PROJECT DESCRIPTION: This is a request for a Project Development Plan (PDP) to install
wireless telecommunication equipment concealed within an 8', 11" faux chimney on an existing 2-
story building located at located at 185 North College Avenue, Fort Collins.
SUMMARY OF DECISION: Approved
ZONE DISTRICT: Downtown (D)
HEARING: The Hearing Officer opened the hearing at approximately 6:30 p.m. on January 24,
2018, in Conference Room A at 281 North College Avenue, Fort Collins, Colorado.
EVIDENCE: During the hearing, the Hearing Officer accepted the following evidence:
(1) Planning Department Staff Report; (2) the application, plans, maps and other supporting
documents submitted by the applicant; and (3) a copy of the public notice. The Land Use Code
(the "Code") and the formally promulgated policies of the City are all considered part of the record
considered by the Hearing Officer.

FINDINGS
1. Evidence presented to the Hearing Officer established the fact that the hearing was
properly posted, legal notices mailed and notice published.
2. The PDP complies with the applicable General Development Standards contained in
Article 3 of the Code:
a. The PDP complies with Section 3.8.13(B), Wireless Telecommunication – Co-
location, because the PDP specifies that the owners and employees will cooperate to
achieve future co-location.
b. The PDP complies with Section 3.8.13(C)(3), Wireless Telecommunication
Equipment, because: the equipment does not exceed the maximum height limit of 15'; no
wireless telecommunication equipment will be visible from public view; the wall-mounted
ladders will be painted to match the color of the building; all associated wireless
equipment accessory will be concealed; and the wireless antenna will be concealed within
the faux chimney, and features a stucco finish, a chimney cap and spark arrestor that are
consistent with the building design.
c. The PDP complies with Section 3.8.13(C)(8), Wireless Telecommunication
Standards – Color, because the color of the equipment will match the building.
3. The PDP complies with the applicable requirements contained in Article 4 of the Land Use
Code:
a. The PDP complies with Section 4.16(B)(2), Permitted Uses, because wireless
telecommunication equipment is a permitted use in the Downtown (D) district, subject to
Administrative (Type 1) review.
DECISION
Based on the foregoing findings and analysis, the Hearing Officer hereby enters the
following rulings:
1. The PDP is approved as submitted.
