Comment Summary: Department: Engineering Development Review Contact: Morgan Uhlman, 970-416-4344, muhlman@fcgov.com Topic: General Comment Number: 2 Comment Originated: 05/01/2018 07/19/2018: Please make sure that the elevations that are shown for the sidewalk along 9th St match what was constructed. 05/01/2018: Do the elevations shown on the plans (Sheet 7) for the sidewalk along 9th street match what was constructed? Response – Elevations have been updated on the grading plan to reflect the as-built condition as surveyed by City crews. Comment Number: 4 Comment Originated: 05/04/2018 07/19/2018: The utility plans are showing a new blanket drainage and access alignment for Tract A that excludes the building, but I do not see the documents for the notice of alignment. The notice of alignment will need to be completed before the project is approved. Crescent Park (Maple Hill Park) went through this, and the notice of alignment for utilities can be found at reception number 20170041072. Page 2 of 8 05/04/2018: From what I have learned from Real Estate Services about the blanket easement, is that the blanket easement is null and void because the City cannot grant an easement for itself. The project will need to "rededicate" the easements needed through the Notice of Alignment process. This is similar to the process that happened with Crescent Park (Maple Hill Park) in 2017. Response – The alignments were coordinated by CoFC Real Estate Services and Surveying and have been recorded with the City Clerk’s Office. Only 1 mitigation tree is required, therefore you do not need to size the trees at mitigation caliper. The following standard sizes are permitted: Canopy Shade Trees: 2” caliper ball and burlapped Ornamental Trees: 1.5” caliper ball and burlapped Evergreen Trees: 6’ height Response – Note added to drawing. 5/2/2018: Please provide the total number of required mitigation trees on L100. According to the tree inventory/mitigation table, a total of 5 mitigation trees are required. However, since you are planning on transplanting 4 trees back on-site (with a mitigation value totaling 4 trees), you receive a mitigation credit. Your total mitigation, accounting for the credit, equals 1 mitigation tree. L&P crews are checking to see if conduit is stubbed along the west edge of the park parcel that can be utilized. If no conduit exists, a 1200ft bore is anticipated to extend primary electric to the site. Response – our understanding is that the entire private driveway that exists is in an access alignment and also City owned land, so adding an emergency access easement was not needed. Our recollection is that this was discussed at the first review meeting. Response – Labels added to drawing. 05/01/2018: Overall site plan needs to show portion of Streets Facility parking lot and how sidewalk connection works. Department: Stormwater Engineering Contact: Dan Mogen, 970-305-5989, dmogen@fcgov.com Topic: General Comment Number: 2 Comment Originated: 04/27/2018 07/24/2018: Repeat comment; please see redlines. 04/27/2018: Maintaining the existing release rate of 10.5 cfs is acceptable; however, this update does not appear to consider new impervious area that is not being detained. Please provide analysis for these areas to show their effect. Note that runoff from areas not being detained typically reduces the release rate from the detention pond. Response – Redlines have been addressed. The proposed release rate has been reduced to 9.3 cfs to account for the 1.2 cfs increase in runoff from Basin B. Analysis has been provided in the drainage report. Comment Number: 4 Comment Originated: 04/27/2018 07/24/2018: Variance application has been received. Discussion is needed to update the request prior to acceptance. Please also include spillway flow depth in the variance request. 04/27/2018: Low Impact Development requirements for water quality appear to be met although additional information is still required to verify the playground drain facility will be acceptable. Standard water quality is not being provided for 100% of the improvements as required; please submit a variance request for these areas that are not being treated for water quality. Response – The variance request has been updated. 89% of the new hardscape is proposed to be treated. The spillway flow depth being requested is 0.6 feet.
