DELICH Mason Place TIS, April 2018 ASSOCIATES Creger Drive is north of the site and is classified as a local street. Creger Drive connects Mason Street to College Avenue. It has a two-lane cross section. There is stop sign control on Creger Drive at the Mason/Creger intersection. The College/Creger intersection allows right-/right-out/left-in traffic movements. Colboard Drive is to the south. It connects Mason Street to College Avenue. It has a two-lane cross section. There is stop sign control on Colboard Drive at the Mason/ Colboard intersection. The College/Colboard intersection allows right-in/right-out traffic movements. The Midtown Arts Center has three live theater venues, the box office, and theater offices. During weekdays, there is some activity related to the box office and theater offices. The theater itself is primarily active on Friday evenings and on weekends. Recent peak hour traffic volumes at the Mason/Creger and Mason/Colboard intersections are shown in Figure 2. The traffic counts were obtained in March 2018. Raw traffic data is proved in Appendix B. The key intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections meet the Fort Collins operational criteria with the existing control and geometry. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service from signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (intersections) are also provided in Appendix C. Acceptable operation considered to be a level of service D overall and level of service F for any approach leg at arterial/local stop sign controlled intersections. PROPOSAL AND TRIP GENERATION The existing building will be renovated for the proposed Mason Place Permanent Supportive Housing. The site plan is shown in Figure 3. The driveway on Creger Drive will be retained accessing the north parking lot. This parking lot will have 24 parking spaces and a loading zone. The main doors will be at the northwest corner of the building. The current driveway to Mason Street (~215 feet south of Creger Drive) will be closed. A driveway is proposed to Mason Street (~345 feet south of Creger Drive). This driveway will provide access to the parking lot to the south, as well as emergency vehicle access to the south end of the building. Mason Place will have 60 apartment units. The day-to-day staff will consist of 6 employees. The residents of Mason Place will be formerly homeless individuals with a disability. Typically these individuals have low employment rates and low automobile ownership rates. The trip generation was calculated using the reference document Trip Generation, 10th Edition, ITE. Due to the unique nature of the residents, a number of land uses from the cited reference were used and averaged as noted in Table 2. The trip generation for Mason Place resulted in: 298 daily trip ends, 20 morning peak hour trip ends, and 23 afternoon peak hour trip ends. DELICH Mason Place TIS, April 2018 ASSOCIATES TRIP DISTRIBUTION/SITE TRAFFIC ASSIGMENT Given the street network in the area and the site location in Fort Collins, it is expected that the trip distribution will be as depicted in Figure 4. The trip distribution was agreed to in the scoping discussions. Figure 5 shows the site generated peak hour traffic at the key intersections. BACKGROUND AND TOTAL TRAFFIC FORECASTS Figure 6 shows the short range (2023) background traffic forecasts. The short range background traffic was developed by factoring the volumes at the key intersections by 2 percent per year. The background traffic growth was agreed to in scoping discussions. Figure 7 shows the short range (2023) total (site assignment plus background) peak hour traffic. AUXILIARY LANE EVAULATION Based upon the site generated traffic shown in Figure 5, auxiliary lanes are not required at any of the site driveways. OPERATIONS ANALYSIS The operations analyses were performed at the Mason/Creger, Mason/Colboard, Creger/Site Access, and Mason/Site Access intersections. The operations analyses were conducted for the short range future reflecting a 2023 condition. Using the traffic volumes shown in Figure 6, the Mason/Creger, Mason/Colboard, and Creger/Safeway intersections will operate in the short range background traffic condition as indicated in Table 3. Calculation forms are provided in Appendix D. The key intersections will meet the Fort Collins operational criteria during the peak hours. Table 4 shows the short range (2023) total peak hour operation at the key intersections using the volumes in Figure 7. The key intersections will meet the Fort Collins operational criteria during the peak hours. Calculation forms are provided in Appendix E. PARKING IMPACT Mason Place is providing 24 parking spaces in the north lot and three parking spaces to the south of the building, within the parcel (Lot 5) that is designated for Mason Place. Six spaces will be designated as ADA. Based upon Fort Collins parking criterion, this 60 unit apartment building will require 46 parking spaces. Mason Place is within the TOD zone. DELICH Mason Place TIS, April 2018 ASSOCIATES Since Mason Place provides affordable housing, a 50 percent reduction can be applied to the parking requirement. This results in a parking requirement of 23 parking spaces. Separate 10 percent reductions can be applied for provision of a Transit Pass for each resident and the proximity (<1000 feet) to a MAX Station. The resulting parking requirement is then 19 parking spaces. Since there are 27 parking spaces provided on- site, the minimum parking requirement is exceeded by eight parking spaces. In addition to the on-site parking spaces, there are 49 parking spaces in the north portion of the south lot (Lot 6) that are designated/dedicated to Mason Place. The total available parking for Mason Place residents, staff, and visitors is 76 parking spaces. It is concluded that adequate parking will be available at the Mason Place site. PEDESTRIAN LEVEL OF SERVICE Appendix F shows a map of the area that is within 1320 feet of Mason Place. The pedestrian destinations are primarily the commercial (retail) land uses in the area and the MAX Station. There are sidewalks adjacent to all properties, but most were built prior to the current standards. The Pedestrian LOS Worksheet is provided in Appendix F. The nearest pedestrian crossing of Mason Street is at the Horsetooth/Mason intersection. It is recommended that consideration be given to a HAWK signal at/near the Mason/Creger intersection. Sidewalks within the Mason Place property will meet the criteria in LCUASS. BICYCLE LEVEL OF SERVICE There are bicycle lanes along Mason Street that will serve the Mason Place site. The base level of service is B for the bicycle destinations. It is concluded that level of service B is achieved. TRANSIT LEVEL OF SERVICE Currently this area of Fort Collins is served by the MAX Route along the railroad to the west. There is a MAX Station just south of Horsetooth Road. The MAX Route has frequent bus service. The aforementioned HAWK signal and a pedestrian route (easement) through private property would provide a more direct route for Mason Place residents. Transfort staff has indicated willingness to facilitate this. SUMMARY The adjacent streets in the area were built prior to the current standards. Many elements of the street cross sections do not meet the design criteria in LCUASS. The analyses in this traffic impact memorandum indicate that the key intersections will meet the Fort Collins operational criteria. Auxiliary lanes will not be required at any of the site driveway intersections. Adequate parking will be provided for Mason Place. However, Mason Place will make improvements within the property itself that will be compatible with the eventual street cross sections. It is recommended that consideration be given to a HAWK signal at/near the Mason/Creger intersection.
