Comment Summary: Department: Planning Services Contact: Jason Holland, 970-224-6126, jholland@fcgov.com Topic: General Comment Number: 34 Comment Originated: 10/17/2018 FOR HEARING, Site Plan: There is one parking space in the NW corner of the lot that does not meet the 2-foot overhang requirements without encroachment into the sidewalk. RESPONSE: The walk has been adjusted. Comment Number: 35 Comment Originated: 10/17/2018 FOR HEARING, Landscape Plan/Civil Plans: For the walls – the civil plans reference the landscape plans, and the landscape plans reference the civil plans for construction and material information. Different materials are indicated on both plans. Please update the plans. RESPONSE: Revised. The landscape plan should have the correct detail and label and references on the civil plans have been removed. Comment Number: 36 Comment Originated: 10/17/2018 FOR HEARING, Landscape Plan: Section shown on sheet 2 shows a 7’ dimension. I believe this would be around 6 feet. Please update this dimension. RESPONSE: Revised to 6’. Comment Number: 37 Comment Originated: 10/17/2018 2 FOR HEARING, James Court is misspelled on the landscape plans. RESPONSE: Revised. Comment Number: 38 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan/Civil Plans: Some portions of the playground area are at 10 to 12 percent grade. Is this useable for the kids, and also will there be issues with the playground mulch staying evenly in place at this grade. RESPONSE Slopes have been revised to be more kid friendly. A landscaping wall was required to make this possible. Comment Number: 39 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: At the NW corner of the site along the sidewalk, lower plantings along the interior edge of the sidewalk are preferred, in the 2’ to 3’ tall range so that the corner is more open visually and to provide greater visibility around the sidewalk. RESPONSE: Shrubs were pulled back towards the existing evergreen trees. The plant selection along the edge has been revised to plants that do not get as tall. Comment Number: 40 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: staff is concerned that some of the plant material will crowd the sidewalk long term. Along the interior edge of the sidewalk, if the plants symbols can be pushed away from the sidewalk 12 inches this will work better long term with more open mulch space along the sidewalk edge. RESPONSE: Revised. A foot of clear space has been provided along the walk. Comment Number: 41 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: Text on the sheet one is too small, less than 1/8”, 3/32 is recommended. RESPONSE: Revised. Comment Number: 42 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: With the final plans details on sheet two, clarify with the construction details and labeling that the sod and mulch edges will be not more than 1 inch below the finish surface of the sidewalk. that along the sidewalk. RESPONSE: Please see #14 under general notes. A note has also been added to the shrub detail. Comment Number: 43 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: Something to think about for final, the north shrub beds along the north pond, these might be better as small river cobble due to the slope in this area so that the mulch does not wash out. RESPONSE: The cedar mulch has been changed to rock mulch. Comment Number: 44 Comment Originated: 10/17/2018 FOR FINAL, Landscape Plan: Walls shown on the plans – provide a final construction detail for these walls that indicate the general specifications. See hardscape design details section in the submittal application requirements. Show how a block wall system can work when both sides of the wall are visible. Show the proposed wall pattern and finish texture/treatment. Coordination with the architecture is recommended. Remove references to civil plans if no civil information is provided. Final manufacturer specification can be or approved equal. 3 RESPONSE: A detail of the double-sided retaining/seat wall has been added to Sheet 2 of the landscape plan. The type and color selection has been coordinated with the Architect. Comment Number: 45 Comment Originated: 10/17/2018 FOR FINAL, Architectural Plans: Please add general specification information for the synthetic stone. RESPONSE: A specification for the synthetic stone manufacturer, model and color has been added to the elevations. Comment Number: 46 Comment Originated: 10/17/2018 FOR FINAL, Lighting plans and site plan: Lighting plans and specs look great, thank you. We would like to ensure that the overall pole heights are minimized and that the installation is coordinated. Sometimes we see that the concrete base that is installed is very tall, and this raises the overall height of the luminaire. For the parking lot lighting, please clarify on the plans how the luminaire, pole and base is positioned in relation to the ground. Only the top of the fixture and pole is shown. Ideally, the site plan should reference a detail that shows generally how the parking light fixtures should be installed, with a not to exceed dimension for the base and the fixture that relates to the photometrics. RESPONSE: Light pole heights as well as the fixture heights on indicated on the Luminaire Locations Schedule on sheet PM.2 and called out on the Site Photometric Plans. A detail for the light pole based has also been added. Department: Engineering Development Review Contact: Spencer Smith, 970-221-6603, smsmith@fcgov.com Topic: General Comment Number: 2 Comment Originated: 09/10/2018 10/19/2018: FOR FINAL: Thank you for adding the proposed easements. Please make sure that all easements (existing and proposed) are labeled/called out on the plat and all plans. RESPONSE: Easements called out on plans. 09/10/2018: Existing drainage infrastructure may need to have drainage easements dedicated, since the property is being subdivided and multiple lots will be draining into storm sewer, swales, etc. Comment Number: 5 Comment Originated: 09/10/2018 10/19/2018: FOR FINAL: Thank you for including typical street sections. See redlines for some minor comments that should be addressed during the final review period. RESPONSE: Redlines have been addressed 09/10/2018: Include typical street sections for all adjacent roadways, that show interim and ultimate conditions, as applicable. Comment Number: 7 Comment Originated: 09/10/2018 10/19/2018: INFORMATION ONLY: I didn't realize that I had never sent over the redlines from the first submittal review. There will be redlines for this submittal as well. If for some reason they are not included with the packet of comments and other redlines from the Development Review Coordinator, please let me know. 4 09/10/2018: See sheet C0.01 for various comments on notes. Comment Number: 10 Comment Originated: 09/10/2018 10/19/2018: FOR FINAL: It does not look like the proposed lots are labeled on the plans. RESPONSE: Lot numbers are now on plans. 09/10/2018: Label all proposed lots and adjacent properties. Show all proposed and existing lot and property lines as well. Comment Number: 11 Comment Originated: 09/10/2018 10/19/2018: FOR FINAL: The utility plans look much better. The site plan still has some issue with the hatching scale or something. RESPONSE: Thank you. 09/10/2018: Depict existing infrastructure (walks and ramps especially) more clearly on plans. It is a bit hard to follow how the proposed walks tie into existing concrete and ramps at James Ct./Shields and Lake/Shields. Also, it needs to be more clear that the existing walk along Shields will remain and how that ties into proposed improvements. Comment Number: 15 Comment Originated: 09/10/2018 10/19/2018: FOR FINAL: Just following up on this comment since there was no written response. If there will be adjustments to the existing striping, that can be shown on the final utility plans. RESPONSE: The TIS indicates that changes to signal timing could be made to improve and shorten the queue in addition to potential stripping changes. We look forward to working with staff to determine the best option. 09/10/2018: The TIS identifies a deficiency in the length of the westbound left turn lane on Lake St. There may be an opportunity to lengthen the striped turn lane to get closer to the required length. Comment Number: 17 Comment Originated: 09/11/2018 10/19/2018: FOR INFORMATION: Please see Engineering redlines (Utility Plan, Site Plan and Plat) for additional comments. 09/11/2018: Please see Engineering redlines (Utility Plan and Plat) for additional comments. Comment Number: 18 Comment Originated: 09/12/2018 09/12/2018: FOR FINAL: We will need to see spot elevations (existing and proposed) and slope labels on all pedestrian ramps. This is a request for all projects, from our Engineering inspection staff. RESPONSE: Slope labels have been added Comment Number: 19 Comment Originated: 10/23/2018 10/23/2018: FOR HEARING: The ramp configurations at the intersections of Shields/Lake and Shields/James Ct. will need to be looked at in more detail prior to PDP hearing. 5 We want to ensure that the configuration accommodates the raised bike lane and sidewalk. We don't necessarily need to have all the details worked out, but would like to at least have an agreement on the way that we will address these corners. See redlines for more details and an example of one solution that was used for Suniga Comment Number: 20 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: City Street Maintenance has requested that the proposed detached walk be maintained by the property owner (particularly for snow removal). This would be addressed in the DA for the project. RESPONSE: Acknowledged. Comment Number: 21 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: There appears to be a sidewalk/tree conflict near the Shields/James Ct. intersection. I believe Forestry is providing comments regarding this as well. RESPONSE: Forestry’s comments have been addressed Comment Number: 22 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: There is one parking space that may still have a conflict with the detached walk. Please adjust site to eliminate the vehicle overhang conflict. RESPONSE: Sidewalk and parking stall conflict has been revised. Comment Number: 23 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: There is a discrepancy in the proposed utility easement along Lake St. between the plat and utility and site plans. See redlines. RESPONSE: Easement now extends all the way to the property line. Comment Number: 24 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: The sidewalk that jogs around the proposed undergrounded electrical switch cabinet vault needs to be contained in an access easement. RESPONSE: Vault is within the right of way Comment Number: 25 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: The proposed electrical vault in the Lake St. ROW may need an encroachment easement from Engineering. I am following up with Engineering Inspections staff to confirm. RESPONSE: Vault is within the right of way. Comment Number: 26 Comment Originated: 10/23/2018 10/23/2018: FOR HEARING: We don't want stormwater runoff concentrating against the edge of the proposed detach walk along Shields St. (where the existing berm impedes flow). I'd like to see an exhibit and discuss with Engineering consultant to see how this can or is being addressed. RESPONSE: A swale has been added with inlets to capture this trickle flow. Comment Number: 27 Comment Originated: 10/23/2018 10/23/2018: FOR FINAL: 6 Please ensure that proposed landscaping does not interfere with intersection sight distance. RESPONSE: Revised. Department: Traffic Operation Contact: Martina Wilkinson, 970-221-6887, mwilkinson@fcgov.com Topic: General Comment Number: 1 Comment Originated: 09/10/2018 10/24/2018: FOR FINAL We'll get you an approximate amount in the next few weeks. 09/10/2018: The project will need to contribute a proportional share of funding for the NB right turn lane at Lake and Shields. RESPONSE: Thank you. Comment Number: 3 Comment Originated: 09/10/2018 10/24/2018: FOR INFORMATION The comment response is that the driveway to the south was not surveyed, and drawn in approximately. That is fine and no additional survey is needed. The drives still appear to be offset. We can live with that if needed, but if it's easy, aligned drives are more ideal. RESPONSE: They are still slightly off center but we need all the space we can get to the west of our drive isle for both rain gardens and our detention pond. 09/10/2018: Please align the access point with the driveway to the south. Comment Number: 4 Comment Originated: 10/24/2018 10/24/2018: FOR FINAL We'll need to take a look at the corner ramp design. Our typical design is to use directional ramps, but we may need to refine that for the bikes. On the north end, use a directional ramp to the north only (no crosswalk across Shields). On the south end, perhaps some type of radial design would be best. RESPONSE: We are tying into the back of the existing ramps at these locations. Are you proposing that we redo these ramps entirely? We will continue to work with you to resolve this issue. Comment Number: 5 Comment Originated: 10/24/2018 10/24/2018: FOR FINAL Please take a look at the landscaping on the northwest corner of the lot. No tall plants / grasses should be planted where they may impact sight distance for vehicles on James Court to be able to see vehicles, bikes or peds on Shields. RESPONSE: Revised. Comment Number: 6 Comment Originated: 10/24/2018 10/24/2018: FOR FINAL We'll need to review the striping along Lake to determine whether any changes are warranted. We may also ask for some bike / ped markings on the multiple walks / lanes.
