HomeMy WebLinkAboutLANDMARK APARTMENTS EXPANSION - FDP190002 - SUBMITTAL DOCUMENTS - ROUND 1 - CITY STAFFCity of Fort Collins Planning and Zoning Board Public Hearing City Council Public Hearing On 9.19.18 - Clark Mapes - City Planner - Ft Collins Provided the following information : Landmark COA Review On October 13, 2016 City of Fort Collins Planning and Zoning Board, the Board voted 5–0 to approve the Landmark Apartments Expansion PDP 160013., • Condition - that subsequent vacation of Hobbit Street right-of-way on the property be approved by City Council • The applicant must install signage requesting that drivers dim lights to reduce headlight glare into surrounding residential windows; Response: Signage locations and detail is located on the Site Plan dated 01.29.19. • The applicant must add landscaping and other features to the Project as reasonably feasible to mitigate headlight glare into surrounding residential windows; The applicant met with the neighbors on 1.24.19 and agreed upon landscape and fence placement. See Landscape Plans dated 01.29.19. • The applicant must remove all balconies from the east side of Building A; The balconies have been removevd. See revised Building Elevations. • The applicant must remove any balconies that would extend into the standard 50’ natural area buffer; The balconies have been removevd. See revised Building Elevations. • The applicant must shift the emergency access road on the west side of the Project five feet to the west from the location shown on the plans approved by the Planning and Zoning Board; The road has been shifted and 25' buffer is shown on the plans.. • The applicant must add landscaping and other features to the Project to discourage pedestrian traffic on the voluntary trail that currently exists to the east of the proposed emergency drive; Additional landscape has been added. See Landscape Plans dated 1.29.19. In addition, Council directed staff to work with the developer and neighbors as Final Plans are developed for specific landscaping locations and fence design, consistent with discussion at the Planning and Zoning Board and City Council Appeal hearings. Final Plans are to include off-site easements are needed for the cul-de- sac turnaround at the terminus of Hobbit Street, and include a Minor Amendment and any other provisions as needed to confirm joint accessibility of existing Landmark Apartments facilities, particularly including its vehicular access and recreational spaces and amenities, consistent with discussion at the two hearings. Draft easements and right-of-way exhibits were provided with the Final Plan submittal on 1.29.19. In addition, a Minor Amendment was submitted concurrently on 1.29.19 On Tuesday January 31, 2017, at the regular meeting of the City of Fort Collins City Council, the Council voted 7–0 to deny an appeal of the Planning and Zoning Board’s decision to approve the Landmark Apartments Expansion PDP 160013 City Council COA Planning Zoning COA
