HomeMy WebLinkAboutFTC MO JEAUX, WTE (VERIZON) - BASIC DEVELOPMENT REVIEW - BDR180026 - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESLRK CONSULTING ON BEHALF OF VERIZON WIRELESS August 13, 2018 Wireless-Telecommunications Equipment (Co-location) BDR Review: Planning Objectives FTC Mo Jeaux located at 1409 West Elizabeth Street, Parcel ID# 9715431004 My client, Verizon Wireless, wishes to submit an application for Wireless-Telecommunications Equipment that will be located on top of a three-story building along West Elizabeth Street and the west side of Colorado State University. The installation of this new equipment will provide critical 4G-LTE voice and data services to a location with increasingly higher pedestrian and vehicular traffic providing an immediate benefit to the general public, drivers along Elizabeth Street, emergency services, residents, employees, and students who attend the university. Specifically, my client proposes the installation of the following equipment: • (16) Antennas, (16) Remote Radio Heads (RRHs), and (4) Over-Voltage Protection Units (OVPs) located behind a combination of existing parapets and new screen walls. • The new screen wall is painted and textured to match the building’s primary color. It will also have a metallic gutter trim along the top to match the trim on the rest of the roof. The total height of the new screen wall is a little under 14’ above the existing parapet. With that noted, the existing parapet is not the highest elevation on the building. The overall structure height of the building is 39’ while the final screen wall is 49’. • (2) Equipment Cabinets installed on the rooftop behind the existing parapet wall. • Cabling from the proposed equipment cabinets to the proposed antennas within new cable trays. • A 2’ X 3’ underground fiber optic cable vault located near the north property line. The vault is located in an existing landscape bed which will not disturb any existing trees or plants. • Underground fiber optic cables from the new vault to the building, then routed outside the building exterior to the rooftop through a new chase painted to match existing downspouts. • Electric services will be pulled from the existing electric room in the building. In accordance with the Communications and Technology section of the City Comprehensive Plan, this new wireless equipment will provide citizens access to high-quality, reliable wireless service in a part of the city that faces significant coverage and capacity demands. Access to this improved service will continue to be a critical component for community interactions as well as LRK CONSULTING ON BEHALF OF VERIZON WIRELESS economic growth now that 4G-LTE has become widely utilized and as the nation begins to transition into 5G capabilities that will usher in new smart city technologies. Furthermore, this design carefully took into consideration and meets the standards as outlined in Paragraph C Standards of Chapter 3.8.13 of the Municipal Code specifically relating to not exceeding the height allowance, screening of proposed equipment, and painting the screen walls to match the color and texture of the surrounding built environment. While the proposed equipment is not located in the center of the building, Verizon has included screening for the equipment and designed that screening to blend in seamlessly with the existing building so that the intent of the code for setbacks is equal to or better as a result of this modification.
