Comment Number: 2 09/14/2018: Update: The proposed easements on this plan will need to be coordinated with the City's Real Estate Department. Please provide documentation that these easements have been approved by the City. Our easements are negotiated with the property owner and are recorderd with the county assessor. City approval should not be required as we are not in the ROW. 07/09/2018: This project is responsible for dedicating any easements that are necessary or required by the City for this project. From the submitted site plan, it appears that there will need to be an access easement and a utility easement dedicated to the applicant by the Library District. The applicant will be required to submit legal descriptions and exhibits to the City to review as part of this project. The legal descriptions and exhibits will need to be prepared by a licensed Colorado Land Surveyor. A completed Transportation Development Review Fee application and associated fees will need to accompany the submittal of the legal descriptions and exhibits. Please coordinate with Engineering Development Review staff regarding the easement dedication process. Additional information on the dedication process can be found at: http://www.fcgov.com/engineering/devrev.php Comment Number: 3 09/14/2018: FYI: The contractor who will be doing the fiber work within the City ROW will need to go through the proper permitting process with the City's Engineering Inspection Department prior to construction of those improvements. Approval of these plans for the site work/improvements does not include permit approval for the ROW work. Please refer to the following link for more information regarding Engineering permitting: https://www.fcgov.com/engineering/inspection.php07/09/2018: All necessary permitting will be required of any proposed work/improvements within the public right-of-way, prior to construction. From the site plan, it appears that a proposed vault is being installed on an existing road ROW line. It isn’t clear whether the work will extend into the existing ROW or not. Utility plans may be required for the project if any public improvements are proposed (to be determined by City staff). Understood, the vault will be placed at the edge of the property line and the fiber will be brough to the vault outside the scope of this project. Vault is not in the ROW. Comment Number: 4 07/09/2018: Larimer County Road Impact Fees and Transportation Expansion Fees are due at the time of building permit. For additional information on these fees, please see: http://www.fcgov.com/engineering/dev-review.php Transportation Development Review Fee was paid on June 26, 2018 Comment Number: 6 07/09/2018: Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. Comment Number: 7 07/09/2018: All public sidewalk, driveways and ramps, existing or proposed, adjacent or within the site, need to meet ADA standards. Comment Number: 8 07/09/2018: Any public improvements must be designed and built in accordance with the Larimer County Urban Area Street Standards (LCUASS). Utility coordination meetings, if requested, are typically scheduled after the preliminary submittal of the project but can be scheduled prior to submittal upon request. Please provide a site plan with a preliminary utility layout for routing with the meeting notice. If you are interested in having a utility coordination meeting, please contact the development review engineer for scheduling. Engineering Department for review and approval prior to installation. Encroachment items shall not be shown on the site plan as they may not be approved, need to be modified or moved, or if the permit is revoked then the site/ landscape plan is in non-compliance. Comment Number: 11 07/09/2018: With regards to construction of this site, the public right-of-way shall not be used for staging or storage of materials or equipment associated with the Development, nor shall it be used for parking by any contractors, subcontractors, or other personnel working for or hired by the Developer to construct the Development. The Developer will need to find a location(s) on private property to accommodate any necessary staging and/or parking needs associated with the completion of the Development. Information on the location(s) of these areas will be required to be provided to the City as a part of the Development Construction Permit application. Comment Number: 13 09/14/2018: The notes that were added to sheet GN-1 as "City of Fort Collins Notes" were Engineering comments from the first review of this project and were meant as information for the applicant. If you would like to keep the notes on the sheet, that is fine, but please change the label from "City of Fort Collins Notes" to something else. I just don't want the notes to be mistaken for actual City of Fort Collins Notes that are required per Appendix E of the LCUASS. Please show adjacent utilities on the site plan that may conflict with routing fiber to the vault; these utilities include: - 15” DIP stormwater pipe in roughly the center of Olive. - 6” CIP water main in Olive approximately 5’ south of the curb. - 4” irrigation service coming into the property from the main – I’m showing the curb stop to be 247’ east of the curb on Mathews. - ¾” water stub 28’ to the west of the irrigation service.07/09/2018: Will there be any need to access utilities within the street? According to the site plan, it appears that the proposed fiber line will be installed between several existing trees on-site. Although no impacts are expected, please schedule a meeting with City Forestry to obtain tree inventory and mitigation information, which is to be included on the site plan. In the instance where the fiber line trenches through and cuts existing tree roots, certain trees might not be able to withstand the impacts of root loss or damage. Any questions, please contact Molly Roche (mroche@fcgov.com). Final Site plan will include tree inventory and mitigation info 7/9/2018: There appears to be existing trees on-site, and a few that are in close proximity to the proposed wireless communications device. Please include the City of Fort Collins tree protection notes to the site plan, which are available from City Forestry or the project planner. In addition, please schedule an on-site meeting to obtain tree inventory and mitigation information if there are any proposed or expected impacts to existing trees.
