Comment Summary: Ripley Design, Northern Engineering, Thrive, APS, Delich Associates, Mike Phelan Department: Planning Services Contact: Ted Shepard, 970-221-6343, tshepard@fcgov.com Topic: General Comment Number: 2 Comment Originated: 08/08/2018 09/28/2018: The response to the comment does not address the issue of re-assessing the need for two canal crossings in close proximity. In discussing this issue with Aaron Iverson, please continue to show Conifer coming in from the west as a collector street. Do not show a Conifer alignment that crosses the canal. Instead, show Conifer connecting to Street B. Add a note that states that the alignment of the connection between Conifer and Street B will be determined at the Project Development Plan level. 08/08/2018: Also, regarding Conifer, please verify with Aaron Iverson whether or not Conifer Street will still be needed to cross the Larimer Weld Canal now that Turnberry Road will be expected to also cross this canal a short distance to northwest. Two canal crossings in close proximity may be redundant. Response: The site plan has been revised to remove the Conifer canal crossing. A note has been added stating the future extension of Conifer will be determined at PDP level. Comment Number: 3 Comment Originated: 08/08/2018 2 09/28/2018: Thank you for adding the pedestrian icons. Such an icon, however, is not provided for access to the school site from the east where all the homes are. The concrete trail that connects Street B (to the east) to the wetland (on the west) must continue and remain concrete to serve the school site. A crusher fines path can be located along side. After connecting to the school site, the connection can revert back to crusher fines. Bike and pedestrian access to the school site should not be an issue as this condition can be found at multiple existing schools. Response: An icon has been added to the site plan showing the future potential connection to the school site. The applicant desires to maintain a crusher fines trail around the wetland in order to preserve the natural setting within the wetland. 08/08/2018:Staff is concerned about overall lack of integration among the proposed development, the future school site and the future park site. Section 2.3(H)(4) requires that the overall development plan shall provide for the location of transportation connections to adjoining properties in such manner as to ensure connectivity into and through the overall development plan site from neighboring properties for vehicular, pedestrian and bicycle movement, as required pursuant to Section 3.6.3(F) and Section 3.2.2(C)(6). Comment Number: 5 Comment Originated: 08/08/2018 09/28/2018: As noted, providing a bicycle and pedestrian path to a school site is found in multiple locations. A quick perusal reveals that the following schools have such an access: Werner, Kinard, Trout, Preston, Werner, Blevins, Olander, Bauder, Johnson, Webber, Tavelli. Also, several schools are bounded by multiple streets. Response: Per the conversation with Brenden Willits with PSD regarding a connection to the school site, a future connection may be desired by school, and will be provided by PSD at the time of development, which is likely 10+ years out. PSD did not have a preference in material choice for the trail in which they will connect into. 08/08/2018:Given the high rate of elementary school students that are driven to school by their parents, please consider two local street connections to the school site. One should be from an extension of Street B on the north side of the school site and one should be from Street F on the east side. Although we typically do not show streets below the collector classification on the O.D.P., the P.D.P. is far enough along that local street connections to the school site should be indicated on the O.D.P. Also, please explore off-street walkways to the school site to allow elementary-aged students to ride their bikes without being on a street. Comment Number: 6 Comment Originated: 08/08/2018 09/28/2018: Please refer to the aforementioned comment about providing a continuous concrete surface between Street B and the future school site. Response: See previous response. 08/08/2018: Regarding the park site, the location is unusual in that it is separated from the neighborhood by the wetland. Access for neighborhood residents would be improved if the path that circumnavigates the were constructed out of concrete. I cannot tell by the graphic what the surface of this path is. If it is intended to be a soft path, this would be unacceptable given how the park site is separated from the neighborhood. Please be sure to upgrade this path to concrete if not already done so. Please verify with the Parks Planning and Development as to the best width for a path that connects a 3 neighborhood to a public park. The width of this connecting path should be eight feet. Response: The trail around the wetland is designed as a 6’ crusher fines trail and is located right against the property line so that future uses may connect directly into the trail. Comment Number: 9 Comment Originated: 08/08/2018 09/28/2018: The path gets a bit lost in all the line work. Please use different line weight and add a label calling out the path. Response: The trail linework has been updated to a zig-zag line and labels have been added for clarity. 08/08/2018: Please show and label the that path that circumnavigates the wetland. Comment Number: 10 Comment Originated: 08/08/2018 08/08/2018: Please show and label the Xcel natural gas pressure regulating station. Response: Labels added. Comment Number: 11 Comment Originated: 08/08/2018 09/28/2018: There is line work in the southwest corner that appears to be the Lake Canal. Please call out the Lake Canal if this is indeed the case. Response: Label added. Note that while the canal itself is located outside of the property boundaries, the buffer does encroach slightly into Parcel A. This is now reflected on the Natural Habitat Buffer Zone plan included with the PDP submittal. 08/08/2018: It¿s possible that the Lake Canal cuts across the southwest corner of the site. If so, please show and label on the O.D.P. Also, please investigate whether or not a natural habitat buffer zone will be required along this canal. Comment Number: 12 Comment Originated: 08/08/2018 08/08/2018: Please specifically label and use larger font and heavier line to depict the existing overhead electrical transmission line. The ODP should address how access spacing requirements are met and the overall ODP plan should indicate types of allowed movements. Response: Dimensions have been added to the ODP depicting minimum separation distances for access points along Suniga and Turnberry.
