Comment Summary: Department: Planning Services Contact: Pete Wray, 970-221-6754, pwray@fcgov.com Topic: General Comment Number: 05/13/2019: FOR HEARING: Site Plan Cover Page- Land Use Table. Clarify Lot 1 and 2 information including use, bldg. size, lot size and parking. Lot 1 building appears to be 815 SF. Vehicle parking requirements (1/1000 SF min.= 6 spaces, and max. 15/1000 SF=12. The plan shows 7 spaces, not 8. Lot 2 shows jiffy lube bldg. of 2074 SF with 12 parking spaces for vehicle servicing and maintenance (min. 2/1000 SF)=4, and max. (5/1000 SF)=10. Please show 1 of those spaces as handicap to meet ADA requirements. RESPONSE: The Lot 1 and 2 information on the Cover Page has been expanded for clarification. The site plan has been updated to show the correct number of parking spaces. Due to grading and drainage a handicap space cannot be added to Jiffy Lube as the site is not ADA accessible. RESPONSE: Bench locations have been added to the plan. Comment Number: 05/13/2019: FOR HEARING: Exterior Elevations - North elevation - Move meters and utility box connections to west elevation. Extend brick base at north elevation. This is in response to previous comments to enhance the building elevations visible from College and Kensington. RESPONSE: Meter have been moved the west side of the building away from Kensington and College view. We have continued the brick around the north side of the building. RESPONSE: 4’ attached walk with passing zones is proposed in order to avoid encroachment into the existing critical root zones. Keeping the walk 4’ was directed in an email from Morgan (6-18-19). Comment Number: 2 05/14/2019: FOR HEARING: The ramp that is being reconstructed at the driveway should be a directional ramp. RESPONSE: Walk to the south has been removed and the ramp is directional headed to the west. Comment Number: 3 05/14/2019: FOR HEARING: Is the sidewalk along College Avenue being removed and reconstructed to 10' in width? LCUASS 16.2.1.E states that the minimum a sidewalk can be widened is 4'. If this is the case that the existing sidewalk is being removed and being rebuilt, please add a label for the sidewalks removal on the demolition plan in the utility plan set. RESPONSE: Sidewalk removal has been labeled on the demolition plan – the existing walk is 8’ and cannot be widened without full reconstruction. Comment Number: 4 05/14/2019: FOR HEARING: It would be ideal to have directional ramps at the College/Kensington intersection. The development across the street is showing directional ramps as well. We are open to modifying our standard directional ramp or to create a larger radius diagonal ramp to avoid having to move/significantly modify the electric vault in the sidewalk currently. Would three wire, single phase, 120/208v work? If so, you may come off of the existing transformer. If this does not work, we need to sort out a new transformer location. RESPONSE: After conversations with our electrical engineer we will be using 3 phase power for project. We are also looking to reuse or replace the existing transformer at Jiffy Lube to serve the new Dutch Bros. Comment Number: 2 05/14/2019: INFORMATION ONLY: The relocation of the existing electric lines to accommodate the building envelope will be done at the expense of the applicant. This will require a lengthy outage for the Jiffy Lube, and could incur overtime costs if needed to be performed at night. RESPONSE: Noted, we are looking to reuse or replace the transformer at Jiffy Lube and use 3 phase power to the new Dutch Bros. Comment Number: 3 05/14/2019: FOR HEARING: I would like to meet with the applicant team to establish all of the electric plans before this project goes to hearing. We are very limited on our options for this property, and we need to ensure we have enough room to accommodate your requests. RESPONSE: Per a meeting with Austin on 5-31-19, the primary to the existing transformer will be moved south of the new building and new stormwater features will be modified so that the power is not below any stored stormwater. RESPONSE: Noted, we are looking to reuse or replace the transformer at Jiffy Lube and use 3 phase power to the new Dutch Bros. These will need to be relocated or the pavers area will need to be revised to eliminate these conflicts. This requirement is to ensure the permeable pavement areas will not be damaged in the future when the need to maintain or repair other infrastructure arises. RESPONSE: Underground storage is now proposed with a smaller footprint. Power and Telephone will be relocated. The location is annotated on the redline plans.05/08/2019: RESPONSE: The conflict with existing water service has been resolved by shifting trees to the west. Comment Number: 3 05/08/2019: FOR HEARING: Please consider reconfiguring the existing/ proposed water and sanitary sewer services on these two proposed lots. Would it be possible to reuse the existing 5 sanitary sewer and water service taps, located in the alley west of the site? This would reconfigure which utility services serve each building so that each lot contains its own services. This would reduce the number of conflicts, eliminate crossing service lines, and make for cleaner sites. RESPONSE: These lines will stay as previously designed due to the location of the trash enclosure. Power and Telephone will be relocated. 6 Comment Number: 5 05/08/2019: FOR HEARING: To meet water quality requirements, this project is proposing a combination of permeable pavers (LID) and conventional extended detention within the oversized aggregate base storage area. As proposed, runoff from Subbasin B will be treated with permeable pavers. Runoff from Subbasin A will be treated with extended detention within the paver storage aggregate in Subbasin B. Flows from Subbasin B will be directly connected to the paver base storage through a pipe from the curb inlet and roof drain. City of Fort Collins Utilities does not permit extended detention facilities in the permeable pavement aggregate storage and stormwater runoff must flow through a pre-treatment facility before it enters an underground detention system. Direct connection of surface flows into the paver base storage is not permitted. Infiltration through permeable pavers surface is considered pre-treatment by filtration. It is also preferred that roof drains discharge on top of the permeable pavement surface and are not directly connected to the base storage. This plan will need to be adjusted so that flows from Subbasin A receive pre-treatment before these flows enter the permeable pavement base storage. We suggest a meeting to discuss water quality treatment options for Subbasin A. RESPONSE: Underground storage is now proposed. Subbasins A and B will be treated for water quality and detention in this system. This will need to detail the ownership, maintenance, and cost sharing of these joint facilities. RESPONSE: Noted. Comment Number: 8 05/08/2019: FOR HEARING: Please include exhibits separately showing the existing and proposed impervious areas. On the proposed imperviousness exhibit, please delineate new/ modified impervious areas and non-modified existing impervious areas. RESPONSE: Exhibits are included in the drainage report. Would like to confirm that alley flows do not come onsite RESPONSE: Existing spots added to the grading plan. The drive is crowned and existing parking and the carwash drive drains west to the pan on the east side of the private drive. 7 Comment Number: 10 05/08/2019: FOR HEARING: On the drainage and grading plans, please identify the detention pond spillway location. As a reminder, the FCSCM allows for a max of 6-inches flow depth and requires minimum 1-foot of freeboard from the spillway crest to the FFEs. RESPONSE: Spillway labeled. Comment Number: 11 05/08/2019: FOR FINAL PLAN: Please provide detail of the detention orifice plate and configuration of the outlet structure. RESPONSE: Noted. Comment Number: 12 05/08/2019: FOR HEARING: In the drainage report, please recheck flow lengths for time of concentration calcs. RESPONSE: Flow lengths have been updated. Comment Number: 13 05/08/2019: FOR HEARING: In the drainage report, the detention stage-storage calculations need modification. For void storage volume calculations, within permeable pavement aggregate, Fort Collins Utilities does not recognize storage in the “Leveling Course” and “Base Course” layers – detention volume is recognized in the “Subbase Course” layer only. Please see the included annotated detail PDF for more information. Please revise the detention stage-storage calculations accordingly. RESPONSE: Underground storage is now proposed. Manufacturer stage-storage has been provided in the drainage report. Comment Number: 14 05/08/2019: FOR HEARING: In the drainage report, the FAA detention calculation sheet needs to be updated to match the rainfall values in the current FCSCM. There appears to be several discrepancies in the rainfall intensity column of the submitted spreadsheet. RESPONSE: Rainfall intensity has been updated. Comment Number: 15 05/08/2019: INFORMATION ONLY: As a reminder, 100% of all new or modified impervious areas require water quality treatment. The Low Impact Development (LID) requirements are a subset of the overall water quality treatment requirement. LID is required on all new or redeveloping property with one of the two following options: 1. 50% of the newly added or modified impervious area must be treated by LID techniques and 25% of new paved areas must be pervious. Or, 2. 75% of all newly added or modified impervious area must be treated by LID techniques. The remainder of the water quality volume can be treated by any recognized method (standard or LID). 8 Comment Number: 16 05/08/2019: FOR HEARING: Please see the annotated Utility Plan and Drainage Report PDFs for additional comments. Department: PFA Contact: Andrew Rosen, 970-416-2599, arosen@poudre-fire.org Topic: General Comment Number: 1 05/07/2019: FOR FINAL PLAN APPROVAL: HYDRANT - A hydrant producing 1500gpm at 20psi residual pressure is required within 300ft of both the Dutch Bros and Jiffy Lube buildings. >The hydrant located at the former entrance to this Lot is appropriately located for the Dutch Bros building >However, further discussion will be required regarding the hydrant location to serve the existing Jiffy Lube. RESPONSE: We are proposing a new hydrant location in the parking island at the southwest corner of the property. This hydrant location will provide the access to Jiffy Lube and allow for staging on the public access road per public record drawings of “The Gateway at Harmony Road P.U.D. Third Filing”. Comment Number: 2 05/15/2019: The project team will be meeting with PFA off-line to discuss the location of the required fire lane and are trying to determine whether the access to the west of the property is officially public access. Please keep your coordinator informed. 05/07/2019: FOR FINAL PLAN APPROVAL: ACCESS - Access is required to within 150ft of all portions of the exterior perimeter of both Dutch Bros and Jiffy Lube. This can be measured from Kensington Avenue which is an unclassified street but not from College Avenue which is an arterial. - Therefore a fire lane will be required on the property to enable this access and shown on the Plat as an Emergency Access Easement or dedicated by separate legal document. - A blanket access easement is not appropriate for this purpose. RESPONSE: The provided PFA Site Plan shows public access provided per public record drawings of “The Gateway at Harmony Road P.U.D. Third Filing”. With minimal area outside of the 150’ access from the public way to the west and Kensington and a proposed new hydrant at the southwest corner; as well as the existing Jiffy Lube being fully sprinklered. We would like to proceed with no emergency access easement on the property. Comment Number: 3 05/07/2019: FOR INFORMATION: ADDRESS - The address shall be clearly visible from the street in no less than 8" tall numerals on a contrasting background. 9 - To assist with prompt emergency response, the address will be also visible on the elevation facing College Avenue. Department: Forestry Contact: Molly Roche, 224-616-1992, mroche@fcgov.com Topic: Landscape Plans Comment Number: 4 05/13/2019: FOR HEARING: In response to TB Group’s comment response to previous comment #3, “Due to an existing storm pipe, no new trees can be located along the College Avenue Frontage”. However, your plans show two new trees proposed in this area. Further conversation with project planner, Pete Wray, Stormwater Utilities Engineer, Matt Simpson, and City Forestry is required to come to the best solution in order to meet Land Use Code street tree requirements. RESPONSE: Per discussions, trees cannot be located along College Ave due to an existing storm pipe. Proposed trees have been removed. Comment Number: 5 05/13/2019: FOR HEARING: Thank you for showing mitigation trees on sheet L-3. However, please include the mitigation labels (M) on L-1 as well. RESPONSE: Mitigation labels have be added to L-1. Under the Tree Inventory and Mitigation Table, it states that 6 mitigation trees are to be installed on-site. However, only four mitigation trees are shown on the plan and none are upsized in the Plant Schedule. Please note that mitigation trees must be sized at the following calipers/heights: 10 Canopy Shade Trees: 3.0" caliper balled and burlap or equivalent. Evergreen Trees: 8' height balled and burlap or equivalent. Ornamental Trees: 2.5" caliper balled and burlap or equivalent. RESPONSE: 13 mitigation trees are proposed on site and the plant schedule now reflects upsizing requirements. Comment Number: 6 05/13/2019: FOR HEARING: Existing trees #6 (east of the trash enclosure) and #9 (in the southern parking lot landscape strip) appear to be in locations where they have potential to be preserved and protected. RESPONSE: Due to grading of the proposed site existing tree #6 cannot be preserved. Tree #9 overlaps the proposed curb and will continue to grow to a size that will eventually overtake the parking proposed in the area. Comment Number: 7 05/13/2019: FOR HEARING: Please provide labels by off-site trees that state: ‘existing off-site trees to remain’. RESPONSE: Labels have been added. Comment Number: 8 05/13/2019: FOR HEARING: In the plant schedule, the evergreen trees are shown at 3 ft height. The minimum required height is 6 feet. Please update. RESPONSE: The height of evergreen trees has been revised to 8’ for required upsizing of mitigation trees. Comment Number: 9 05/13/2019: FOR HEARING: City of Fort Collins Forestry Division is close to reaching the maximum percentage of Honeylocust and Bur Oak in Fort Collins’ urban forest. During the development review process, we see it as an opportune time to educate landscape architects to use fewer Honeylocust and Bur Oak trees on plan proposals. Please replace the Honeylocust and Bur Oak and use Kentucky Coffeetree ‘Espresso’ and Shumard Oak instead. RESPONSE: Kentucky Coffeetree ‘Espresso’ have been added where Honeylocust were originally proposed. The Burr Oak were removed from the plant schedule as they were located along College Ave and could not be placed there due to an existing storm pipe. Comment Number: 10 05/13/2019: FOR HEARING: Please include Species Diversity Percentages in the Plant Schedule. Please note the following: Number of trees on-site/Maximum percentage of any one species: 10-19 trees – 50%; 20-39 trees – 33%; 40-59 trees – 25%; 60 or more trees – 15%. RESPONSE: Percentages have been added to the Plant Schedule. 11 Comment Number: 11 05/13/2019: FOR HEARING: Linden trees do not survive or thrive long term in parking lot islands. Please replace the proposed linden tree in the parking lot with a Kentucky Coffeetree ‘Espresso’. RESPONSE: The proposed Linden has been replaced with a Kentucky Coffeetree ‘Espresso’. Comment Number: 12 05/13/2019: FOR HEARING: Tree #11 is shown to be removed in the Tree Inventory and Mitigation table, but does not have the correct symbol on sheet L-3. RESPONSE: The correct symbol for removal of Tree #11 has been added. Comment Number: 13 05/13/2019: FOR HEARING: UTILITY PLANS - On both the Civil and Landscape sets, please provide cross sections of the proposed sidewalk distance from existing and proposed trees. Please include the tree DBH, critical root zone value, distance between sidewalk and trunk, and any grading to occur. Comment Number: 14 05/13/2019: FOR HEARING: UTILITY PLANS - Please include the City of Fort Collins Tree Protection Notes on the Utility Plans – preferably on sheet 2 (demo plan). In addition, please darken the tree removal symbol on this sheet. Update this sheet to show correct tree removals (sheet L-3 of landscape plans). RESPONSE: Notes have been added and symbols darkened. Tree removals have been updated. Department: Environmental Services Contact: Jonathon Nagel, 970-416-2701, jnagel@fcgov.com Topic: General Comment Number: 2 05/14/2019: INFORMATION ONLY: The Community Recycling Ordinance (No. 109 2016) requires that all new business and multifamily complexes subscribe to recycling service that is at 12 minimum 1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. RESPONSE: Noted Comment Number: 3 05/14/2019: FOR FINAL PLAN: Please label the proposed dumpsters/carts "trash" "recycle" or "compost" as applicable and the capacity of each. RESPONSE: See updated Trash Enclosure Plan Comment Number: 4 05/14/2019: FOR FINAL: All trash and recycling enclosures and staging areas are required to provide methods to protect the interior walls from being damaged. It looks like this is already provided on the South/East walls, but will also be required on the North wall. RESPONSE: See updated Trash Enclosure Plan Comment Number: 5 05/14/2019: FOR FINAL PLAN: The site plan and plan enlargement of the for the trash and recycling enclosure do not match (one shows two sets of service gates, the other shows one). Please update one or the other so they match. Comment Number: 6 05/14/2019: INFORMATION ONLY: Carts are not an efficient method to collect recycling and have not proven to be successful in commercial applications. With two businesses sharing this enclosure there is likely to be a lot of cardboard which does not break down well or fit well in carts. It is highly recommended to use dumpsters for both recycling and trash which will reduce litter and overflowing containers and likely save money with reduced service frequency. RESPONSE: See updated Trash Enclosure Plan Comment Number: 7 05/14/2019: INFORMATION ONLY: Consider using a door less pedestrian entrance which will provide safer and more efficient access for employees who will often be carrying large and heavy loads into the enclosure. RESPONSE: No, the trash enclosure will not be used for storage linens or waste oil of any kind.
