We are currently working with the A&E and surveyor to finalize the Emergency Access Easement and 15’ City Utility easement. Comment Summary: Department: Planning Services Contact: Clark Mapes, 970-221-6225, cmapes@fcgov.com Topic: General Comment Number: 1 09/19/2018: FOR APPROVAL: The cover sheet on the plan set needs a signature block. Previous Verizon plan sets call it "Site Plan Certification" with lines for signature by the City and the property owner. I could email an example if helpful. Applicant response: Signature block added to cover sheet. Comment Number: 3 Once the emergency access easement layout has been approved by PFA and finalized, the revised emergency access easement legal and exhibit will need to be resubmitted for review and approval by the rest of City staff. Once it is approved, we will coordinate recording of the documents. The applicant will be responsible for recording fees (to be determined once documents are finalized). Applicant response: In Process Comment Number: 8 09/17/2018: It appears that the plans are indicating a proposed Verizon access/utility easement being dedicated over what would normally be a City standard 15' utility easement adjacent to the Harmony Rd. ROW. This easement needs to be dedicated with this project and cannot be an exclusive Verizon access/utility easement. The submittal, review and approval process for this easement will be the same as for the emergency access easement. Please coordinate with City Engineering staff to ensure that the correct submittals are made and fees paid. Applicant response: Dedication of 15’ utility easement in process. Comment Number: 9 01/18/2019: FOR APPROVAL: It doesn't look like there is any infrastructure proposed within the portion of the proposed Verizon Wireless Access/Utility Easement that runs parallel to Harmony Rd. I'm not sure if this portion of the easement is actually necessary. If needed by Verizon, this easement may be dedicated by the property owner as long as it is not within the Harmony Rd. right-of-way or the City's 15 foot utility easement (to be dedicate with this project). Applicant response: This non-exclusive Verizon Wireless Access/utility Easement is necessary for the construction and maintenance of this proposed facility and will not be within the Harmony Rd. Department: Forestry Contact: Molly Roche, 224-616-1992, mroche@fcgov.com Topic: Landscape Plans Comment Number: 3 1/23/2019: PRIOR TO THE NEXT ROUND OF SUBMITTAL Please include inventory and mitigation information in table format on the site plan (refer to redlines for numbering): Tree #1: Ash, 13” DBH, Poor Condition, 1 mitigation tree if removed Tree #2: Ash, 13” DBH, Poor Condition, 1 mitigation tree if removed Tree #3: Rocky Mountain Juniper, less than 6” DBH, Fair Plus condition, no mitigation required Tree #4: Rocky Mountain Juniper, less than 6” DBH, Fair Plus condition, no mitigation required Please show any trees proposed to be removed with X. Otherwise, state “existing trees to remain and be protected.” Additionally, will the junipers adjacent to the building be impacted during construction? There only appears to be one shown on the site plan, which infers that one will be removed – please confirm. Applicant response: Inventory and mitigation table added. Contact: Nils Saha, nsaha@fcgov.com Topic: Landscape Plans Comment Number: 4 01/23/2019: INFORMATION ONLY City Forestry has concerns with the proximity of electrical and fiber conduits, steel bollards and the new transformer to the existing tree on-site. How deep will these features need to be set in the ground? It is preferred that these features be installed outside of the critical root zone of the tree (approximately 7 feet away from the trunk) so as to avoid significant root damage. Forestry recommends boring these lines at least 48” down to avoid damaging critical roots. Please confirm that this can be accomplished and add the following note to the plans: Boring should be done at a minimum of 48” or deeper to avoid all tree roots. Tree protection in the form of concrete blankets around tree trunks should be installed prior to on-site construction. If this is not feasible, Forestry would permit the removal of the trees given the poor condition. On-site mitigation would be required in the form of one-to-one replacement (not upsized).
