COMMENT SUMMARY AND RESPONSES BY SPECIFIC DEPARTMENT ENGINEERING DEVELOPMENT REVIEW DEPARTMENT Contact: Marc Virata Topic: General Comment Number: 1 Originated: 04/30/2018 The dedication of the right of way may appear to place an existing building with storage units partially in the newly dedicated right of way (its depiction isn't shown as there doesn't appear to be a site plan that fully shows the southern boundary beyond the extent of Sheet Z 1. In addition, there would appear to be an existing fence and an existing trailer in the right of way as well. The parking that is perpendicular to Sharp Point Drive isn't necessarily shown to be in right of way, however with future sidewalk placed abutting the new right of way, there could be overhanging of vehicles into the sidewalk and typically Zoning requires a landscape buffer from parking to the right of way. The items in right of way would need to be relocated out of the right of way dedication, but if ultimately a building would be in right of way further investigation would be needed and possibly different consideration for the dedication. Response Number: 1 It has been confirmed that the existing building will not be in the newly dedicated right-of-way. The trailer has been moved out of the right-of-way. The fence is on the newly dedicated right-of-way line. Comment Number: 2 Originated: 04/30/2018 The replat should also be dedicating a 9-foot utility easement behind the dedicated right of way. Parking lots may be within the easement, as well as fences. Buildings and other structural items could not be in an easement. Page 2 of 8 Response Number: 2 Dedication of additional 9 feet for a utility easement has been included in the replat. Comment Number: 3 Originated: 04/30/2018 The site plan shows an access and utility easement. As it appears to be needed partially for PFA/emergency access, it should be dedicated as an emergency access easement instead of an access easement. Note that these are not shown on the plat, and could be dedicated via plat, otherwise they would need to be dedicated by separate document and would require additional fees. Response Number: 3 This has been also addressed in the replat. Comment Number: 4 Originated: 04/30/2018 It should be noted that the construction of sidewalk improvements was indicated during the conceptual as not being required with the specific telecommunication development proposal. Further redevelopment of the property would require reevaluation and the likely requirement of the construction of sidewalk and ADA compliant access improvements along Sharp Point Drive and Midpoint Drive. Response Number: 4 Thank you and this has been noted. Comment Number: 5 Originated: 04/30/2018 The development plan narrative indicate that the property is currently undeveloped, but I'm trying to reconcile how there can be existing trailers, parking, and a building as well as a parking lot on undeveloped property. Response Number: 5 The property is still undeveloped as there are no permanent structures. To clarify, the property owner does store vehicles and trailers temporarily which can be moved to another location on property. ENVIRONMENTAL PLANNING DEPARTMENT Contact: Stephanie Blochowiak Topic: General Comment Number: 1 Originated: 04/23/2018 It appears there will be no impacts to existing trees along Sharp Point Drive and Midpoint Drive but please confirm. Response Number: 1 The existing trees along Sharp Point Drive will not be impacted. Page 3 of 8 Comment Number: 2 Originated: 04/23/2018 Consider planting southwest white pine instead of ponderosa pine as the former seem to do better long term in this area. Response Number: 2 We will be proposing Austrian Pines to augment the existing trees on the property. Comment Number: 3 Originated: 04/23/2018 Consider addition of 2-3 native flowering shrubs for additional screening and enhancements mirroring Prospect Ponds Natural Area. Response Number: 3 Currently the property is underdeveloped and the property owner does not have permanent structures. The property owner stores vehicles and trailers temporarily. At the time that the owner develops the property, additional flowering shrubs can be added. Current design is for the newly installed trees to be watered by hand until additional development occurs. Adding in 2-3 flowering shrubs at this time will not be watered adequately to keep them alive and will instead need to be removed and replaced. LIGHT AND POWER DEPARTMENT Contact: Clint Reetz Topic: General Comment Number: 1 Originated: 04/16/2018 Electric facility takeoff point noted in the plans are accurate. Transformer location must be placed within 10ft of drivable surface for installation and maintenance purposes. The transformer must also have a front clearance of 10ft and side/rear clearance of 3ft minimum. Response Number: 1 These requirements have been included in the plans. The C1 form will be used to calculate capacity fees, the one-line diagram will be used for our electric design and meter shop approval. PLANNING SERVICES DEPARTMENT Contact: Jason Holland Topic: General Comment Number: 1 Originated: 05/02/2018 Sheet GN 1 is not necessary for City entitlement approval document. This would be more appropriate for your construction set. The sheet can remain as long as it's clarified that the City notes take precedent if there are conflicts. If hand irrigated periodically, provide details on who will be doing that and that it will be done regularly. I want to ensure that this is coordinated. Automatic irrigation system would be preferred if possible. If not irrigated regularly the trees will not survive and will need to be replaced. Sheet L 1 – include information on how the utility area surface will be restored or treated, including areas that are visible from the street. Will this be planted with sod, seed, more rock mulch. Response Number: 5 The requested changes have been made. Comment Number: 6 Originated: 05/02/2018 Sheet Z 1 – show and label the linework that represents the existing curb/flowline on Midpoint Drive. There is a line shown but not labelled. Also note in the bottom left of the page says sall be used, pls. correct to shall. Response Number: 6 The requested changes have been made. Comment Number: 7 Originated: 05/02/2018 Sheet Z 4 – Provide more specification information and /or photo specs on the branch and needle density, type, color, and character. The drawings don’t provide enough information to ensure that the monopine will be realistic and high quality. Page 6 of 8 Response Number: 7 This information is included on a separate document from the manufacturer. At this time, it is suggested that the monopine will be from Larson. Please note that the tree will be made to required specifications with approximately 160 – 210 branches that will be pyramidal in design as requested. Please see separate vendor specifications PDF included with this narrative. Comment Number: 8 Originated: 05/02/2018 Sheet Z 4 – The branching does not appear to cover the top tier of antennas. Show the branching be expanded here. Also, the tree appears top heavy, is it possible to widen the base and make the tree more pyramidal in form similar to evergreen trees typically seen in Fort Collins such as the Austrian Pines, Spruce and White Pines. Comment Number: 9 Originated: 05/02/2018 Sheet Z 4 The cabinets proposed, it looks like these will pop up over the wood fence and that they will be visible from the street. Will these be painted? Would suggest looking at the Van Dyke Brown fence color, and the cabinet colors, and making them a light matching color in the warm tan range, such as desert tan. This way the cabinets, steel canopy, transformer and other visible utility appurtenances and the fence will all match and blend. The Van Dyke Brown is probably too dark. Provide labels clarifying all that will be painted. Response Number: 9 As requested the fence will be painted using Van Dyke Brown and the equipment, canopy and posts will be painted Desert Tan as requested. Cabinets must remain manufacturer color as per warranty requirements. STORMWATER ENGINEERING DEPARTMENT Contact: Dan Mogen Topic: General Page 7 of 8 Comment Number: 1 Originated: 04/09/2018 The proposed site changes shown in this submittal are not substantial enough to trigger Stormwater requirements beyond a grading plan. It appears these improvements can be installed with minimal impact to existing grading and drainage patterns. Please confirm that existing grading and drainage patterns are being maintained with this installation, and I will waive the grading plan requirement. If future submittals include site or grading changes that are not shown on these plans, please contact Dan Mogen at (970)224 6192 or dmogen@fcgov.com to coordinate and determine what requirements, if any, will apply. Response Number: 1 The proposed installation will minimally impact the existing grading and drainage patterns and if in the future any additional improvements are being proposed they will contact Stormwater Engineering. Comment Number: 2 Originated: 04/09/2018 There is an adjacent development currently under review for 2601 Canton Court that has a proposed detention basin on this property (2025 Sharp Point). Please show the proposed drainage easement for this detention basin on these plans and confirm that the proposed basin and associated grading do not impact what is proposed with this wireless telecommunications facility. Response Number: 2 The 2601 Canton Court is owned by the same group. I spoke to Dan Bernth, one of the principals and they are not moving forward with the development of 2601 Canton Court at this time and will not impact the proposed Verizon site.
