Dear Mr. Coutts:
The purpose of this letter is to provide a trip generation comparison to identify conformance with the
original traffic impact study for the proposed project, The Hub Fort Collins, located along the south
side of Elizabeth Street, between Constitution Avenue and City Park Avenue, in Fort Collins,
Colorado. The proposed site contains changes in land use as evaluated in the original traffic study.
The original traffic study, The Hub – 1415 Elizabeth Street Traffic Impact Study, was completed by
Kimley-Horn and Associates on December 14, 2017. The trip generation of the proposed land use
changes within the current site were compared to the trip generation of the same parcels from the
original traffic study.
The original traffic impact study assumed the development of student residential apartments
containing 142 units with 381 beds as well as 6,202 square feet of supermarket and 6,202 square
feet of shopping center land use. The current proposal consists of student residential apartments
containing 143 units with 371 beds and 7,723 square feet of retail space. For purposes of this trip
generation comparison, it was assumed this retail space would develop with 5,723 square feet of
high-turnover sit-down restaurant and 2,000 square feet of general retail (shopping center) space.
Site-generated traffic estimates are determined through a process known as trip generation. Rates
and equations are applied to the proposed land use to estimate traffic generated by the development
during a specific time interval. The acknowledged source for trip generation rates is the Trip
Generation Report1 published by the Institute of Transportation Engineers (ITE). ITE has established
trip rates in nationwide studies of similar land uses. Trip generation is based on the ITE Trip
Generation, 9th Edition (most current edition at the time of the original study) average rate equations
for supermarket (ITE 850), shopping center (ITE 820), and high-turnover sit-down restaurant (ITE
932). In addition, the City of Fort Collins identified rates for student housing were applied.
The following table summarizes a comparison of the trip generation from the change in uses
evaluated within the original traffic impact study to the proposed changes in uses within the current
project. This trip generation comparison was evaluated to determine if the overall site is within
compliance of the original study. Trip generation calculations are attached.
As summarized in the table, the uses under evaluation from the original traffic study were anticipated
to generate 1,908 daily weekday trips with 100 of these trips occurring during the morning peak hour,
and 284 trips occurring during the afternoon peak hour. For reference, the currently proposed uses
within The Hub Fort Collins are expected to generate 1,798 daily trips with 134 of these trips
occurring during the morning peak hour and 219 trips occurring during the afternoon peak hour.

Based on a comparison to the previous traffic study, the proposed changes in uses are anticipated to
generate less traffic for daily and afternoon peak hour trips than what was previously studied. The
current proposal is expected to account for a decrease of 110 daily trips and a decrease of 65 trips
during the afternoon peak hour. The trips generated during the morning peak for the proposed uses
are expected to exceed what was studied in the original traffic study by 34 trips; however, the high-
volume controlling hour occurs in the afternoon which typically generates capacity related
improvements on the roadway network. Additionally, an occupant for the sit-down restaurant is
unknown at this time and trips under the current proposal would be less than trips in the original study
during the morning peak hour if the restaurant does not serve breakfast.
Based on these results of the trip generation comparison, the change in land uses within The Hub
Fort Collins development should not change the results of the original traffic study, as site generated
trips during the controlling afternoon peak hour are anticipated to be less than in the original study.
Therefore, the proposed Hub Fort Collins project is believed to be in traffic compliance with the
original “The Hub – 1415 Elizabeth Street Traffic Impact Study”, prepared by Kimley-Horn and
Associates on December 14, 2017. It is believed that all potential traffic impacts with the proposed
project have been previously addressed within the original traffic impact study. Based on this, we
believe that no further traffic analysis is needed or will be required based on this proposal. If you have
