Comment Number: 2 07/09/2018: This project is responsible for dedicating any right-of-way and easements that are necessary or required by the City for this project. There should be dedication of ROW along Riverside to match the ROW width of the adjacent Houska South lot. Information on the dedication process can be found at: http://www.fcgov.com/engineering/devrev.php [RESPONSE] No Easements are required in the Right-of-way. All Easements shown are on the subject property and private between the Property owner and Verizon only. Comment Number: 3 07/09/2018: All necessary permitting will be required of any proposed work/improvements within the public right-of-way, prior to construction. From the site plan, it appears that a portion of the proposed utilities are being installed within existing road ROW. Please provide more detail to clarify extend of utility work proposed. Utility plans may be required for the project if any public improvements are proposed (to be determined by City staff). [RESPONSE] All utility work shown is on the Private Property. The Utilities Providers will bring services to the property boundary. [RESPONSE] A utility Coordination Meeting will be scheduled Comment Number: 10 07/09/2018: All fences, barriers, posts or other encroachments within the public right-of-way are only permitted upon approval of an encroachment permit. Applications for encroachment permits shall be made to the Engineering Department for review and approval prior to installation. Encroachment items shall not be shown on the site plan as they may not be approved, need to be modified or moved, or if the permit is revoked then the site/ landscape plan is in non-compliance. [RESPONSE] No improvements are planned within the Right-of-Way Comment Number: 11 07/09/2018: With regards to construction of this site, the public right-of-way shall not be used for staging or storage of materials or equipment associated with the Development, nor shall it be used for parking by any contractors, subcontractors, or other personnel working for or hired by the Developer to construct the Development. The Developer will need to find a location(s) on private property to accommodate any necessary staging and/or parking needs associated with the completion of the Development. Information on the location(s) of these areas will be required to be provided to the City as a part of the Development Construction Permit application. [RESPONSE] Corrections included. 16035 Table Mountain Pkwy Golden, CO 80403 P: 303-993-3293 / F: 303-993-3019 Department: Environmental Planning Contact: Stephanie Blochowiak, 970-416-4290, sblochowiak@fcgov.com Topic: General Comment Number: 1 07/06/2018: Generally, an Ecological Characterization Study (ECS) is required by City of Fort Collins Land Use Code (LUC) Section 3.4.1 as the site is within 500 feet of LUC defined natural habitats and features (Springer Natural Area). However, as there is an intervening parcel and a road between the pond and this property, and the standard buffer would not extend to this proposed project’s parcel, the ECS is waived for this site. However, please consider the use of native plants to complement the natural feature, if landscape updates are necessary per code. [RESPONSE] The ECS is waived for this site. Comment Number: 2 07/06/2018: If landscape updates are required note City of Fort Collins Land Use Code [Section 3.2.1 (E)(3)], requires that to the extent reasonably feasible, all plans be designed to incorporate water conservation materials and techniques. This includes use of low-water-use plants and grasses in landscaping or re-landscaping and reducing bluegrass lawns as much as possible. Native plants and wildlife-friendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are also encouraged. (4) protects significant trees, natural systems, and habitat, and (5) enhances the pedestrian environment. " Note that a significant tree is defined as one having DBH (Diameter at Breast Height) of six inches or more. If trees may be impacted then a review of trees shall be conducted with Ralph Zentz, Senior Urban Forester (970-221-6302 or rzentz@fcgov.com) to determine the status of existing trees and any mitigation requirements that could result from the proposed development. [RESPONSE] No DBH Trees of 6” will be impacted Comment Number: 4 07/06/2018: If lighting updates occur note that for LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife. Warmer color temperature (warm white, 3000K or less) for any LED light fixtures is preferred. Please also consider fixtures with motion-sensing or dimming capabilities so that light levels can be adjusted as needed. Site light sources shall be fully shielded and down-directional to minimize up-light, light spillage and glare [see LUC 3.2.4(D)(3)]. [RESPONSE] Knox Padlocks will be provided for the Equipment Enclosure Gate and Access Ladders Security Panels Comment Number: 2 07/05/2018: SIGNAGE Signage is required at the access ladder indication the appropriate route to the new facility. [RESPONSE] Signage denoting the direction to the Equipment located on the roof will be provided Comment Number: 3 07/05/2018: A hydrant is required within 300ft of this facility. This criteria is met by the hydrant at 951 Riverside Ave. No further action required. Comment Number: 4 07/05/2018: ACCESS Access is required to within 150ft of all external portions of this facility. This cannot be measured from Riverside Avenue since it is classified as an arterial street. However, the pre-existing Fire Lanes on this site will satisfy this requirement. No further action required. Detail view should include but is not limited to the following: Details about how design elements from the existing building are incorporated into the proposed enclosure. Material specifications Dimensional specifications The fencing/enclosure should be consistent with what exists on site with a heavy emphasis on landscaping to screen equipment enclosure. How will the structure be textured to match the buildings CMU? The facility will need to incorporate a design that imitates the existing CMU banding. The design detail should show how screen wall texturing will create depth. Please also include flashing that is consistent with what exists on the site. [RESPONSE] The concealment screen has been designed to match the existing banding courses Comment Number: 3 06/26/2018: Please provide greater specification of the cable tray that runs along the front of the building. It is preferred that the cable tray be ran back and parallel to the existing downspout. The color of the cable tray should match the color of the wall. [RESPONSE] The vertical cable tray has been designed to run adjacent to an existing downspout on the West side of the building and will be painted to match the downspout Topic: General Comment Number: 1 06/26/2018: Please indicate in all instances where the addition of a ladder is indicated that the ladder will be painted to match the green color of the building's awnings/trim. It would be best to determine the color and indicate the specification on the plan set. [RESPONSE] All ladders included in the plan will be painted to match the Hunter Green color of existing awnings and Trim. Comment Number: 2 06/26/2018: Please indicate that the ground mounted equipment cabinets and anything accessory to the installation of the antennas will be painted to match existing bollard color. Specifications of bollard color are required. [RESPONSE] The equipment cabinets will be painted to match the Brown Color of the existing Bollards Comment Number: 3 Is any lighting proposed as part of this project? [RESPONSE] Only Emergency Service, Downcast Lights are planned, screened within the equipment enclosure and the concealment screen. They will be on a 60 Min. Timer Topic: Landscape Plans Comment Number: 1 06/26/2018: A Landscape Plan is required and will need to show the following: What species and how many shrubs will be impacted by the proposed equipment enclosure. How the equipment enclosure will be screened by additional landscape. Keep in mind that a total screening affect at the base of the enclosure is required. Heavy emphasis should be placed on the use of coniferous plants. General landscape plan notes are required. This project will bring the existing landscape peninsula out of compliance with 3.2.1(E)(5). Please think about how the impacted shrubs can be mitigated. Alternative compliance for this standard should demonstrate innovative design and use of plant materials and other landscape elements where the shrubs are proposed to be removed. [RESPONSE] The equipment enclosure has been designed to screen the equipment and match the existing architectural design of the existing building. Minimal existing Landscaping will be impacted. 16035 Table Mountain Pkwy Golden, CO 80403 P: 303-993-3293 / F: 303-993-3019 Topic: Site Plan Comment Number: 2 06/26/2018: To comply with 3.8.13(B), this project will need to demonstrate how future providers can co-locate on the proposed antenna array. This can be achieved by showing outlines of where antenna locations for future co-location can fit and where an additional equipment cabinet can be located within the enclosure. [RESPONSE] This design is such that any future carriers will need to work with the landlord for future lease space. Department: Stormwater Engineering Contact: Heather McDowell, 970-224-6065, hmcdowell@fcgov.com Topic: General Comment Number: 1 07/09/2018: There is an existing 6-inch PVC drain line located through the proposed lease area that needs to be located and shown on the plans. The depth will also need to be verified and shown on the plans to ensure that any surface or subsurface improvements (i.e. conduit runs) don't impact or damage the existing drain line. [RESPONSE] The existing storm drain has been added to the plans and is below the proposed work area of the equipment enclosure. Contractor will be instructed to hand dig at this location to prevent any damage to the existing pipe. Comment Number: 2 07/09/2018: The lease area is called out as 91 sf, 250 sf, and measured at 17.17 feet x 7.13 feet on another page. Please reconcile these labels. Also, please show the amount of impervious area that you are adding to the Houska site. [RESPONSE] Lease area has been reconfigured, proper labels have been added. Approximately 130 s.f. of impervious area will be added. Comment Number: 3 07/09/2018: There is a stormwater quality swale located along the property frontage along Riverside (where your plans show riprap). This area needs to be protected from construction activities and in specific, not driven on. Construction fencing or some sort of barrier needs to be shown on the plans to keep contractors out of the drainage area. In addition, some form of erosion control should be placed along the top of bank between the drainage area and the construction area to protect the swale from sediment and runoff during construction activities. [RESPONSE] Contractor will be responsible to provide fencing protection and erosion control measures as specified by the City of Ft. Collins Erosion Control Practices.
