INTRODUCTION This Intermediate transportation impact study (TIS) addresses the capacity, geometric, and control requirements for the proposed 223 Willow Residences development. The proposed 223 Willow Residences development is located on the property currently occupied by the Schrader Oil Company in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner/developer (CA Ventures) and Fort Collins Traffic Engineering. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH 223 Willow Residences TIS, April 2018 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of 223 Willow Street is shown in Figure 1. This site is currently occupied by the Schrader Oil Company. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial or residential. There are residential uses to the northeast of the site. There are commercial uses surrounding the site. The center of Fort Collins lies to the south of the proposed 223 Willow Residences site. Streets The primary streets near the 223 Willow Residences site are College Avenue, Willow Street, and Linden Street. Figure 2 shows a schematic of the existing geometry at the College/Cherry-Willow, Willow/Community Center Access, Willow/Condos Access, Willow/Schrader’s Access, Willow/Pine, and Linden/Willow intersections. College Avenue is west of the proposed 223 Willow Residences site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master Street Plan. Currently, College Avenue has a four-lane cross section. At the College/Cherry- Willow intersection, College Avenue has northbound and southbound left-turn lanes, two through lanes in each direction, and northbound and southbound right-turn lanes. The College/Cherry-Willow intersection has signal control. The posted speed limit on College Avenue is 25 mph. Willow Street is southwest of (adjacent to) the proposed 223 Willow Residences site. It is a diagonal street (northwest to southeast) street classified as a collector street on the Fort Collins Master Street Plan. Currently, Willow Street has a two-lane cross section (no center median lane). At the College/Cherry-Willow intersection, Cherry Street-Willow Street has dual eastbound left-turn lanes, a westbound left-turn lane, one through lane in each direction, and an eastbound right-turn lane. At the Willow/ Community Center Access, Willow/Condos Access, Willow/Schrader’s Access, Willow/ Pine, and Linden/Willow intersections, Willow Street has all movements combined into single lanes. The Willow/Community Center Access, Willow/Condos Access, Willow/ Schrader’s Access, and Willow/Pine intersections have stop sign control on the minor approaches. The Linden/Willow intersection has all-way stop sign control. The posted speed limit on this segment of Willow Street is 25 mph. Linden Street is southeast the 223 Willow Residences site. It is a diagonal street (northeast to southwest) street classified as a collector street on the Fort Collins Master Street Plan. There is diagonal parking along both sides of Linden Street. At the Linden/ Willow intersection, Linden Street has all movements combined into single lanes. The posted speed limit on Linden Street, northeast of Willow Street, is 30 mph. Existing Traffic Recent peak hour traffic volumes at the College/Cherry-Willow, Willow/ Community Center Access, Willow/Condos Access, Willow/Schrader’s Access, Willow/ Pine, and Linden/Willow intersections are shown in Figure 3. The counts at the College/ Cherry-Willow intersection were obtained in February 2018 by the City of Fort Collins. The counts at the Willow/Community Center Access, Willow/Condos Access, Willow/ Schrader’s Access, Willow/Pine, and Linden/Willow intersections were obtained in March 2018. Raw traffic count data is provided in Appendix B. Since the traffic counts were done on different days, the intersection volumes were averaged (adjusted/ balanced). Figure 4 shows the averaged/balanced recent peak hour traffic volumes. Existing Operation The College/Cherry-Willow, Willow/Community Center Access, Willow/Condos Access, Willow/Schrader’s Access, Willow/Pine, and Linden/Willow intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The key intersections are currently operating acceptably with existing control, geometry, and signal timing in the peak hours. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The 223 Willow Residences site is in an area termed “downtown (mixed-use) district.” In areas termed “mixed-use district,” acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for each movement, leg, and overall. At collector/ collector unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg and level of service E overall. At collector/local unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg and level of service D overall. Pedestrian Facilities There are sidewalks along College Avenue, Cherry Street, and Linden Street within the pedestrian influence area. There are no sidewalks along Willow Street, southeast of the Community Center Access. The Willow Street Capital Project will introduce sidewalks and diagonal parking on both sides of Willow Street. There are no bicycle lanes on College Avenue. Transit Facilities Currently, this area of Fort Collins is served by Transfort Routes 8 and 81. Routes 8 and 81 operate along College Avenue, Willow Street, and Linden Street. DELICH 223 Willow Residences TIS, April 2018 ASSOCIATES Page 10 III. PROPOSED DEVELOPMENT The 223 Willow Residences is a residential apartment development with 193 dwelling units. Of the 193 dwelling units, 98 will be studio apartments, 62 will be one- bedroom apartments, and 33 will be two-bedroom apartments for a total of 226 bedrooms. Figure 5 shows a site plan of the 223 Willow Residences. The short range analysis (Year 2023) includes development of the 223 Willow Residences site and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The site plan shows that there will be an access (South Access) that lines up with Pine Street and an access (North Access) that is slightly offset with the Community Center Access. This offset will not cause any conflicting vehicles. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contain in Trip Generation, 10 th Edition, ITE is used to estimate the trips that would be generated by the proposed/expected uses at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the 223 Willow Residences development resulted in 598 daily trip ends, 43 morning peak hour trip ends, and 95 afternoon peak hour trip ends. Figure 6 shows the trip distribution for the short range (2023) analysis future. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Background traffic projections for the short range future horizon were obtained by reviewing the North Front Range Regional Transportation Plan and various traffic studies prepared for this area of Fort Collins. Based upon these sources, it was determined that traffic volumes on College Avenue and Cherry Street would increase by approximately one percent per year in the short range future. Traffic volumes on Willow Street and Linden Street were increased at a rate of approximately two percent per year. The existing Schrader Oil uses at the proposed site were subtracted from the background traffic volumes. The background traffic growth was agreed to by City of Fort Collins staff in the scoping discussions. In addition to this, site generated traffic from the Confluence development was included in the background traffic forecasts. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 8 shows the site generated peak hour traffic assignment. Figure 9 shows the short range (2023) total (site plus background) peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. The College/Cherry- Willow intersection is currently signalized. Using the short range (2023) background and total traffic forecasts, the Linden/Willow all-way stop sign controlled intersection will meet peak hour signal warrants during the afternoon peak hour. Peak hour signal warrants are provided in Appendix D. It is not likely that the Linden/Willow intersection would be signalized. The Four-Hour and/or Eight-Hour signal warrants are not expected to be met at this intersection. Operation Analysis Operation analyses were performed at the College/Cherry-Willow, Willow/ Community Center-North Access, Willow/Condos Access, Willow/Pine-South Access, and Linden/Willow intersections. The operation analyses were conducted for the short range future, reflecting year 2023 conditions. Using the traffic volumes shown in Figure 7, the key intersections operate in the short range (2023) background traffic future, with the existing geometry and signal timing, as indicated in Table 3. Calculation forms for these analyses are provided in Appendix E. The key intersections are currently operating acceptably with existing control, geometry, and signal timing in the peak hours. Calculation forms for these analyses are provided in Appendix F. As with the background traffic, the key intersections are currently operating acceptably with existing control, geometry, and signal timing in the peak hours. Geometry Figure 10 shows a schematic of the short range (2023) geometry. This is the existing geometry at the key intersections. The North Access will cause a small modification to the Willow Street Capital Project parking scheme on the south side of Willow Street. Pedestrian Level of Service Appendix G shows a map of the area that is within 1320 feet of the 223 Willow Residences site. There will be five pedestrian destinations within 1320 feet of the 223 Willow Residences site. These are: 1) the commercial area to the north of the site, 2) commercial/residential area to the north of the site, 3) the commercial/industrial area to the southeast of the site, 4) the commercial area to the south of the site, and 5) the commercial area to the west of the site. This site is in an area type termed “downtown district.” With implementation of the Willow Street Capital Project, there will be sidewalks on both sides of Willow Street. The Pedestrian LOS Worksheet is provided in Appendix G. The minimum level of service for “downtown district” is A for all areas of evaluation, except for Street Crossing which is LOS B. The Poudre Trail crosses Linden Street to the east of the 223 Willow Residences site. Bicycle Level of Service Appendix G shows a map of the area that is within 1320 feet of the 223 Willow Residences development. There will be five bicycle destinations within 1320 feet of the 223 Willow Residences development. These are: 1) the commercial area to the north of the site, 2) commercial/residential area to the north of the site, 3) the commercial/industrial area to the southeast of the site, 4) the commercial area to the south of the site, and 5) the commercial area to the west of the site. The Bicycle LOS Worksheet is provided in Appendix G. The base level of service is B for each of the bicycle destinations. This site is connected to bicycle lanes along Cherry Street, Willow Street, and Linden Street. Therefore, it is concluded that level of service B can be achieved. The Poudre Trail crosses Linden Street to the east of the 223 Willow Residences site. Transit Level of Service Currently, this area of Fort Collins is served by Transfort Routes 8 and 81. Routes 8 and 81 operate along College Avenue, Willow Street, and Linden Street. CONCLUSIONS This study assessed the impacts of the 223 Willow Residences on the street system in the vicinity of the proposed development in the short range (2023) and long range (2035) future. As a result of this analysis, the following is concluded: - The development of the 223 Willow Residences is feasible from a traffic engineering standpoint. At full development, the 223 Willow Residences will generate approximately 598 daily trip ends, 43 morning peak hour trip ends, and 95 afternoon peak hour trip ends. - All intersections operate acceptably with the existing traffic, signal timing, and geometry. - The College/Cherry-Willow intersection is currently signalized. Using the short range (2023) background and total traffic forecasts, the Linden/Willow all-way stop sign controlled intersection will meet peak hour signal warrants during the afternoon peak hour. However, it will not meet the applicable Four-Hour and/or Eight-Hour signal warrants. - In the short range (2023) future, given development of the 223 Willow Residences and an increase in background traffic, the key intersections will operate acceptably with the existing traffic, signal timing, and geometry. - The short range (2023) geometry is shown in Figure 10. This is the current geometry. - Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines and the Fort Collins Pedestrian Plan.
