PRESENTATION 04.18.18 223 WILLOW Willow ST 223 WILLOW ST. | FORT COLLINS, CO | 04.18.18 development vision - narrative 3 on a site that brings so much transitional history to the city, the vision for redevelopment of the site is to bring residential market-rate dwelling units on a site located on one of the oldest sections of the River District on the edge of OId Town (currently a dirt parking lot for utility vehicles). With the current enhancements and growth of the downtown towards the river along Linden: restaurants, hotel, parking garage, retail shops and offices; the residential units bring people to the urban core activating the pedestrian focus of the storefront nature of downtown. The site permits for residential users to be located just outside of the retail/commercial activated streets, as well as providing the future residents the connection to the Rec Center, the recreational trails along the river, as well as the museum just couple of blocks away. The proposed development follows the guidelines of the River Development District and respects those of the Old Town Center. The building mass is articulated to reduce its impact on the neighbors and the pedestrians along Willow Street, following the citizens vision for increasing the density in the urban core and activation of pedestrian engagement in downtown. The building facades take their cues from existing buildings in the district as well as the As we embark on another project in the River District core of Fort Collins, proposed new infill and redevelopment projects contemporarily approved by the community for current development. The buildings use exterior materials readily found on other neighboring buildings. The new buildings allow a defined demarcation of the street right away by enhancing the proposed City Willow Street Improvements to the street parking and sidewalks, by augmenting to the width from curb to building, creating storefront for all common amenities located on the buildings ground floor, articulating engaging porches for all ground units facing Willow as well as creating small pocket parks along willow at the Pine Street intersection. Vehicular parking is hidden from street view by placing it under the buildings and a second story deck that allows a third level roof deck amenity facing south with abundance of sun light and extraordinary views of both downtown and the foothills. The exciting renaissance of the River District will be pleasantly encouraged by this proposed development on a blighted site. Following the revitalization of a very eclectic neighborhood with industrial and agricultural roots living in tandem with the trains that also shape the site, this new development encourages the visual articulation of buildings as defined by the community vision for an active and energetic downtown of which the River District is an important part of. 223 WILLOW ST. | FORT COLLINS, CO | 04.18.18 13 Fort collins land use code division 4.17 r-d-r River District Redevelopment (A) Purpose “...This district offers opportunities for more intensive redevelopment of housing...” (B) Permitted Uses: (3) The following uses are permitted in the R-D-R district, subject to planning and zoning board review: (a) Residential Uses: 2. “Any residential use consisting in whole or in part of multi-family dwellings that contain more than fifty (50) dwelling units, or more than seventy-five (75) bedrooms.” BUILDING 01OPPORTUNITY OW ST. | FORT COLLINS, CO | PG. 01 WILLOW STREET LINDEN STREET PINE STREET BUILDING ENVELOPE 5 STORIES BUILDING OPPORTUNITY 223 WILLOW ST. | FORT COLLINS, CO | 04.18.18 CONTINUING 14 02 PINE ST. The taller portion of a new structure should be located to minimize looming effects and shading of lower scaled neighbors, the street and the river. A series of simple building wall offsets provide vertical articulation on this multifamily structure. A simple facade offset provides articulation on this com- mercial structure. The Fort Collins land use Code addresses articu- lation in the R-d-R district. it states that: “Exterior building walls shall be subdivided and pro- portioned to human scale, using offsets, projections, overhangs and recesses, in order to add architectural interest and variety and avoid the effect of a single, massive wall with no relation to human size.” 4 4 Accent feAtures Accent features can add interest to the building design and may be incorporated into the structure. They should complement the overall composition and design of the building. Accent features can include entry ways, loading docks, garage bays, balconies, canopies, cupo- las, secondary connections and vertical elevator shafts. They can be highlighted with a change in material, color or other architectural treatment appropriate to the context. 6.23 Design accent features to complement the overall composition of the building and its context. › use complementary building materials and colors. › Consider the mass and scale of the feature in respect to the overall building composition. › do not overuse an accent feature. 4 4 4 4 4 Design accent features to complement the overall composition and design of the eATuRes 58 Building Design Guidelines 6.13 t he use of traditional masonry materials is encouraged. › Brick and concrete are well-established materi- als in the River district and their continued use is encouraged. › Brick should have a modular dimension and a warm color similar to that used traditionally. › Assure that masonry units wrap around corners of walls, and thus do not appear to be an applied veneer. 6.15 › › Architectural metals, which are detailed to provide a sense of scale, are appropriate. Contemporary interpretations of building forms, massing, materials and details are encouraged. 6.18 Simple, unembellished architectural detailing is appropriate. Simple brick relief patterns such as recessed brick, corbeled brick, belt course/banding, and pilasters, are appropriate. “Historic styles should not be imitated, and new construction should appear as a product of its own time, while also being compatible with historic resources.” “A new building should reflect the mass and scale of traditional industrial, agricultural and commercial building types, which was typically a composition of simple geometric forms.” “The primary entrance should be clearly identifiable and should be oriented to a major street, pedestrian way, plaza, courtyard and/or other key public space.” “Accent features can add interest to the building design and may be incorporated into the structure. They should compliment the overall composition and design of the building.” 6.7 Use building articulation techniques to establish a sense of human scale in the building design. Use vertical and horizontal articulation design techniques to reduce the apparent scale of a larger building mass. 6.12 Use high quality, durable materials. Materials at the ground level should withstand on-going contact with the public, sustaining impacts without compromising the appearance. 6.13 The use of traditional masonry materials in encouraged. Brick and concrete are well-established materials in the River District and their continued use is encouraged. rdr guidelines the river district is important to the history of Fort collins and offers a significant opportunity for future redevelopment. Although it is the site of the original fort that grew into the present day city, only a few significant reminders of the past remain. these historic resources help inform the community vision for a river district that extends the vibrancy of downtown while also hosting a diverse mix of uses that honor the area’s agricultural-industrial past. the vision is also informed by the community’s desire to highlight and respect the Poudre river, which runs along the district’s northern boundary. this document provides guidelines that promote the community’s vision for the river district through compatible new construction and redevelopment. It also assists with interpretation of the special zoning standards that apply to the district. the goal is to support investment that builds a strong, pedestrian- oriented urban fabric and encourage creative design that is compatible with the historic context. Historic resources, including the 102 year old Northern Colorado Feeders Supply Building, inform the community vision for a diverse mix of uses that honor the River District’s agricul- tural-industrial past. overvIew S C C S S S S S S S S S S C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S CC S S S S S S S S S S C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S CC S S S S S S S S S S C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S S CC S S S S S S S S S S C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C C S SS SS SS SS SS SS S S S S S SS SS SS SS SS SS S S SS S S S S S S S S S S S S S S S S S S SS SS SS SS SS SS SS SS SS S S S S S S S S S S S S S S S S CC S S S S S S S SS S S S S S S S 2BR-C STU-A1 1BR-A1 STU-A1 1BR-A1 1BR-A1 2BR-C STU-A 1BR-A 1BR-A 1BR-A STU-A 2BR-B STU-A1 1BR-A 2BR-B 2BR-C 2BR-C STU-A STU-B1 1BR-A STU-A STU-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A1 1BR-A 1BR-A STU-A 1BR-A STU-A STU-A STU-A 2BR-B 2BR-A MAINTANCE RAMP 2ND LEVEL PARKING EQ ELEC IDF STAIR A1 STAIR A2 LOBBY STAIR B1 STAIR B2 STORAGE 2BR-B 1BR-A STU-A1 2BR-C STU-A1 1BR-A1 STU-A1 1BR-A1 2BR-C STU-A 1BR-A 1BR-A 1BR-A STU-A 2BR-A 2BR-B STU-A 1BR-A STU-A STU-A STU-A STU-A STU-A 2BR-A 2BR-C 2BR-C STU-A STU-A 1BR-A STU-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A1 1BR-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A 2BR-B 2BR-A STU-B ELEC IDF STAIR A1 STAIR A2 LOBBY STAIR B1 STAIR B2 AMENITY OUTOOR AMENITY 1BR-A1 TYPE A STU-B1 TYPE A 2BR-B 2BR-A 1BR-A STU-A 2BR-A STU-A 1BR-A STU-A 1BR-A 1BR-A 2BR-A STU-A 1BR-A 1BR-A 1BR-A STU-A 2BR-A 2BR-B STU-A 1BR-A STU-A STU-B1 STU-A STU-A STU-A STU-A 2BR-A 2BR-A STU-B1 STU-A STU-A 1BR-A STU-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A1 1BR-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A 2BR-B 2BR-A ELEC IDF STU-B STAIR A1 STAIR A2 LOBBY STAIR B1 STAIR B2 2BR-B 2BR-A 1BR-A STU-A 2BR-A STU-A 1BR-A STU-A 1BR-A 1BR-A 2BR-A STU-A 1BR-A 1BR-A 1BR-A STU-A 2BR-A 2BR-B STU-A 1BR-A STU-A STU-A STU-A STU-A STU-A 2BR-A 2BR-A STU-A STU-A 1BR-A STU-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A1 1BR-A 1BR-A 1BR-A STU-A STU-A STU-A STU-A 2BR-B 2BR-A STU-B ELEC IDF STAIR A1 STAIR A2 LOBBY STAIR B1 STAIR B2 STU-B1 TYPE A STU-B1 TYPE A 2BR-B 1BR-A STU-A STU-A 1BR-A STU-A STU-A 2BR-A BIKE STOR LEASE R FIRE ELEC 174' - 6" 107' - 8" 76' - 6" RAMP 185' - 8" 257' - 8" PET FITNESS MAIL MDF STUDY LOBBY MDF ELEC.
