Collins, Technical Services, Jeff County Mr. County, As requested, here are the responses to certain comments to the plat. Comments not responded to below have been addressed on the revised plat. -Set monuments (38430 cap vs 38567 cap): The 38430 caps were set during the boundary survey work and time of property conveyances. The gentleman to whom the 38430 number belongs, while no longer with Olsson, operated under the supervision of the now-signing PLS (38567) at the time those monuments were set. To clarify, a note explaining when the monuments were set has been added to the legend: -Questions to the flood Zone X designations “shaded”, “striped”, etc.: Between two submittals of the plat the flood zone changed on this property by LOMR issued 4/24/2017. The LOMR designates 3 different areas all as “Zone X” but differentiates them with graphics on their map (see images from the LOMR below). All the zone designations had been explained in Note 6 on sheet 1: -Witness monument to SW corner of subdivision: We’re not “not accepting” this monument. We are simply showing the results of our location of it. Board Rule 6.5.4.1 does not apply here because we did not set a new monument. Firstly, this monument is not a “corner” and secondly, the monument was placed in 2004 by IN-SITU SUBDIVISON adjoining on the west, wherein that subdivision has a slightly different angle on this line for reasons unbeknownst to us. Rather, we recognize Board Rule 6.5.6 regarding precision and accuracy standards: We are using our professional expertise and judgement to determine that the 0.2’N/S and 0.3’E/W is due to either a slight record discrepancy, it may have shifted slightly (being close to a river bank for the last 14 years), or its precision was acceptable to the surveyor who set it. In any of these cases, the monument is so close as to be accepted to represent a common line based on site conditions at this location, where no substantial improvement can ever be built.
