Condition #6 needs to be finalized prior to FDP approval, including covenant on 310 W. Olive and 231 S. Howes properties. RESPONSE: As discussed with Planning staff, an agreement will be the instrument to satisfy Condition #6. Comment Number: 2 08/17/2018: Confirm site and landscape plan notes are up to date. Add ornamental trees as shown on redlines or other locations for tree stocking standard. Show ex. tree in rear yard of 231 S. Howes. RESPONSE: Ornamental trees have been added to the landscape plan where possible. We were unable to locate an ornamental tree near the southwest corner of the property due to utility conflicts. Per recommendation from Tim Buchanan the previous City Forester, the existing tree was removed. An Autumn Blaze Maple is proposed for this area on the landscape plan. Comment Number: 5 08/17/2018: Enlarge landscape legend symbols to read better. Add tree legend. RESPONSE: Landscape legend symbols have been enlarged. Department: Historic Preservation Contact: Karen McWilliams, 970-224-6078, kmcwilliams@fcgov.com Topic: General Comment Number: 1 08/10/2018: Project was reviewed by Landmark Preservation Commission on May 16, 2018. The Commission provided a recommendation of approval to the Planning and Zoning Board with four conditions, which have all since been met. P&Z added an additional condition, to record on the plat that no fence or barrier can be built between the landmark properties on Howes street and this development; once it has been confirmed that this condition has also been met, then Historic Preservation has no concerns, and the project is ready for mylar. Department: Internal Services Contact: Jonathon Nagel, jnagel@fcgov.com Topic: General Comment Number: 1 08/03/2018: The Community Recycling Ordinance (No. 109 2016) requires that all new business and multifamily complexes subscribe to recycling service that is at minimum 1/3 of their overall service capacity(total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. RESPONSE: Based on conversations with Gallegos Sanitation, Two-90 gallon poly carts for trash and Three-90 gallon poly carts for recycling are sufficient for 7 units. Comment Number: 4 08/03/2018: With 7 units you are likely to need ~3 cubic yards of trash service and 2 cubic yards of recycle service (cardboard does not work well in carts and will likely take more space then this) per week. Consider adding a few additional carts to reduce the amount of weekly pick-ups. RESPONSE: We added one more cart. Comment Number: 5 08/15/2018: Please provide details for the gates that will be used to access the trash and recycling carts and show them on the site plan. RESPONSE: The gate is shown and labeled in plan view. Comment Number: 6 08/15/2018: Please label the proposed carts either "trash" or "recycle" and include the capacity of each. RESPONSE: Poly carts are now labeled and an enlargement plan has been provided. Department: Engineering Development Review Contact: Katie Andrews, 970-221-6501, kandrews@fcgov.com Topic: General Comment Number: 1 08/13/2018: Please design the sidewalk/chase drains in accordance with the standard sidewalk chase (D-10B) – City will be maintaining these and we require the standard be used rather than the pipes through the ROW. Please see 619 S College Avenue as a good example of an approved standard chase adjacent to a driveway. RESPONSE: The drainage outfalls have been updated to incorporate the sidewalk chase. It is desired to provide a sidewalk from the Olive Street parking to the sidewalk and the eastern chase is designed to be incorporated into this sidewalk connection and includes a cover the full length. The western chase is directly adjacent to the driveway and separated by a 6” high curb. Comment Number: 2 08/13/2018: Please move the riser step, that is adjacent to the sidewalk, back to meet the sidewalk setback standards in LCUASS Figure 16-1. RESPONSE: The step riser has been adjusted to be recessed 6” from the back of walk as discussed. Comment Number: 3 08/13/2018: Please label distance between encroaching fence and sidewalk. RESPONSE: Dimensions have been added to the Horizontal Control Plan Comment Number: 4 08/13/2018: Please add LCUASS standard details for public curb and gutter, chase drains, and drive approaches. RESPONSE: The chase drain detail has been added. Being an infill project the curb adjacent to the project site does not follow the dimensions of the current curb & gutter and the plans direct the contractor to match the existing curb section. Similarly, the project’s driveway does not align with the standard driveway approaches due to items such as the adjoining sidewalk chase. The grading plan shows the 2% cross slope for the sidewalk crossing the drive. Comment Number: 5 08/13/2018: Please clarify what is proposed for the drive approach on Canyon in the ROW and add applicable driveway detail. RESPONSE: The existing driveway apron is proposed to remain as is. Please look at the redlines for possible suggestions and some recommended additional rock socks. Topic: Site Plan Comment Number: 4 08/08/2018: On the Site Plan, the note labeling the City-regulated 100-year floodway boundary should point to the floodway boundary, which is along the back of the sidewalk, rather than the floodplain boundary. Due to the distributed nature of the LID on this site, it may be more appropriate to forego the easements in lieu of language in the Development Agreement that gives the City the right to access the property for inspection purposes. The choice regarding the easement versus the DA language is up to the Developer, just let me know which direction you would like to go. RESPONSE: Acknowledged. Height greater than 30ft triggers the requirement for Aerial Apparatus access. PFA is requiring a building height measurement from the lowest fire access level on Olive Street. RESPONSE: Building access was discussed with Chief Poncelow. Comment Number: 2 08/14/2018: FDC The FDC shall be located in a clearly visible location on the elevation facing Olive Street i.e. the south elevation not east elevation as indicated in the provided documents. Code language follows: >IFC 912.2: Fire Department Connections shall be installed in accordance with NFPA standards. Fire department connections shall be located on the street side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access. The location of the FDC shall be approved by the fire department and the location labeled on Utility Plans. RESPONSE: The FDC is shown on the plans.
