03/20/2018: 03/19/2018: From Tyler Siegmund's files, the utility providers were
fine with a reduced UE along College, 9' minimum. Please dedicate a 9' utility
easement along the College Ave frontage.
08/19/2014: Per current road standards for an arterial roadway, a 15ft utility
easement should be provided along the College Ave frontage of the property. If
this utility easement is not needed by utility providers the 15ft UE requirement
may be reduced in size or waived. Coordination with utility providers (COFC
Water, COFC Light and Power, COFC Storm water, Comcast, Century Link, Public
Service Company of Colorado) is needed to determine if this easement is needed."
Response: A 9’ utility easement is now shown along College Ave.

For the sidewalk widening along College Ave and Mason Street, there is some
work being proposed outside of the properties frontage for a transition. Is that
all in the right-of-way or is it on the adjacent property? If it is on the adjacent
property, a temporary construction easement will be needed between the two
owners before construction can begin.
Response: The sidewalk along Mason has been adjusted to maintain
improvements within ROW

contributes to mix in addition to pounds per acre and/or pounds per square foot

Lighting plan shows all 4000K CCT to be selected - please update to warmer color
temperatures (warm white). The American Medical Association (AMA) and International
Dark-Sky Association (IDA) both recommend using lighting that has a corrected color
temperature (CCT) of no more than 3000 degrees Kelvin in order to limit the amount of
blue light in the night environment. Cooler color temperatures are harsher at night and
cause more disruption to circadian (biological) rhythms for both humans and wildlife and
blue light brightens the night sky and creates more glare than any other color of light. Both
LED and metal halide fixtures contain large amounts of blue light in their spectrum, and
exposure to blue light at night has been shown to harm human health and endanger
wildlife. Therefore, use of warmer color temperature (warm white, 3000K or less) for light
fixtures is preferred in addition to fixtures with motion-sensing or dimming capabilities. Site
light sources shall be fully shielded and down-directional to minimize up-light, light spillage
and glare [see LUC 3.2.4(D)(3)].
Selecting 3000K or less luminaires supports City of Fort Collins Night Sky Objectives. For
further information regarding health effects please see: http://darksky.org/ama-report-
affirms-human-health-impacts-from-leds/
AW Comment Response: Understanding the city’s request for the warmer light levels, it is
a Toyota corporate standard for vehicle display to have a 4000K CCT fixture temperature, if
light levels are lowered to 3000K or less then the vehicle paint colors are altered. However,
the site photometric design has taken a conscious approach to the overall site lighting and

we have limited the number of fixtures to what will be considered a minimum for the
Toyota corporate standards. Furthermore, the site lighting has been designed not to bleed
off the property.

6/25/2014: Thank you for arranging the first tree evaluation meeting. Please set up a
second onsite meeting with the City Forester to complete the tree inventory and mitigation
plan. As part of that meeting, some further review of the north-most Ash on Mason can
occur to consider desirability of removal or retention. Initial discussion at the first meeting
indicated the tree would be removed but some further discussion could be beneficial in
making a final determination.
A second meeting was held onsite with Molly Roche and further evaluation conducted.
This resulted in the removal of additional potential hazard trees and the Green Ash along
Mason mentioned from the 6/25/2014 comment. Tree mitigation plan has been updated

The Community Recycling Ordinance (No. 109 2016) requires that all business and
multifamily complexes subscribe to recycling service by the end of 2020 that is at minimum
1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include
both trash and recycling when calculating overall service capacity). In general recycling
containers must be at least 50% the size of proposed trash containers to meet this
requirement. Please make sure proposed containers meet this requirement and that
adequate space is provided in all enclosures.
AW Comment Response: Noted. The proposed 6 cubic yard dumpsters (2 trash / 1 recycle)
should meet this requirement.
Comment Number: 2
I see a plan enlargement for a proposed trash/recycling enclosure on A4.3, but it doesn't
appear to match either enclosure on the site plan. Will both enclosures be identical? Please
provide updated elevations and plan enlargements for all proposed trash/recycling
enclosure and include the overall dimensions, widths of service gates and required
pedestrian entrance along with proposed containers and their capacities on them.
AW Comment Response: Please see revised sheet A4.3 for the revised trash enclosure and
the enclosures at the parking garage (new / used oil enclosures). The trash enclosure has a
pedestrian service entrance and (3) 6 cubic yard trash / recycling containers. The oil
enclosures are not meant to be pedestrian accessible. The oil containers are serviced from
the top only by pump trucks for environmental safety and to eliminate any potential of
spillage.

The enclosure located behind the existing structure is not conducive to efficient pickup.
Being locating at the end of a dead end the collection truck will need to back into or out of
the isle increasing the risk of injury and property damage.

03/16/2018: Curb cuts will need to be provided in front of all trash/recycling
enclosures to allow containers to be wheeled in and out if not done so already.
Response: Curb cuts have been added at the new trash enclosure location.

The enclosure behind the parking structure will need a pedestrian entrance that is separate
from the main service gates. Consider using a door-less entry which will provide safer and
more efficient access.
AW Comment Response: The enclosures behind the parking structure are for new and used
oil tanks. The enclosures are not meant to be pedestrian accessible for safety, see
additional explanation in comment response #1 above.

03/19/2018: Please tie the coordinate values shown to the project boundary. We would
prefer that this be done by adding property corner values to each sheet, or showing the
property corner values on the horizontal control plans and adding a note to each sheet with
coordinate values.
Response: Property corners northing-eastings are provided on the Horizontal Control Plan
