[Acknowledged – Please address in Improvement agreement. Waiting to receive 1st draft from Fort Collins.] Comment Number: 2 Comment Originated: 05/29/2018 05/29/2018: The standard utility easement behind a 6 lane arterial road is 15'. The plans currently only show a 6' utility easement being dedicated. A variance request will be required if the applicant does not wish to provide the entire standard width of the easement. Please follow the steps in LCUASS 1.9.4 when writing a variance request. [CDOT has determined they have no ownership or authority over the right-of-way adjacent to the site containing the frontage road. This right-of-way was dedicated to Larimer County by plat and annexed by Ft Collins by ordinance. In the judgment of the Engineer of Record this creates confusion of design intent and would provide no further information or clarity. The notes pertaining to removals have been improved on the Utility Plan sheet.] Page 2 of 9 125 South Howes Street 10th Floor • Fort Collins, CO 80521 • p: 970.672.8394 • f: 970.616.3002 www.ernstengineering.com | info@ernstengineering.com Comment Number: 6 Comment Originated: 05/29/2018 05/29/2018: See redlines for additional comments. Please schedule an on-site meeting prior to the next submittal to obtain tree inventory and mitigation information. Existing significant trees should be retained and protected to the extent reasonably feasible. Trees removed will need to be mitigated via upsized mitigation trees at the following sizes: Canopy shade trees: 3.0” caliper balled and burlap or equivalent Ornamental trees: 2.5” caliper balled and burlap or equivalent Evergreen trees: 8’ height balled and burlap or equivalent . In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. [ Enclosure meeting the requirements has been provided on the site plan.] Comment Number: 2 Comment Originated: 05/18/2018 05/18/2018: Please provide trash and recycling enclosure details into the project plan set. Trash enclosure details must show each trash and recycling enclosures proposed, in plan view and elevation view. Enclosure elevations must be provided for all exterior sides of enclosures. Plan view should include direct labeling, dimensions and notations that illustrate sufficient access, circulation and function of the enclosures for both residents/employees and service providers. Plan details shall label and dimension the overall enclosure area, widths of service gates, size of interior circulation areas to be provided for interior access, required pedestrian entrance, overall size of all proposed trash and recycling containers and their capacity. The applicant is responsible for obtaining and completing a "Marijuana Check Sheet". The check sheet is available from the the City of Fort Collins at such time a business permit is obtained. The completed check sheet is to be returned to the Poudre Fire Authority as directed. This document will be reviewed with the applicant at time of final inspection. For more information, contact PFA Fire Inspector/Plans Examiner, Kerry Koppes at 416-4241. [No such checklist has been able to be produced by Ft Collins for applicants review and compliance. We request removal of condition.] Comment Number: 2 Comment Originated: 05/25/2018 05/25/2018: The proposed new hydrant is noted on the provided plans and will bring this requirement into compliance. [Acknowledged - Hydrant location remains as 1st proposed.] Comment Number: 3 Comment Originated: 05/25/2018 05/25/2018: The proposed fire lane is noted on the provided documents. However, the new site plan appears to indicate that the slope of this fire lane is up to 11.8%. The maximum acceptable slope for an approved fire lane is 10%. Some clarification of this will be required before the proposal can be accepted. Should the slope of the fire lane be greater than 10%, then the requirement will be that the east building will be designed with an approved fire sprinkler Page 5 of 9 125 South Howes Street 10th Floor • Fort Collins, CO 80521 • p: 970.672.8394 • f: 970.616.3002 www.ernstengineering.com | info@ernstengineering.com system. [Acknowledged – On June 21st a detailed grade analysis was provided to staff depicting the exact grades that would be experience by the model fire apparatus based on its wheel base. All grades on the only available paths for the apparatus were below 10%. The exhibit was acknowledged as demonstrating compliance with the standard on July 21st 2018. Department: Planning Services Contact: Kai Kleer, 970-416-4284, kkleer@fcgov.com Comment Number: 1 Comment Originated: 05/21/2018 05/21/2018: Please indicated bike rack location and provide specification sheet. [Feature location indicated on revised site plan.] Comment Number: 2 Comment Originated: 05/25/2018 05/21/2018: Becuase the north side of the warehouse is highly visable from the street and pursuant to 3.2.1(D)(c), please add trees along the property line. Trees should be evergreen or ornamental and spaced 20-40 feet apart. [Unable to add trees due to existing sewer/water lines north of warehouse, instead added large shrubs as discussed with Kai Kleer.] Comment Number: 3 Comment Originated: 05/29/2018 05/21/2018: A determination from CDOT has not been been made whether or not parking will be permitted to remain. [CDOT Confirmed no ownership of frontage road right -of-way, See Comment response to Engineering # 4 and references for detail. Ft Collins is the jurisdiction with authority to administer the right-of- way] Two different scenarios could happen. If CDOT permits the existing parking to remain the landscape median will need to be brought into compliance by replacing dead or dying shrubs, adding a street tree, and installing plant material to the north and south side of the parking lot perimeter. If CDOT does not permit the existing parking to remain, the parking area will need to be removed and planted with grass, street tree, and landscaping. [The existing public parking and Page 6 of 9 125 South Howes Street 10th Floor • Fort Collins, CO 80521 • p: 970.672.8394 • f: 970.616.3002 www.ernstengineering.com | info@ernstengineering.com landscaping was requested, reviewed and approved by Larimer County and Ft Collins in a previous approved Site Plan for the site. The property, right of way, and improvements within the right-of-way were Annexed by Ft Collins in 2003 by Ordinance. It is our position that the parking curb gutter and paving have been previously approved by Ft Collins on two previous occasions and therefore does not meet the Code definition of an encroachment. The rights and responsibilities for liability and maintenance of these improvements curb, gutter, pavements are defined in municipal code so no special agreement is needed between the property owner and the city] [The existing parking spaces in the right-of-way are not counted in the Site plan parking counts and are not required to meet the parking standards for the two buildings on the adjacent Site and notes have been addd to the site plan clarifying this.] [Added 3 street trees, replaced existing poor quality shrubs with 9 new shrubs to west and north of parking lot. South of parking is outside of property lines.] Comment Number: 4 Comment Originated: 05/29/2018 05/29/2018: Please add all applicable site plan and landscape plan notes. Based upon the submitted Planning Materials it has been determined that this site; disturbs less than 10,000 sq. ft., is not in a sensitive area, has no steep slopes (greater than 3H:1V), and is not part of a larger common development under construction. Therefore, no submittal of Erosion Control Materials are needed at this time (if this site substantially changes in size or design where the above criteria are anticipated, erosion control materials should be submitted in such a case). Though the site at Page 7 of 9 125 South Howes Street 10th Floor • Fort Collins, CO 80521 • p: 970.672.8394 • f: 970.616.3002 www.ernstengineering.com | info@ernstengineering.com this time requires no erosion control material submittal, it still must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash & debris, landscape materials and other pollutants from entering the storm sewer at all times in accordance with City Code 26-498 or erosion and sediment control measures will be required of the site. Nearby area inlets should be protected as a good preventative practice.
