11/20/2017: LCUASS minimum driveway width is 24 feet; it appears that the
eastern-most driveway to Lincoln is not being constructed to LCUASS
standards. This driveway should be built in accordance with LCUASS Drawing
706.1 and should be labeled with a reference to the drawing.
RMS Response: As discussed during staff review this is not a two-way driveway, it is a right only exit drive.
The drive has been shown per PFA width requirements.

the plans for the removal of the existing trail – this can certainly be dedicated by
separate document; however, it will be subject to easement dedication TDRF
as well as separate recording fees. The City wouldn’t have any issue with this
being dedicated on the plat.

Response: Existing tree lawn turf is in place. A note has been added. New turf in tree lawn is shown where
second driveway is removed with hatch and will meet and match existing turf, a note has been added.

11/17/2017:
For clarity, please explain why (6) Narrowleaf Cottonwood are shown at 1”
caliper. It should be noted that Narrowleaf Cottonwood produces an abundance
of sucker growth and can be difficult to maintain as well as become a nuisance.
Please consider whether this species is appropriate where shown. Please also
consider the use of Lanceleaf Cottonwood in the native areas.
RMS Response: The 1” caliper trees were a request from Rebecca Everette to help establish a mid-story
canopy within the buffer area. Because this area is intended to be a natural habitat area having the
suckering trees will help to establish more a diverse canopy structure and less structured look to the
landscape.

There appears to be one Bur Oak shown in the natural area. City Forestry would
like to verify if this was intentional – it seems odd that only one Bur Oak is
shown in this area.
RMS response: There are 3 additional Bur Oak trees along the eastern boundary to the north. This is the
4th
along the property line, and will continue that species distribution along the site.

08/11/2017: Please schedule a pre-submittal meeting with Building Services
for this project. Pre-Submittal meetings assist the designer/builder by assuring,
early on in the design, that the new projects are on track to complying with all of
the adopted City codes and Standards listed below. The proposed project
should be in the early to mid-design stage for this meeting to be effective.
Applicants of new projects should email scarter@fcgov.com to schedule a
pre-submittal meeting. Applicants should be prepared to present site plans,
floor plans, and elevations and be able to discuss code issues of occupancy,
square footage and type of construction being proposed.

11/17/2017: FIRE LANE IDENTIFICATION
The proposed plan indicates stripping of the fire lane. While stripping is an
option allowed by code, maintenance of a stripped fire lane is often
cumbersome and costly over time. PFA recommends permanent sign
placement rather than stripping and I am happy to work with the applicant to
create a successful signage plan if so desired.

FDP.
09/27/2017: The site disturbs more than 10,000 sq.ft., therefore Erosion and
Sediment Control Materials need to be submitted at the latest by final material
submittal. The erosion control requirements are in the Stormwater Design
Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3.

Report, and an Escrow / Security Calculation. The materials submitted at this
point are sufficient for a PDP level submittal. At final please include in the
Erosion Control Report references to the Phase 1 report that was done on this
site dated 4/4/2017. The Erosion Control Plan included in the Stormwater
Management Plan is hard to decipher due to its small size, but clearly mark the
East entrance to the site as a closed access with a silt or construction fence to
prevent any access by construction equipment or vehicles to Lincoln. Also
please indicate on the plan where the concrete washout is slated to be located.

be demolished. Also, the note says to be abandoned or used for irrigation. A
determination for each existing water service needs to be made now in the
design phase.

site. If any existing services are to be removed, they would need to be
