PROJECT DESCRIPTION: This is a request for a Project Development Plan (PDP) to install
wireless telecommunication equipment concealed within an 8', 11" faux chimney on an existing 3-
story building located at 706 South College Avenue.
SUMMARY OF DECISION: Approved
ZONE DISTRICT: Community Commercial (C-C)
HEARING: The Hearing Officer opened the hearing at approximately 6:40 p.m. on January 24,
2018, in Conference Room A at 218 North College Avenue, Fort Collins, Colorado.
EVIDENCE: During the hearing, the Hearing Officer accepted the following evidence:
(1) Planning Department Staff Report; (2) the application, plans, maps and other supporting
documents submitted by the applicant; and (3) a copy of the public notice. The Land Use Code
(the "Code") and the formally promulgated policies of the City are all considered part of the record
considered by the Hearing Officer.

FINDINGS
1. Evidence presented to the Hearing Officer established the fact that the hearing was
properly posted, legal notices mailed and notice published.
2. The PDP complies with the applicable General Development Standards contained in
Article 3 of the Code:
a. The PDP complies with Section 3.8.13(B), Wireless Telecommunication – Co-
location, because the PDP specifies that the owners and employees will cooperate to
achieve future co-location.
b. The PDP complies with Section 3.8.13(C)(3), Wireless Telecommunication
Equipment, because: the height of the faux chimney is 8' 11" over the height of the
building; there is a 39' setback from the front of the building; accessory equipment
accessory is concealed within a first-floor parking garage; and the antenna is concealed
within the faux chimney and features a painted and textured brick design consistent with
the building façade.
c. The PDP complies with Section 3.8.13(C)(8), Wireless Telecommunication
Standards – Color, because the color of the equipment will match the building.
3. The PDP complies with the applicable requirements contained in Article 4 of the Land Use
Code:
a. The PDP complies with Section 4.18(B)(2)(E), Permitted Uses, because the
wireless telecommunication equipment is a permitted use in the C-C District subject to
Administrative (Type 1) approval.
DECISION
Based on the foregoing findings, the Hearing Officer hereby enters the following rulings:
1. The PDP is approved as submitted.
