Are these public easements? [RESPONSE] No Easements are required in the Right-of-Way as part of this submittal. All Easements shown are on the subject property and private between the Property owner and Verizon only. 2. These can't be dedicated through a utility plan set, they need to be dedicated by separate document or by platting. If these are private easements, Engineering would like to see the recording number that the easement was agreed too before the project is approved. If these are public easements, then they need to follow the City's procedure for dedication by separate document located at this link: https://www.fcgov.com/engineering/devrev.php [RESPONSE] Not Needed Comment Number: 3 07/10/2018: Please add the following note to Sheet 6 of your utility plan set: "Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored to City of Fort Collins standards at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy." [RESPONSE] Revised as requested Department: Environmental Planning Contact: Stephanie Blochowiak, 970-416-4290, sblochowiak@fcgov.com Topic: General Comment Number: 1 07/17/2018: Generally, an Ecological Characterization Study (ECS) is required by City of Fort Collins Land Use Code (LUC) Section 3.4.1 as the site is within 500 feet of LUC defined natural habitats and features (wetlands). However, as the proposal for a cell tower is on northeast corner of parcel and the minimum and the minimum buffer setback is being maintained, the ECS is waived for this site. However, if landscape updates are required, please consider the use of native plants to complement the natural feature. [RESPONSE] No action required Comment Number: 2 07/17/2018: It appears trees may be impacted. LUC Section 3.2.1(C) requires developments to submit a landscape and tree protection plan, and if receiving water service from the City, an irrigation plan, that: "... (4) protects significant trees, natural systems, and habitat, and (5) enhances the pedestrian environment. " Note that a significant tree is defined as one having DBH (Diameter at Breast Height) of six inches or more. If trees may be impacted then a review of trees shall be conducted with Ralph Zentz, Senior Urban Forester (970-221-6302 or rzentz@fcgov.com) to determine the status of existing trees and any mitigation requirements that could result from the proposed development. Please include the City of Fort Collins tree protection notes to the site plan, which are available from City Forestry or the project planner. In addition, please schedule an on-site meeting to obtain tree inventory and mitigation information if there are any proposed or expected impacts to existing trees. We had discussed using a slimline tower design but with the antennas still being screened and housed within the tower. Is this still an option? If not, please explore some other tower design that fully encloses the antennas and screens them from view. [RESPONSE] We have returned to the original 3-Leg Tower with Concealment Panels to screen the antennas and related equipment 07/16/2018: Is this facility colocatable? Land Use Code section 3.8.13(B) requires facilities to allow multiple carriers. Would this site accommodate another carrier? You will need to provide some documentation about the possibilities of colocating another carrier on this site and also include a note on the site plan indicating another carrier may be able to locate on this facility. It appears the fencing proposed would match the existing fencing of the site, which is not opaque. You will need to explore either adding landscaping and submitting a landscape plan to screen the ground equipment or a fence style that is more opaque and fully screens the ground equipment.
