Resources section of the Development Agreement has been provided to
Engineering. The following items must be submitted prior to the issuance of a
Development Construction Permit:
1. A cost estimate for landscaping in the Natural Habitat Buffer Zone (including
plant material, labor and irrigation)
2. A cost estimate for three years of monitoring and annual reporting of
landscape establishment in the Natural Habitat Buffer Zone
3. A bond, letter of credit, or escrow warranting the landscape installation,
establishment, monitoring, and reporting for the Natural Habitat Buffer Zone
(125% of cost estimates)
4. A weed management plan
5. An annual monitoring and reporting plan

Response: The trash and recycling dumpsters will be Waste Management standard front loading 8 yard
containers (6'-0" deep x 5'-4" wide x 6'-8" tall).

08/13/2018: The pedestrian entrance on the trash and recycling enclosure
should provide unobstructed access to all dumpsters located in the enclosure
without having to open the main service gates. The current proposal only shows
the pedestrian entrance having access to the nearest dumpster.
Response: The dumpsters have been reoriented to face outward towards the main service gates. The
trash room now has a 3'-0" min. unobstructed access path in front of the dumpsters with access to both
dumpsters inside the room without opening the main service gates.

08/21/2018: Is the relocated transformer moving off of your property on to the
neighboring property? If so, I need to see a utility easement or expressed
written consent by Woodward that they will allow this to happen. I cannot place
the transformer on their property without their permission. All costs associated
with moving this transformer will be charged to this project. If any secondary
work needs to be done, it will be your electrician's responsibility. Based on email correspondences with
Woodward representatives the building being served by the transformer will be demolished prior to the
commencement of construction for this site.

Park Planning & Development will reimburse the Developer for trail
construction, and demolition (if performed by contractor). All unit prices and
estimated quantities for work to be reimbursed must be specified in the
development agreement. Reimbursement will occur after final acceptance of
the improvements by the City. The request for reimbursement must include
proof of payment to the contractor.

08/21/2018: Informational only: Poudre River bank stabilization work can only
be performed in the spring and fall seasons. The City would prefer to perform
stabilization in late winter/early spring 2019 to avoid damage to the existing trail
during spring 2019 runoff flows. Depending on the timing of site work for the
hotel, it may be possible to postpone work until Fall 2019. Bank stabilization
work will be coordinated with applicant to the greatest extent possible.

08/08/2018: This site is very close to the Poudre River, therefore it is very
important that a treatment train type of Erosion and Sediment Control measures
be used to protect the river from sediment discharge in case one of these
measures fails during a rainfall event. Maintenance of proposed measures is
very important especially at the downstream end in the detention pond.
Additional permanent sediment forebays should be placed in the rain garden to
protect the river from sediment loading over the long run. Please refer to the
redlined report and plans for additional detailed comments.
– Erosion control plans updated per redlines
06/28/2018: The erosion control requirements are in the Stormwater Design
Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. The
current Erosion Control Materials Submitted do not meet requirements. See
redlines of the submitted ESC Plan and Report for specific comments and
corrections. The Erosion Control Report (Stormwater Management Control)
submitted was incomplete and not acceptable neither for City Erosion Control
Requirements nor for State SWMP requirements. The Site will also have to
supply new Erosion Control Escrow Calculations which were not provided at
this time. The currently submitted ESC report is a generic report that does not
address the specifics of the site. Any subsequent submittal must provide a
substantive report that describes construction activities on this site, addresses
what specific measures are being implemented and provides a sequencing of
ESC activities for the contractor to follow. Failure to provide a specific report for
this site will result in the rejection of your next submittal. For reference please
follow the guidelines provided on the City's website at and use the checklist to
ensure a complete submittal is provided.

07/02/2018: Storm Sewer Plan - I'm questioning many of the callouts on the
storm plan including: Wye callouts - what are these actually indicating? Are
these cleanouts or other? grated tops or solid? why are you calling out for an
area inlet at the curb in the parking lot? The type C inlet in the rain garden
seems like overkill; it would be best to minimize the amount of pipes coming
into the rain garden to also minimize the amount of forebays that need to be
constructed.
