The Mason/Kensington intersection has stop control on Kensington Drive. There is no posted speed limit in this area of Kensington Drive. Mason Street is to the west of the proposed Dutch Brothers Coffee Shop site. It is a north-south street classified as a two-lane arterial street according to the Fort Collins Master Street Plan. Currently, Mason Street has a two-lane cross section. At the Mason/Kensington intersection, Mason Street has the approach movements combined into a single lane. The posted speed limit in this area of Mason Street is 35 mph. The East Access goes into the vacant gas station to the south and to Pedersen Toyota to the north. At the Kensington/East Access intersection, the East Access has the approach movements combined into a single lane. . The West Access goes into the commercial development to the south and to Pedersen Toyota to the north (slightly offset). At the Kensington/West Access intersection, the East Access has the approach movements combined into a single lane. There are sidewalks on both sides of College Avenue, Mason Street, and Kensington Drive. There are bicycle lanes on Mason Street and Harmony Road. The Mason Street Trail is to the west of the site. Bicycles are prohibited on this area of College Avenue. Figure 3 shows recent peak hour counts at the College/Kensington, Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections. The traffic volumes at the Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections were collected in March 2019. The traffic volumes at the College/Kensington intersection were collected in June 2018 by the City of Fort Collins. Raw traffic data is provided in Appendix B. Since the traffic counts were performed on different days, the traffic volumes at the intersections were averaged/balanced and are shown in Figure 4. Table 1 shows the current morning and afternoon peak hour operation of the College/Kensington, Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections. The key intersections currently meet the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with existing control and geometry. Calculation forms are provided in Appendix C. A description of level of service for unsignalized intersection from the Highway Capacity Manual, 6th Edition is provided in Appendix C. Table 4-3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. Acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections; acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. DELICH Dutch Brothers Coffee Shop TIS, February 2019 ASSOCIATES Figure 5 shows the site plan for the Dutch Brothers Coffee Shop. Dutch Brothers Coffee Shop is an 810 square foot coffee shop with one drive through window. It is proposed in the southwest quadrant of the College/Kensington intersection. Dutch Brothers Coffee Shop will close the south leg of the Kensington/East Access intersection. Dutch Brothers Coffee Shop and Jiffy Lube will have access to the south leg of the Kensington/West Access intersection. Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Coffee Shop with a drive-through (Code 937) contain in Trip Generation, 10th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected use at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The calculated trip generation of the Dutch Brothers Coffee Shop is: 664 daily trip ends; 72 morning peak hour trip ends; and 36 afternoon peak hour trip ends. Directional distribution of the generated trips was determined for Dutch Brothers Coffee Shop development and is shown in Figure 6. Figure 7 shows the assigned and passby site generated peak hour traffic for the proposed Dutch Brothers Coffee Shop. Figure 8 shows the short range (2024) background morning and afternoon peak hour traffic at the College/Kensington, Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections. Background traffic volume forecasts for the short range (2024) future were obtained by reviewing traffic studies for other developments in this area and reviewing historic counts and CDOT 20-year data (1.13) in the area. Through traffic volumes on College Avenue were increased at a rate of 0.65 percent per year. Through traffic volumes on Kensington Avenue and Mason Street were increased at a rate of 1.0 percent per year. Traffic from the proposed Jeep Dealership was added to the background traffic. The existing Jiffy Lube traffic was moved to the west access. Table 3 shows the short range (2024) background morning and afternoon peak hour operation at the College/Kensington, Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections. Calculation forms are provided in Appendix D. DELICH Dutch Brothers Coffee Shop TIS, February 2019 ASSOCIATES As a matter of policy, traffic signals are not installed at any location until such time that signal installation warrants are met according to the Manual on Uniform Traffic Control Devices. The College/Kensington intersection is currently signalized. The Kensington/ East Access, Kensington/West Access, and Mason/Kensington intersections will not warrant signals in the short range (2024) future, nor do they meet the signal spacing criterion. The short range (2024) geometry is shown in Figure 10. This is the existing geometry at the key intersections. According to Figure 8-1 in LCUASS, left-turn lanes are required on all arterial streets. Mason Street does not have a left-run lane at the Mason/Kensington intersection. However, Mason Street is a constrained location and left-turn lanes are not provided at other local road intersections along Mason Street. The highest trip generation occurs in the morning peak hour. Therefore, the queuing analysis was performed for the morning peak hour. Figure 5 shows the queuing pattern for the drive-through of the Dutch Brothers Coffee Shop. According to the site plan schematic, there will be a two line queue that will combine into a single lane queue as it nears the window. The queue can accommodate 18 vehicles at a spacing of 23 feet per vehicle (front bumper to front bumper) before impacting the west access. To be conservative, it was assumed that all of the trips would use the drive- through window. Based on data collected at another Dutch Brothers Coffee Shop location, it was found that the service time for an order at the window is 100 seconds. In order to determine if the available vehicle queue length is adequate, a queuing analysis, as described in Chapter 8 of Transportation and Land Development, ITE, 1988, was conducted. The results of the queuing analysis indicated that the average queue, during the morning peak hour would be 7 vehicles. The 95th percentile queue would be 12 vehicles in a queue at one time. Since the available length can accommodate 18 vehicles, it is concluded that the queue will not spill into the west access. The Dutch Brothers Coffee Shop site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix E shows a map of the area that is within 1320 feet of the Dutch Brothers Coffee Shop site. The Dutch Brothers Coffee Shop site is located within an area termed as “commercial corridor,” which sets the pedestrian level of service threshold at LOS B for all measured categories, except for Street Crossings at LOS C. There are four destination areas within 1320 feet of the proposed development at Dutch Brothers Coffee Shop: 1) the commercial area and Mason Trail to the west; 2) the commercial area to the south; 3) the commercial area to the east; and 4) the commercial area to the north. The Pedestrian level of service is met to all destination areas, except the commercial area and Mason Trail to the west. Continuity is not met to the west since the sidewalk is attached along Kensington Avenue and does not have a landscaped parkway. To save trees along Kensington Avenue, it is proposed to leave the 4 foot attached walk and have two 7 feet wide passing area between the trees. The adopted Midtown Plan shows a 10 feet sidewalk/path along College Avenue. Appendix E contains a Pedestrian LOS Worksheet. DELICH Dutch Brothers Coffee Shop TIS, February 2019 ASSOCIATES Based upon Fort Collins Bicycle LOS criteria, there is one destination within 1320 feet of the Dutch Brothers Coffee Shop site: the Mason Trail. Appendix E contains a Bicycle LOS Worksheet. The bicycle level of service base connectivity and to the Mason Trail is met. Currently, this area is served by Transfort Route 6, 12, 16, 19, and the Max. The nearest bus stops are at the College/Harmony and Harmony/Mason intersections. The nearest Max stop is just north of Harmony Road. It is concluded that the Dutch Brothers Coffee Shop development will have minimal impact on the area streets. The College/Kensington, Kensington/East Access, Kensington/West Access, and Mason/Kensington intersections will meet the City of Fort Collins Motor Vehicle LOS Standards. The existing south leg of the east access will be closed with this development. The drive-through queue will not spill into the West Access.
