Comment Summary: Department: Planning Services Contact: Kai Kleer, 970-416-4284, kkleer@fcgov.com Topic: Building Elevations Comment Number: 6 10/30/2018 FOR APPROVAL: RF screen does not represent the design of the existing building's block work. More discussion is needed around this and will require a follow up comment after there is a clear understanding of what is needed. [RESPONSE] The concealment screen has been designed to match the existing banding courses and painted Tan to match. Stucco Texture will be added to the Flat Faces 8x8 to simulate the Concrete Finish, joints between the Faces will be white painted to match the existing mortar joints. 06/26/2018 FOR APPROVAL: Greater design detail of the RF screen is required. How will the structure be textured to match the buildings CMU? The facility will need to incorporate a design that imitates the existing CMU banding. The design detail should show how screen wall texturing will create depth. Please also include flashing that is consistent with what exists on the site. Topic: Landscape Plans Comment Number: 2 10/30/2018 FOR APPROVAL: A landscape plan was not provided during 2nd round. Project will need another round of review before proceeding. [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof. No ground-based improvements are included with this design. 16035 Table Mountain Pkwy Golden, CO 80403 P: 303-993-3293 / F: 303-993-3019 06/26/2018: A Landscape Plan is required and will need to show the following: What species and how many shrubs will be impacted by the proposed equipment enclosure. How the equipment enclosure will be screened by additional landscape. Keep in mind that a total screening affect at the base of the enclosure is required. Heavy emphasis should be placed on the use of coniferous plants. General landscape plan notes are required. This project will bring the existing landscape peninsula out of compliance with 3.2.1(E)(5). Please think about how the impacted shrubs can be mitigated. Alternative compliance for this standard should demonstrate innovative design and use of plant materials and other landscape elements where the shrubs are proposed to be removed. Topic: Site Plan Comment Number: 3 10/30/2018 FOR APPROVAL: Please add note to plan stating, "No wireless telecommunication facility or equipment owner or lessee or employee thereof shall act to exclude or attempt to exclude any other wireless telecommunication provider from using the same building, structure or location. Wireless telecommunication facility or equipment owners or lessees or employees thereof, and applicants for the approval of plans for the installation of such facilities or equipment, shall cooperate in good faith to achieve co-location of wireless telecommunication facilities and equipment. Any application for the approval of a plan for the installation of wireless telecommunication facilities or equipment shall include documentation of the applicant's good faith efforts toward such cooperation." [RESPONSE] The Site Plan sheet has been updated to include this note 06/26/2018: To comply with 3.8.13(B), this project will need to demonstrate how future providers can co-locate on the proposed antenna array. This can be achieved by showing outlines of where antenna locations for future co-location can fit and where an additional equipment cabinet can be located within the enclosure. Department: Stormwater Engineering Contact: Heather McDowell, 970-224-6065, hmcdowell@fcgov.com Topic: General Comment Number: 1 10/29/2018: FOR APPROVAL: The plans now show the proposed equipment sitting directly on top of an existing storm pipe. This isn’t allowed. The proposed equipment and conduits must be placed a minimum of 6’ away from the existing storm pipe or the storm pipe must be moved to a location that shows the separation requirements are met. [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof. 07/09/2018: There is an existing 6-inch PVC drain line located through the proposed lease area that needs to be located and shown on the plans. The depth will also need to be verified and shown on the plans to ensure that any surface or subsurface improvements (i.e. conduit runs) don't impact or damage the existing drain line. 16035 Table Mountain Pkwy Golden, CO 80403 P: 303-993-3293 / F: 303-993-3019 Comment Number: 3 10/29/2018: FOR APPROVAL: Please add a note to the plans that indicates to the contractor that they are to stay out of the drainage area, meaning no driving across or compacting the drainage/water quality swale area. [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof. No ground-based improvements are included with this design, and construction activities will not be necessary in the drainage/water quality swale area. 07/09/2018: There is a stormwater quality swale located along the property frontage along Riverside (where your plans show riprap). This area needs to be protected from construction activities and in specific, not driven on. Construction fencing or some sort of barrier needs to be shown on the plans to keep contractors out of the drainage area. In addition, some form of erosion control should be placed along the top of bank between the drainage area and the construction area to protect the swale from sediment and runoff during construction activities. A Floodplain Use Permit must be submitted and approved before any construction can begin on the ground level equipment and the enclosure associated with it. Please add notes indicating this to the FTC East Dale plan set. Per the previous comment, this water meter and service needs to be located and the proposed design needs to show that the equipment and conduits are a minimum of 6’ away from the existing water service and if crossing the existing water service perpendicularly, then the conduits must be shown to cross over or above the water service with a minimum of 18” clearance. 07/09/2018: There is an existing water service with a curb stop and meter located in the vicinity of the proposed lease area. The service needs to be located and shown on the plans. The lease area cannot overlap the service line. [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof. The Water Service line is depicted on the Survey sheets and Site Plans. The new service from the existing transformer will be the owner’s responsibility. I recommend that the new electric service be placed in an easement. [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof, and as such the site will be powered off the Existing Buildings power thru a sub-meter. In addition, please add the City of Fort Collins Tree Protection notes to the plans. These notes are available form the project planner or Molly Roche, Forestry Specialist (mroche@fcgov.com). [RESPONSE] The site has been completely redesigned and all previous Ground Based equipment has been moved to the roof. No ground-based improvements are included with this design, and construction activities will not be necessary in the areas where Trees Exist. 7/9/2018: There appears to be existing trees on-site, and a few that are in close proximity to the proposed wireless communications device. Please include the City of Fort Collins tree protection notes to the site plan, which are available from City Forestry or the project planner. In addition, please schedule an on-site meeting to obtain tree inventory and mitigation information if there are any proposed or expected impacts to existing trees. From the site plan, it appears that a portion of the proposed utilities are being installed within existing road ROW. Please provide more detail to clarify extend of utility work proposed. Utility plans may be required for the project if any public improvements are proposed (to be determined by City staff). Utility coordination meetings, if requested, are typically scheduled after the preliminary submittal of the project, but can be scheduled prior to submittal upon request. Please provide a site plan with a preliminary utility layout for routing with the meeting notice. Comment Number: 10 10/30/2018: INFORMATION ONLY: 07/09/2018: All fences, barriers, posts or other encroachments within the public right-of-way are only permitted upon approval of an encroachment permit. Applications for encroachment permits shall be made to the Engineering Department for review and approval prior to installation. Encroachment items shall not be shown on the site plan as they may not be approved, need to be modified or moved, or if the permit is revoked then the site/ landscape plan is in non-compliance. Comment Number: 11 10/30/2018: INFORMATION ONLY: 07/09/2018: With regards to construction of this site, the public right-of-way shall not be used for staging or storage of materials or equipment associated with the Development, nor shall it be used for parking by any contractors, subcontractors, or other personnel working for or hired by the Developer to construct the Development. The Developer will need to find a location(s) on private property to accommodate any necessary staging and/or parking needs associated with the completion of the Development. Information on the location(s) of these areas will be required to be provided to the City as a part of the Development Construction Permit application.
