Light and Power has elected to take over this area from REA and service the
property. The applicant will be responsible for payment of the installation of new
primary line on the property, a new transformer if needed, and the service line to
the home. You will also be responsible for capacity fees for the new service.
Requirements noted; discussed with Austin outside of meeting. Plans will show location of new
primary line on the property, new transformer, and new meter. City may or may not decide to install
a new underground service from S. Shields St to the existing ending pole, depending on timing of

project. If not, they will assume control of this area from Poudre Valley REA and update the line as
time and weather permits.

Transformer locations shall be within 10' of a paved surface and must have a
minimum of an 8' clearance from the front side and a 3' clearance around the
sides and rear. (1000 kVA up to 2500 kVA requires 4' around the sides and
rear.)
Requirements noted, transformer pad will be shown as such on Utility plans at north side of
driveway. Road is not paved, but will be compacted road base or recycled asphalt / concrete, and
able to support a 40ton fire truck.

Electric Capacity Fee, Building Site charges and any system modification
charges necessary will apply to this development. What size service is being
proposed? If the service is over 200 amps, the service will be considered a
commercial service, and it will be the applicant's responsibility to install and
maintain the service conductor.
200 amp service is being proposed, service will remain adequate for residential and will not need to
be sized for commercial uses. Electrical capacity fee discussed with Austin and requirement noted.

10/01/2018: I see that a 12" culvert has been proposed under the private drive
to allow drainage from the north side swale to pass under the driveway; is a
similar culvert needed at the low point east of this parcel where the drive is
being improved?

plan and profile views

10/01/2018: Please provide permanent erosion control (ScourStop, buried
riprap or other means) at the outfall of the proposed culvert. Also, please clarify
proposed material (PVC is called out on street plan & profile and CMP is called
out on utility & grading plans). Is a detail needed for the proposed headwall?
Requirements noted, shown on revised plans. ScourStop is specified at this location. Culvert material
is now consistent on all affected sheets. Retaining wall has been replaced with flared end section
and grading modified accordingly.

10/01/2018: I see that two future buildings (guest house and barn) are
mentioned in this submittal and also shown in the plans. It does not appear
these buildings have been accounted for in the drainage letter and proposed
grading around these buildings is not included. It does not seem that the
additional impervious area for these buildings would raise the impervious
percentage of the site such that stormwater detention would be required
(currently shown to be under 3% and would need to raise to more than 15% for
this area of the Fossil Creek Basin).
Grading plan and drainage memo will be required along with building permit
application for these future buildings. Alternatively, this information could be
included in these plan documents if you would prefer. Please contact me if you
have questions. Essentially this comment is to say that grading/drainage
requirements for the future buildings can either be satisfied now by updating
these plans or in the future as part of the building permit process.
Again, please contact me for clarification if this comment generates any
confusion.
Correct, the future buildings have not been accounted for in the drainage letter and grading plan for
the development submittal. A separate grading plan and drainage memo will be submitted in the
future for proposed Guest House and Barn at time of building permit submittal for those buildings if
they become a reality.

I understand that a septic system is proposed and will be permitted by the
Larimer County Department of Health and Environment.
Correct; Fort Collins Loveland Water District is aware of the project and has given their preliminary
approval for the proposed water line per engineer Terry Farrill. Septic system is proposed and will be

All PFA conceptual comments have been resolved including fire lane location,
width and maintenance plan, addressing for each residence and fire sprinkler
system for both houses.
It is understood that the Emergency Access Easement will be shown on the Plat
by time of FDP.
Thank you, Emergency Access Easement will be shown on the plat prior to final Certificate of
Occupancy (the exact location of the access road will be known after construction of road). See

dedication of the emergency access easement by separate document prior to
CO rather than with the plat now. For more information on the dedication

On the landscape/site plant, please include a plant list that provides proposed
species, size, quantity, method of transplant (B&B/container). Canopy shade
trees, evergreen trees, ornamental trees, shrubs, grasses, perennials should be
included in this list.
Tree Species and minimum sizes:
Canopy Shade tree: 2” caliper B&B or equivalent
Evergreen tree: 6’ height B&B or equivalent
Ornamental tree: 1.5” caliper B&B or equivalent
Shrubs: 5 gallon or adequate size consistent with design intent

If there are plans to include landscaping and trees as a part of this
improvement, please provide a landscape plan that meets the Land Use Code
and 3.2.1 requirements. This should include, but is not limited to, including the
City of Fort Collins General Landscape Notes, Tree Protection Notes, and
Street Tree Permit Note, providing a detailed Plant List – species, quantity,
size, method of transplant, and species percentage, and including current and
proposed utility lines as well as proper tree separation requirements. Please

In addition, please provide Species Diversity Percentage in the plant list. To
prevent uniform insect or disease susceptibility and eventual uniform
senescence on a development site or in the adjacent area or the district,
species diversity is required and extensive monocultures are prohibited. The
following minimum requirements shall apply to any development plan. Number
of trees on site/maximum percentage of any one species: 10-19 (50%); 20-39
(33%); 40-59 (25%); 60 or more (15%).
