Comment Summary: Department: Environmental Planning Contact: Rebecca Everette, 970-416-2625, reverette@fcgov.com Topic: General Comment Number: 1 Comment Originated: 08/17/2017 08/17/2017: If lighting updates will be incorporated into this project: note that especially for LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. Site light sources shall be fully shielded and down-directional to minimize up-light, light spillage and glare [see LUC 3.2.4(D)(3)]. The proposed underground fiber optic cable vault is proposed within a rock landscape bed. Any impacted landscaping including the rocks will be replaced or relocated accordingly. A special side note to this degree has been added on the bottom of page A1.0. The existing 3 phase 300kva transformer on-site has an available connection tap. Commercial services such as these require that an Electrical contractor install the customers secondary cable to the City's transformer. Light and Power will perform the connection at the transformer. Please coordinate power requirements with Light and Power Engineering at 221-6700. Water supply requirements are met with the hydrants located at the northwest and northeast corners of the property. While perimeter and aerial apparatus access requirements are not fully met when measured from Tamasag, due to the size and scope of the project, these requirements will not be enforced for this development. The antenna shall be addressed using the same address (221 West Prospect) and appears to meet address posting requirements per Google Earth. Title sheet has been updated accordingly. Comment Number:3 Comment Originated: 09/01/2017 09/01/2017: The wall mounted equipment on the north side of the building must be painted to match. Please provide notation on site plan. The wall mounted fiber enclosure will be painted to match the building color. This has been added to the callouts of the fiber enclosure on pages A1.0 and A1.1. Comment Number: 4 Comment Originated:09/01/2017 09/01/2017: After a site visit, it has been determined that the relocation of bike racks are in an appropriate location. Comment Number: 5 Comment Originated: 09/05/2017 09/05/2017: Can a material sample of the screening be provided to planning staff? Obtaining material samples are extremely difficult since screening is custom designed and ordered. Due to the inherent financial risk associated with custom orders, the screening isn’t ordered until all permits have been approved. However, Verizon is currently in the process of trying to obtain a specification sheet and a material sample. In order to assist with this request, the material sample may end up not being an exact replica of the color, texture, or pattern of the design that is to be installed. Rather, the sample would be intended to help demonstrate the material consistency and thickness. Comment Number: 6 Comment Originated: 09/05/2017 09/05/2017: Please indicate on the site plan how co-location can be achieved. This can be done by indicating an outline of available space within the proposed structure where other providers can locate. Verizon would prefer to leave up any future co-location details up to the prospective carrier and the property owner due to the varying needs for lease area, line of sight requirements, and overall equipment needed by each carrier. With that said, Verizon will not exclude co-location from taking place. As such, a special comment has been added to page A1.0 declaring that there shall be no act to exclude or attempt to exclude any other provider from using the building, structure, or location. Based upon the submitted Erosion Control Materials it has been determined that this site; disturbs less than 10,000 sq. ft., is not in a sensitive area, has no steep slopes (greater than 3H:1V), and is not in a larger development under construction. Therefore, no submittal of Erosion Control Materials are needed at this time. The site however, still must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash & debris, landscape materials and other pollutants from entering the storm sewer at all times in accordance with City Code 26-498 or erosion and sediment control measures will be required of the site. Near by area inlets should be protected as a good preventative practice. If issues arrise when pulling applicable building permits please email erosion@fcgov.com to ease getting these signed off. Current Erosion Control Materials Submitted do not meet requirements. The erosion control requirements are in the Stormwater Design Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. a copy of the erosion control requirements can be found at www.fcgov.com/eroison.
