Turnberry Road needs to be shown along the western property line as being
extended south from the north property line to Suniga Road. Please verify with
Aaron Iverson of Transportation Planning as to the roadway classification
(arterial or minor arterial).
Response: Turnberry Road is shown along the western property boundary. It is proposed to be a 2-lane arterial.

08/08/2018: Also, regarding Conifer, please verify with Aaron Iverson whether
or not Conifer Street will still be needed to cross the Larimer Weld Canal now
that Turnberry Road will be expected to also cross this canal a short distance to
northwest. Two canal crossings in close proximity may be redundant.
Response: Per conversations with Aaron Iverson, Conifer should still be shown on the plans and labeled as a future potential
connection.

08/08/2018:Staff is concerned about overall lack of integration among the

proposed development, the future school site and the future park site. Section
2.3(H)(4) requires that the overall development plan shall provide for the location
of transportation connections to adjoining properties in such manner as to
ensure connectivity into and through the overall development plan site from
neighboring properties for vehicular, pedestrian and bicycle movement, as
required pursuant to Section 3.6.3(F) and Section 3.2.2(C)(6).
Response: Pedestrian access icons have been added to the site plan to indicate the interconnected nature of the ODP. While the
main way to access the park site from Parcel A shown on the site plan will likely be via Suniga, which is an enhanced travel corridor,
additional connections may occur along the wetland trail. Additional vehicular access icons have also been added to show proposed
access points to all adjoining properties.

08/08/2018: As indicated, there is no access to the school site. While this may
be rectified by the aforementioned comment regarding the southerly extension
of Turnberry Road, please note that this extension will likely be classified as an
arterial or minor arterial street and it is not desirable for adjoining neighborhood
residents to rely on either roadway classification to gain access to a public
elementary school. Consequently, the P.D.P. needs to provide local street
access to the school site independent of Turnberry Road.
Response: A local street connection is shown to access the school site rather than showing access off Turnberry which is an arterial
street.

08/08/2018: Given the high rate of elementary school students that are driven to
school by their parents, please consider two local street connections to the
school site. One should be from an extension of Street B on the north side of
the school site and one should be from Street F on the east side. Although we
typically do not show streets below the collector classification on the O.D.P., the
P.D.P. is far enough along that local street connections to the school site should
be indicated on the O.D.P. Also, please explore off-street walkways to the
school site to allow elementary-aged students to ride their bikes without being
on a street.
Response: Local streets are now shown on the ODP site plan. Students who are driven to school by their parents will be able to
access the school’s entry from the north side of the property via the local street which connects into Conifer. It is our understanding
that a secondary back access to the school would not be desired due to security implications. Students who walk to school will be
able to do so via the local street sidewalks.

08/08/2018: Regarding the park site, the location is unusual in that it is
separated from the neighborhood by the wetland. Access for neighborhood
residents would be improved if the path that circumnavigates the were
constructed out of concrete. I cannot tell by the graphic what the surface of this
path is. If it is intended to be a soft path, this would be unacceptable given how
the park site is separated from the neighborhood. Please be sure to upgrade
this path to concrete if not already done so. Please verify with the Parks
Planning and Development as to the best width for a path that connects a
neighborhood to a public park. The width of this connecting path should be
eight feet.
Response: Due to the sensitive nature of the wetland and buffer area which surrounds it, we propose to maintain a crushed fines trail
around the perimeter of the wetland. This aligns with the intent which is to create a usable natural space with limited human impact.
Two potential locations are shown which connect the wetland trail (the outside edge of which is located directly on the property line) to
the park site.

easement parallel to Timberline Road cannot encroach or be located within the
Timberline Right-of-Way.

8/08/18 The 2013 Paved Recreational Trail Master Plan identifies conceptual
level future regional trail alignments generally parallel to the sites north and east
boundaries. Recreational trails are located within a wide easement to allow trail
meander and the potential for trail elements such as art, seating, bicycle repair
stations or other amenities. The labeled "Proposed City of Fort Collins
Multi-Use Trail" along the north property boundary is correctly shown paralleling
the Larimer & Weld Canal. The proposed trail cannot be located within the
Larimer & Weld Right of Way. The Trail Master Plan also identifies a trail
located parallel to Timberline Road. Please identify the presence of this trail in
a manner similar to the general identification of the trail adjacent to the ditch.
The trail adjacent to Timberline is parallel to and west of the Timberline Road
Right-of-Way.
Response: The Larimer & Weld canal ditch company does not have any ownership within the described ROW, therefore it is our
understanding that the easement and ROW can coincide. The Timberline trail has been added.

site, and regional multi-use trail should be shown on the site plan to address
these requirements.

This Overall Development Plan shows the general location and approximate

Use Code Section 3.4.1(E). Detailed mapping of the site's natural areas,
habitats, and features will be provided at the time of individual PDP submittals.
General buffer zones shown on this ODP may be reduced or enlarged by the
decision maker during the PDP process.
