development vision - narrative 3
on a site that brings so much transitional history to the city, the vision for
redevelopment of the site is to bring residential market-rate dwelling units on
a site located on one of the oldest sections of the River District on the edge
of OId Town (currently a dirt parking lot for utility vehicles). With the current
enhancements and growth of the downtown towards the river along Linden:
restaurants, hotel, parking garage, retail shops and offices; the residential units
bring people to the urban core activating the pedestrian focus of the storefront
nature of downtown. The site permits for residential users to be located just
outside of the retail/commercial activated streets, as well as providing the future
residents the connection to the Rec Center, the recreational trails along the
river, as well as the museum just couple of blocks away.
The proposed development follows the guidelines of the River Development
District and respects those of the Old Town Center. The building mass is
articulated to reduce its impact on the neighbors and the pedestrians along
Willow Street, following the citizens vision for increasing the density in the
urban core and activation of pedestrian engagement in downtown. The building
facades take their cues from existing buildings in the district as well as the

proposed new infill and redevelopment projects contemporarily approved by
the community for current development. The buildings use exterior materials
readily found on other neighboring buildings. The new buildings allow a defined
demarcation of the street right away by enhancing the proposed City Willow
Street Improvements to the street parking and sidewalks, by augmenting to the
width from curb to building, creating storefront for all common amenities located
on the buildings ground floor, articulating engaging porches for all ground units
facing Willow as well as creating small pocket parks along willow at the Pine
Street intersection. Vehicular parking is hidden from street view by placing it
under the buildings and a second story deck that allows a third level roof deck
amenity facing south with abundance of sun light and extraordinary views of
both downtown and the foothills.
The exciting renaissance of the River District will be pleasantly encouraged by
this proposed development on a blighted site. Following the revitalization of a
very eclectic neighborhood with industrial and agricultural roots living in tandem
with the trains that also shape the site, this new development encourages the
visual articulation of buildings as defined by the community vision for an active
and energetic downtown of which the River District is an important part of.

designed to demonstrate compatibility with the
historical/agricultural/industrial characteristics of
the district in order to promote visual cohesiveness
and emphasize positive historical attributes. Such
characteristics include simple rectilinear building
shapes, simple rooflines, juxtaposed building masses
that directly express interior volumes/functions,
visible structural components and joinery, details
formed by brickwork, sandstone, sills, lintels, headers
and foundations and details formed by joinery of
structural materials.”
4. Materials
“Building materials shall contribute to visual
continuity within the District. Textured materials
with native and historic characteristics, such a brick,
stone, wood, architectural cast stone and synthetic
stone in historically compatible sandstone patterns
only, architectural metals and materials with similar
characteristics and proportions shall be used in
repeating pattern as integral parts of the exterior
building fabric. Masonry units must wrap around the
corners of walls so as to not appear as an applied
surface treatment.”

Accent feAtures
Accent features can add interest to the building design
and may be incorporated into the structure. They
should complement the overall composition and design
of the building. Accent features can include entry ways,
loading docks, garage bays, balconies, canopies, cupo-
las, secondary connections and vertical elevator shafts.
They can be highlighted with a change in material, color
or other architectural treatment appropriate to the
context.

the river district is important to the history of Fort
collins and offers a significant opportunity for future
redevelopment. Although it is the site of the original
fort that grew into the present day city, only a few
significant reminders of the past remain. these historic
resources help inform the community vision for a river
district that extends the vibrancy of downtown while
also hosting a diverse mix of uses that honor the area’s
agricultural-industrial past. the vision is also informed
by the community’s desire to highlight and respect the
Poudre river, which runs along the district’s northern
boundary.
this document provides guidelines that promote the
community’s vision for the river district through
compatible new construction and redevelopment. It
also assists with interpretation of the special zoning
standards that apply to the district. the goal is to
support investment that builds a strong, pedestrian-
oriented urban fabric and encourage creative design
that is compatible with the historic context.
Historic resources, including the 102 year old Northern Colorado Feeders Supply Building,
inform the community vision for a diverse mix of uses that honor the River District’s agricul-
tural-industrial past.
