Recommend using a mix containing both cool and warm season native and/or native-adapted species. Minimum 15 lbs/acre drill seed rate and double that for broadcast rate. Comment Number: 2 Comment Originated: 03/20/2018 03/20/2018: Add ‘NATIVE SEED MIX NOTES’ • Acknowledged and added to Sheet 4 Comment Number: 3 Lighting plan shows all 4000K CCT to be selected - please update to warmer color temperatures (warm white). The American Medical Association (AMA) and International Dark-Sky Association (IDA) both recommend using lighting that has a corrected color temperature (CCT) of no more than 3000 degrees Kelvin in order to limit the amount of blue light in the night environment. Cooler color temperatures are harsher at night and cause more disruption to circadian (biological) rhythms for both humans and wildlife and blue light brightens the night sky and creates more glare than any other color of light. Both LED and metal halide fixtures contain large amounts of blue light in their spectrum, and exposure to blue light at night has been shown to harm human health and endanger wildlife. Therefore, use of warmer color temperature (warm white, 3000K or less) for light fixtures is preferred in addition to fixtures with motion-sensing or dimming capabilities. Site light sources shall be fully shielded and down-directional to minimize up-light, light spillage and glare [see LUC 3.2.4(D)(3)]. Selecting 3000K or less luminaires supports City of Fort Collins Night Sky Objectives. For further information regarding health effects please see: http://darksky.org/ama-report- affirms-human-health-impacts-from-leds/ AW Comment Response: Understanding the city’s request for the warmer light levels, it is a Toyota corporate standard for vehicle display to have a 4000K CCT fixture temperature, if light levels are lowered to 3000K or less then the vehicle paint colors are altered. I was not working for the City of Fort Collins Forestry Division at this time and Tim Buchanan has since retired, so I cannot ask him about the history of this specific question. 6/25/2014: Thank you for arranging the first tree evaluation meeting. Please set up a second onsite meeting with the City Forester to complete the tree inventory and mitigation plan. As part of that meeting, some further review of the north-most Ash on Mason can occur to consider desirability of removal or retention. Initial discussion at the first meeting indicated the tree would be removed but some further discussion could be beneficial in making a final determination. A second meeting was held onsite with Molly Roche and further evaluation conducted. This resulted in the removal of additional potential hazard trees and the Green Ash along Mason mentioned from the 6/25/2014 comment. Tree mitigation plan has been updated to reflect these changes. Department: Internal Services Contact: Jonathon Nagel, jnagel@fcgov.com Topic: General Comment Originated: 03/16/2018 Comment Number: 1 The Community Recycling Ordinance (No. 109 2016) requires that all business and multifamily complexes subscribe to recycling service by the end of 2020 that is at minimum 1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. AW Comment Response: Noted. The proposed 6 cubic yard dumpsters (2 trash / 1 recycle) should meet this requirement. Comment Number: 2 I see a plan enlargement for a proposed trash/recycling enclosure on A4.3, but it doesn't appear to match either enclosure on the site plan. Will both enclosures be identical? Please provide updated elevations and plan enlargements for all proposed trash/recycling enclosure and include the overall dimensions, widths of service gates and required pedestrian entrance along with proposed containers and their capacities on them. AW Comment Response: Please see revised sheet A4.3 for the revised trash enclosure and the enclosures at the parking garage (new / used oil enclosures). The trash enclosure has a pedestrian service entrance and (3) 6 cubic yard trash / recycling containers. The oil enclosures are not meant to be pedestrian accessible. The oil containers are serviced from the top only by pump trucks for environmental safety and to eliminate any potential of spillage. Comment Number: 3 The enclosure located behind the existing structure is not conducive to efficient pickup. Being locating at the end of a dead end the collection truck will need to back into or out of the isle increasing the risk of injury and property damage.
