05/01/2018: The utility plans need to be separated from the whole plan set.
Response – Noted
Comment Number: 2 Comment Originated: 05/01/2018
05/01/2018: Do the elevations shown on the plans (Sheet 7) for the sidewalk along
9th street match what was constructed? Response – Elevations are TBD
Comment Number: 3 Comment Originated: 05/01/2018
05/01/2018: The existing demolition plan shows that there is an asphalt sidewalk
along 9th street still. Please update this because the 8' concrete sidewalk is
existing. Response – Addressed in Utility Plans
Comment Number: 4 Comment Originated: 05/04/2018
05/04/2018: From what I have learned from Real Estate Services about the blanket
easement, is that the blanket easement is null and void because the City cannot
grant an easement for itself. The project will need to "rededicate" the easements
needed through the Notice of Alignment process. This is similar to the process that
happened with Crescent Park (Maple Hill Park) in 2017. Response –Exception from
Tract A/drainage easement and two utility alignments are being dedicated

Buffer Zone."
Response – Addressed on Utility Plans
Comment Number: 2 Comment Originated: 04/30/2018
04/30/2018: The 100' wetland buffer does not need to be shown on the Utility Plans,
only on the site plan. Instead, please show the Natural Habitat Buffer Zone more
prominently on the Utility Plans - it gets a little lost in all of the linework.
Response – Addressed on Utility Plans
Comment Number: 3 Comment Originated: 04/30/2018
04/30/2018: Please update LS100 and LS101 with the delineated wetland, 100'

Species Selection:
Forestry generally does not recommend Prairiefire Crabapple due to disease
issues. Please consider using the following ornamental species: Red Barron
Crabapple, Thunderchild Crabapple, Spring Snow Crabapple.
English Oak suffered some freeze damage during the 2014 freeze. Forestry would

prefer not to use them on this project. Please consider other upright oak species
such as Regal Prince Oak or Crimson Spire Oak.
Use Suckerpunch Chokecherry in pollinator gardens? Response – Species were changed

5/2/2018:
Please provide the total number of required mitigation trees on L100. According to
the tree inventory/mitigation table, a total of 5 mitigation trees are required.
However, since you are planning on transplanting 4 trees back on-site (with a
mitigation value totaling 4 trees), you receive a mitigation credit. Your total
mitigation, accounting for the credit, equals 1 mitigation tree.
Canopy Shade Trees: 3” caliper ball and
burlapped Ornamental Trees: 2.5” caliper ball and
burlapped Evergreen Trees: 8’ height
Response – Notes were added

5/2/2018:
Please consider incorporating evergreen trees on this plan, if feasible.
Bristlecone Pine, Bosnian Pine, Limber Pine, Southwestern White Pine, and
Colorado Blue Spruce would be nice additions to the plans. The site currently has
many existing pines and Park Planning would prefer to not add anymore to the site
especially as this site currently has transient activity and would prefer to keep view
corridors open into the site.

05/01/2018: Light and Power has electric facilities west of the site along the south
property line of Streets facility that can be extended to feed the park. L&P crews are
checking to see if conduit is stubbed along the west edge of the park parcel that can
be utilized. If no conduit exists, a 1200ft bore is anticipated to extend primary
electric to the site. Response – Working with L&P

Comment Number: 2 Comment Originated: 04/27/2018
04/27/2018: Maintaining the existing release rate of 10.5 cfs is acceptable; however,
this update does not appear to consider new impervious area that is not being
detained. Please provide analysis for these areas to show their effect. Note that
runoff from areas not being detained typically reduces the release rate from the
detention pond.
Response – Analysis has been provide in Appendix C of the drainage report
Comment Number: 3 Comment Originated: 04/27/2018
04/27/2018: Please provide evidence that the detention basin is in compliance with
drain times per Colorado Revised Statute 37-92-602(8). More information on this
statute is available at http://tinyurl.com/RevisedStatuteMemo, and a spreadsheet to
show compliance is available for download at

04/27/2018: Low Impact Development requirements for water quality appear to be
met although additional information is still required to verify the playground drain
facility will be acceptable. Standard water quality is not being provided for 100% of
the improvements as required; please submit a variance request for these areas
that are not being treated for water quality. Response – A variance request is being
submitted
Comment Number: 5 Comment Originated: 04/27/2018
04/27/2018: The proposed playground drain LID facility is not standard. Additional
detail is needed on this facility to understand the proposed “wood fiber material” and
cross section. Please submit additional detail or contact me to discuss. Response –
Dan Mogen was directly contacted to discuss the additional detail. A Standard Operating
Procedure (SOP) has been provided in Appendix D of the drainage report.
Comment Number: 6 Comment Originated: 04/27/2018
04/27/2018: The proposed rain garden is not shown to use the standard cross
section. Can the cross section be updated per Stormwater Detail 53?
How will this area be landscaped? It doesn't appear to be identified on the planting
plan. Response – The proposed construction detail varies slightly from the standard detail,
therefore the standard detail cannot be used per comment #11.
Comment Number: 7 Comment Originated: 04/27/2018
04/27/2018: Please add the following note to the proposed rain gardens on the
grading and utility plans:
Please refer to the erosion control plan sheets and report for temporary control
measures and construction sequencing that shall be used to prevent loading of this
drainage facility with sediment during construction. Response – Note has been added
to the grading plan
Comment Number: 8 Comment Originated: 04/27/2018
04/27/2018: Please provide easement for the proposed LID facilities or verify these
will be in existing drainage easement. Response – The rain garden is within the Tract A
drainage and access easement. The majority of the playground area is being dedicated as an
exception from said drainage and access easement, because of the restroom facility being
proposed. The grass buffer areas area within the Tract A drainage and access easement.
Comment Number: 9 Comment Originated: 04/27/2018
04/27/2018: The 0.5%-sloped swale across the south side of the detention pond is
proposed to have very minimal slope for a grass swale. The concern is that this
swale will not readily drain and consistently be wet/soggy/difficult to maintain,
especially if the area is regularly irrigated. It may be worth considering alternative
grading or installing a concrete pan to better facilitate drainage in this area.
Response – Noted. It is understood that this area will have these conditions, it will be planted
and maintained accordingly.
Comment Number: 10 Comment Originated: 04/27/2018
04/27/2018: Please include a note in the plans that all stormwater will be privately

Topic: Erosion Control
Comment Number: 1 Comment Originated: 04/25/2018
04/25/2018: Minor comments in the Erosion Control Report should be cleaned up
based upon the returned erosion control materials. Erosion Control Sequence chart
should be reevaluated based upon some conceptual concerns about sequencing
and needing of various controls. Significant concern with the banks around the outlet
structure for the detention basin at that is to be graded and seeded. These slopes
are steep enough to need a more aggressive control measure to prevent erosion
during the seeding, germination and eventual stabilization of the hill. Some of the
controls are called out in some unusual locations or not quite the best placement
please see the red-line comments on the returned materials. The erosion control
Escrow can be removed entirely as this is a City project. If you need clarification
concerning the Erosion Control Material Requirements or Comments presented
above please contact myself. Jesse Schlam (970) 224-6015 jschlam@fcgov.com
