5) Existing Owners: The Archdiocese of Denver, a Colorado Corporation Sole, as a
trustee and for the benefit of St. John XXIII Catholic Parish in Fort Collins.
6) Transportation Improvements:
a. The development proposes a new right turn lane from S Shields (southbound)
to University Ave (west bound).
b. The development proposes to relocate the existing bus stop (#1222) from its
current location near the Shields and University intersection to a new location
north of the private drive in place of the exiting curb cut adjacent the
neighboring property east of subway. The location of the exiting bus stop
coincides with the proposed right turn lane. The affected properties are
agreeable to combining their alley access drive with one consolidated exit only
drive and locating the bus stop adjacent their property. See attached MOU for
reference. The location of the proposed bus stop would be approximately west
of bus stop #1241.
c. The development proposes a multi-use hybrid street like private drive to
provide on-site circulation with multiple access points to a parking garage
facility and to provide fire and service access to each building.
d. The development proposes bicycle and pedestrian circulation throughout the
campus by means of the multi-use street like private drive and sidewalk
network.
7) Addressed Neighborhood Concerns:
a. The primary concerns raised at the neighborhood meeting include temporary
impacts during construction with respect to road closures, vehicle circulation,
limited parking and access to nearby commercial establishments. The design
team addressed communication during construction, bicycle/pedestrian
circulation, and on-site parking.
i. Blackbird and Saint John XXIII representatives attend monthly Campus
West Merchants Association meetings and will continue to be actively
involved through the development process. In addition, the
development teams intend on inviting the general contractor to provide
frequent updates, in coordination with the City of Fort Collins,
throughout the construction process.
ii. We have met with neighbors to the North to discuss cross-access
easements and openings between properties to accommodate
pedestrians, cyclists and service vehicles.
iii. We have proposed 392 on-site parking stalls and no off-site parking
however the adjacent on street parallel parking is re distributed based
on the adjusted curb cuts along University. The minimum code
requirement is 383 stalls.
8) Site Design:
a. The primary goal of the site design is to position a new Saint John XXIII church
building prominently along Shields and within view and proximity of the
university. Additionally, the project aims to maximize use of the property by
providing residential accommodations. The primary design effort of the site is
to place an emphasis on the new Saint John XXIII Catholic Church. The church
is designed to have 360° architecture and a variety of exterior spaces with
opportunities for large and small gatherings, and quiet reflection. The primary
space being the “piazza” between the church and Newman center which is part
of Building B. The western portion of the site features three residential
buildings and a variety of outdoor spaces and amenities.
b. There is a prominent north south pedestrian way between Building B and
Building C to encourage pedestrian movement in and through the site.
c. A multi-functional hybrid street-like private drive loops through the sites
Between Building A and Building B and along the northern property line. This
drive serves as the fire access lane, service vehicle access, move-in/out staging
and general vehicle and pedestrian circulation between each building. Adjacent
to the drive are sidewalks and bike parking to encourage pedestrian use
through and around the site.
9) Disturbances:
a. The primary disturbances to the site will be to existing trees. See tree
mitigation plan. The project will also impart temporary disturbances to the
neighborhood during construction. Special attention to construction and
impacts to nearby businesses (as outlined in the Neighborhood meeting) will
be addressed at time of construction.
10) Transition techniques and buffering:
a. The property abuts other residential uses to the west and south. No buffering
is required between like uses (west and south). Nonresidential properties to
the north are buffered with a screen fence and landscaping along the north
frontage of building A.
11) Building Design:
a. The design of the buildings on site aim to place the emphasis on the beautiful
new Saint John XXIII Catholic Church. The church is designed to emphasize the
classical bell tower, traditional church forms, while utilizing traditional materials
of masonry, and utilizing more traditional architectural ornamentation of cast
stone and or precast concrete trim. The attached Rectory will be an extension
of the Church exterior design. From east to west the Architecture design will
be classical to a more contemporary style relating to each buildings function.
The covered walkway between the Newman Center and Building C Façade is
designed to provide a transition between the design style of the two buildings.
b. Buildings A, B, and C are designed to be subservient in their decoration and
ornamentation when seen adjacent to or in the same view as the church. As the
church is the mission of this proposal, the affiliated buildings intend to serve as
the background to the church.
12) Development Phasing Schedule:
a. The general contractor will demolish the existing structures, mitigate and
transplant the existing trees, and grade the site.
b. Afterwards, construction of Buildings A and C will commence in conjunction
with the construction of the new Church Building and piazza.
c. Building B will stagger behind Building A and C with the goal to complete
construction of the full development in the spring of 2021.
