12/27/2018 BEFORE HEARING: Please include a landscape plan that
includes landscaping around the base of the enclosure. Landscape plan should
include plant material on the east west and south side of the structure.
Landscaping bed should be a minimum of 7-9 feet wide and contain a
combination of shrubs both coniferous and deciduous. The plan should also
indicate the installation of four trees that are missing from the two landscape
islands on the east portion of the site.

Because this proposal does not meet the 1:1 setback requirements of
3.8.13(C)(1) either provide a demonstration that the structure will collapse rather
than topple or provide justification that addressed the following:

that are authorized by this Division to be modified except in a nominal,
inconsequential way when considered from the perspective of the entire
development plan, and will continue to advance the purposes of the Land Use
Code as contained in Section 1.2.2.

There is a small single phase transformer near the entrance to the parking lot.
Depending on your power requirements, you can either come to that
transformer or we will need to do significant system modifications to service this
new structure with power. We look forward to working out these issues with you.

Your site plan has a callout naming two pieces of equipment transformers. They
are indeed our facilities, but they are switch cabinets, not transformers. They will
not be useful to your project. Please correct this note for the next round.

Once it is determined where your power source will be located, we will need all
of our facilities to be located in a utility easement. If a new transformer is
installed, 100% of our primary line as well as our transformer will need to be in
an easement. If you go to the existing transformer, all of that primary line and
transformer will need to be in an easement.

substantial enough to trigger Stormwater detention and water quality
requirements; however, a grading plan is required. Please show proposed

grading for the project area or include a note stating the final grading will
maintain existing drainage patterns.
If future submittals include site changes that are not shown on these plans,

2018 IFC CODE ADOPTION: Poudre Fire Authority and the City of Fort Collins (Town of Timnath, Larimer
County) are in the process of adopting the 2018 International Fire Code. Code
adoption is anticipated in early 2019. Building plan reviews shall be subject to
the adopted version of the fire code in place at the time of plan review submittal
and permit application.

ACCESS:
>Access is required to within 150ft of all portions of the exterior perimeter of the
structure. This cannot be measured from Drake Avenue because it is classified
as an arterial street therefore a Fire Lane will be established in the drive aisle of
the parking area closest to Drake Avenue to provide this access. It can extend
from the main entrance from Drake Rd, along the south drive aisle and exit onto
Drake Rd at the west end of the parking lot.
>This Fire Lane shall be shown on the Plat as an Emergency Access Easement
or dedicated by separate legal document.

This comment reflects the requirement found within the ECS memo to conduct a raptor survey along
Spring Creek if construction is to occur
any time during the nesting season (February 15 through July 15). If construction
is scheduled to coincide with the nesting season, the survey should be
conducted two weeks prior to the start date of the project. The primary concern
for the timing of development is protection of nesting birds adjacent to the
Property. If construction does not coincide with the nesting season, a raptor
survey is unnecessary.

01/10/2019: BEFORE HEARING:
City Forestry visited the site on 1/9/19 to obtain existing tree inventory and
mitigation information (see attached). We are having a hard time picturing the
monopine fitting in this tight space between the two Ash trees without some
potentially extensive pruning done to both trees. We would like the applicant to
consult a local, licensed, and certified arborist to evaluate if the two Ash trees
can be sufficiently pruned in order to accommodate the monopine structure and
installation. Another point to consider is that this species is susceptible to the
invasive pest, Emerald Ash Borer (EAB). Although EAB has not yet been
detected in Fort Collins, the threat is imminent and all Fraxinus species will
quickly die if left untreated. Has the property owner expressed interest in
treating these trees for EAB (which would be every 2-3 years for the life of the tree)?
- If the arborist is confident that pruning can be achieved while protecting the
health of the trees and if the property owner plans to treat these trees for
Emerald Ash Borer, then City Forestry will support these recommendations.
Please provide a written evaluation from the arborist to the Project Planner, Kai

Kleer, and City Forestry Specialist, Molly Roche for review.
- If the arborist does not recommend pruning and EAB treatment on these
trees, please provide a written evaluation from the arborist to the Project
Planner, Kai Kleer, and City Forestry Specialist, Molly Roche for review.
Removal of these two trees qualifies for a total of 3 mitigation trees to be
planted back on-site and in the same location to provide screening around the
monopine. The mitigation trees shall be evergreen trees upsized to 8 ft height.
The following species are acceptable: Southwestern White Pine, White
Spruce/Black Hills Spruce, or Ponderosa Pine.
Response: Please see the attached from the Arborist with suggestions on options. Further direction from
City staff will be pending.
01/08/2019: BEFORE HEARING:
An on-site meeting occurred on 10/26/2017 with project planner Kai Kleer. At
this time, the location of the wireless device was in a different location. On this
proposal, the wireless device is proposed between two existing trees. Please
schedule an on-site visit with City Forestry to obtain existing tree inventory and
mitigation information for the trees in close proximity to the wireless device. This
meeting should occur prior to next submittal. Tree inventory and mitigation
information should be displayed in a table on the landscape plan. All existing
trees should be labeled as “EXISTING TREE TO REMAIN AND BE
PROTECTED”. In addition, please include the City of Fort Collins Tree
Protection Notes to the landscape plan, which are available from City Forestry
(Molly Roche, 30TUmroche@fcgov.comU30T).

There are two existing landscape islands that used to be landscaped but no
longer have trees. As a part of this submittal, these landscape island will need
to be re-landscaped with canopy shade trees. Currently, Lindens are shown in
most of the parking lot islands, but this species does not typically survive or
thrive well in this type of environment. Please show a total of (4) Kentucky
Coffeetrees 'Espresso' in the 2 islands identified on the redlines (east portion of
the site). Please verify that these trees will receive irrigation. Provide a plant list
on the landscape plans that details species, quantity, caliper size (2 inch balled and burlapped).
