PLANS: PROVIDE REVISION FIRST ROUND PDP On sheet C4 of the Utility Plans, please include the following details above each tree/cross section: tree #, species, existing caliper and associated critical root zone distance. It looks like this tree exists where the new electric vault is placed. If tree removal is the case, please include tree inventory and mitigation information for this tree to the plans. In addition, please include justification for removing this tree in the Existing Tree Removal Feasibility Letter. See Forestry redlines for further clarification on existing tree location. RESPONSE: The additional inventory information has been added to the plans. One additional mitigation tree has been added to the plans. The feasibility letter has also been updated and included for review. Energy dissipation and a sediment forebay needs to be included. Please revise. RESPONSE: An inlet has been put in place to collect all stormwater into Rain Garden 1. Rain Garden 2 still just has a sidewalk culvert draining onto 4 scour stops. However only 0.66 cfs will be entering rain garden 2 during the 100-year event so a very minimal amount. In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures.
