I am writing to address the plan review comments by City staff and outside reviewing agencies dated 09/19/18. City
comments are in italics followed by the action taken.
Planning Services Comments
None
Engineering Development Review
Comment 1
Please contact Spencer smith if you have further questions regarding these engineering comments or requirements.
No action taken.
Comment 2
The access improvements within the public Right-of-Way need to be submitted for review and approval as part of this
project. The note on the site plan that defers the design to some other construction documents is not acceptable.
Sheet A2.0 has been revised with a driveway detail that shows access improvements in the R.O.W.
Comment 3
Once the emergency access easement layout has been approved by PFA and finalized, the revised emergency access
easement legal and exhibit will need to be resubmitted for review and approval by the rest of City staff. Once it is approved,
we will coordinate recording of the documents. The applicant will be responsible for recording fees (tbd once documents are
finalized).
EAE has been updated and is shown on sheet LS-1, LS02, and A1.0.
Comment 4
Larimer County Road Impact Fees and Transportation Expansion Fees are due at the time of building permit.

Comment 5
Any damaged curb, gutter, and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters,
destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins
standards at the Developer’s expense prior to the acceptance of the completed improvements and/or prior to the issuance of
the first Certificate of Occupancy.
Note #1 added on sheet A1.0 addressing this comment.
Comment 6
All public sidewalk, driveways and ramps, existing or proposed, adjacent or within the site, need to meet ADA standards.
Note #2 added on sheet A1.0 addressing this comment.
Comment 7
With regards to construction of this site, the public right-of-way shall not be used for staging or storage of materials or
equipment associated with the development, nor shall it be used for parking by any contractors, subcontractors, or other
personnel working for or hired by the Developer to construct the Development. The Developer will need to find a location(s)
on private property to accommodate any necessary staging and/or parking needs associated with the completion of the
Development. Information on the location(s) of these areas will be required to be provided to the City as part of the
Development Construction Permit application.
Note #8 added on sheet A1.0 addressing this comment.
Comment 8
It appears that the plans are indicating a proposed Verizon access/utility easement being dedicated over what would
normally be a city standard 15’ utility easement adjacent to the Harmony Rd. ROW. This easement needs to be dedicated
with this project and cannot be an exclusive Verizon access/utility easement. The submittal, review and approval process for
this easement will be the same as for the emergency access easement. Please coordinate with City Engineering staff to
ensure that the correct submittals are made, and fees paid.
Refer to site acquisition.
Light and Power Review
Comment 1
Light and Power only has single phase electricity facilities in the general vicinity. Electric capacity fees, development fees,
building site charges and any system modification charges necessary to feed the site will apply to this development.
No action taken on drawings.
Comment 2
Transformer locations will need to be coordinated with Light & Power. Transformer must be placed within 10ft of a drivable
surface for installation and maintenance purposes. The transformer must also have a front clearance of 10ft and side/rear
clearance of 3 ft minimum.
Luke Unruh approved the location of the transformer for this project over the phone. Clearances shown on sheet A1.1.

Comment 4
Commercial service inforatmion forms (C-1 forms) and a one-line diagram will need to be completed and submitted to Light
& Power Engineering for review. A link to the C-1 form is @ website.
C-1 and one-line diagram submitted to Luke Unruh via email on 9/24/2018.
PFA Review
Comment 1
The provided documents show the EAE which will provide access. However, PFA will require the EAE to extend to the south
east corner of the building only and no further along the south side of the building. The full circle drive in front should be
included as EAE. Please contact arosen@poudre-fire.org to confirm appropriate location.
EAE has been updated and is shown on LS-1, LS-2, & A1.0.
Comment 2
A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in
relevant standards and policies, any new fire land must meet the following general requirements:
• Shall be dedicated by plat or separate document as an Emergency Access Easement.
• Maintain the required 20-foot minimum unobstructed width & 14-foot minimum overhead clearance. Where road
widths exceed 20 feet in width, the full width shall be dedicated unless otherwise approved by the AHJ.
• Be designed as a flat, all-weather driving surface capable of supporting 40 tons.
• Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning
around fire apparatus.
• The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside.
Turning radii shall be detailed on submitted plans
• Dedicated fire lanes are required to connect to the Public Way unless otherwise approved by the AHJ.
• Be visible by red curb and/or signage and maintained unobstructed at all times. Sign locations or red curbing should
be labeled and detailed on final plans. Refer to LCUASS detail #1418 & #1419 for sign type, placement, and
spacing. Appropriate directional arrow required on all signs.
Topographic Survey has been updated dedicating the EAE.
Note #3 & #4 on A1.0 has been added to show clearances and driving surface info.
Turning radii are listed on sheet LS-1.
Sign locations have are now shown on A1.0 and the sign details on sheet A4.0.

Comment 3
To assist with prompt emergency response wayfinding signage should be clearly visible on the building to indicated most
appropriate access to the Verizon equipment areas. The address should be clearly visible on the Church building elevation
facing the street in no less than 12” tall numerals due to the setback from Harmony Road.
Wayfinding signage location and info shown on sheet A1.0 & 1/A3.0.
Comment 4
A hydrant producing 1500gpm at 20 psi residual is required within 300ft of this building. The hydrant at the street front will be
appropriate however, the applicant is responsible for verifying the output.
Testing completed 11/29/18 and approved by Andrew Rosen with PFA on 12/05/18.
Stormwater Engineering Review
Comment 1
Less than 10,000 sq ft disturbed, No ESC Materials needed.
No action taken.
Comment 2
The proposed site changes shown in the submittal do not appear substantial enough to trigger Stormwater requirements.
Please confirm that existing grading and drainage patterns are to remain unchanged and also provide the square footage of
impervious area being added to the site (note an addition of 350 sf, or more, will require a grading plan to be submitted and
potentially other requirements depending on the square footage).
Note #5 and #7 on sheet A1.0 have been added noting unchanged grading/drainage and 107 square feet of impervious area
being added to the site.
Comment 3
Please show existing 30” RCP storm sewer that is located in Harmony Road adjacent to this site.
Storm drain location is shown on sheet A1.0.
