RESPONSE: Acknowledged 07/27/2017: The new proposed emergency access would require the dedication of an emergency access easement. RESPONSE: Acknowledged, easement was shown with previous submittal. 07/27/2017: Should the portion of the rain garden that falls outside of the existing drainage easement need to be dedicated as an easement, the easement process identified in the previous link would also be applicable. Comment Number: 5 Comment Originated: 07/27/2017 10/03/2017: With the indication on the civil plans indicating that the westernmost drive approach out to Seton Street is ADA compliant, Engineering Inspection visited the site and viewed that the existing sidewalk crossing does not meet ADA with regards to slope and believes the overall approach would likely need to be rebuilt. I'd suggest contacting our Inspection Manager, Steve Cicione at 970 692-4418 to schedule a site visit to discuss the drive approach and potentially then update the plans as a result. 07/27/2017: In addition to the access ramps at public street intersections, the two driveway approaches onto Seton Street and one driveway approach onto Southridge Greens Boulevard would need to be re-built with City/ADA compliance utilizing LCUASS designs such as 706.1 or 706.3 for the eastern driveway out to Seton Street and the driveway out to Southridge Green Boulevard, and 707.2 for the western driveway out to Seton Street. Note that City Streets will not upgrade these crossings as part of their concrete repair work. Pre-Submittal meetings assist the designer/builder by assuring, early on in the design, that the new projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants of new projects should email scarter@fcgov.com to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. Please meet with our Forestry department to determine a mitigation value for these trees and mitigate for the loss of these trees on-site. RESPONSE: Yes, the fire lane will impact an existing English Oak. We have met on-site with the Forestry Department and the mitigation value is included on the tree mitigation sheet with the landscape plans. It is fine if your design does not include these future areas, but they will have to provide LID in the future. I would recommend that you consider building those areas into your LID calculations and design now to potentially alleviate or eliminate the need for additional LID in the future. RESPONSE: Acknowledged, future areas will be included in sizing calculations and design shown on plans. Topic: General Comment Number: 11 Comment Originated: 09/25/2017 09/25/2017: The Utility Plan, Grading Plan, Site Plan and Landscape Plans all include the existing easements with text that includes “by separate document” which is confusing because that leads me to question if the easement is existing or yet to be dedicated. Please either remove the “BSD” text or include the reception number for these various existing easements. RESPONSE: Acknowledged, as discussed these will remain unchanged. Comment Number: 12 Comment Originated: 09/25/2017 09/25/2017: There is a note on the Grading Plan that states that an underdrain may be required after soil investigation…Please note that we will either require that the geotechnical recommendation be included in the drainage report prior to plan and report approval, or we will require that the underdrain be included in the design plans. In addition, typically, the outfall system for rain gardens includes an underdrain that drains to an area inlet box (with the rim set 12” above the rain garden bottom) that outfalls through a pipe to the detention basin. We have found that “overtopping” designs for rain gardens tend to result in erosion problems with vegetation establishment issues and we discourage this type of design. RESPONSE: Acknowledged, and underdrain and overflow structure is now shown. The erosion control requirements are in the Stormwater Design Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. a copy of the erosion control requirements can be found at www.fcgov.com/eroison. The Erosion Control Materials will need to be submitted at time of the first round of FDP. Please resubmit an Erosion Control Plans as the recently received materials have comments and redlines that needed to be addressed to meet City Criteria. Based upon the area of disturbance, State permits for stormwater will be required since the site is over an acre and should be pulled before Construction Activities begin. Erosion Control Materials will need to be produced, reviewed, and accepted to meet City Erosion Control Criteria before Development Agreement Language can be drafted.
