Afternoon Bob,
I’m writing on behalf of Rodney King with EDR in regard to the proposed project Union on West Elizabeth. Our Project is composed of 5
total story’s containing 107 units (402 beds) student housing apartments. The building construction type is mixed. Parts of the building
will be constructed as a 5 Story Type III-A Structure. This building will wrap an ttached to 6-Tier above grade Type I-A Precast Concrete
parking structure. These 2 separate buildings will be divided by a 3 hr firewall of Precast Concrete. This project is located in Fort Collins,
CO on approximately 1.5 acres near the intersection of Shields and West Elizabeth St.
We fully understand the difficulties of a site with limited street frontage and lack of fire easements. We feel the use of Alternative
means and Methods may be appropriate in finding solutions to providing Life Safety & Fire Support measures.
We spent some time discussing this from a design from a practicality standpoint with Jim Lynxweiler and would like to propose the
following corrective actions in lieu of strict code adherence. We understand that this is a preliminary discussion and any results,
agreements, or conversations will need to be follow up through the City Approval processes.
We propose the following fire protection and Life safety measures be utilized in addition IBC Chapter 9 Fire Protections Systems
requirements that are applicable to the project:
1) To provide differed Fire Alarm and Sprinkler design drawings complying with 907.1.2 for PFA review and Approval
2) Provide for Fire alarm system in compliance with Section 907.2
a. Specific attention will be paid to sections 907.2.1, 907.2.2, & 907.2.9
3) Provide Smoke alarms in compliance with Section 907.2.11
4) Provide the following provision of Section 907.2.13 – High Rise Provisions
a. Automatic Smoke Detection in accordance with Section 907.2.13.1.1
i. This is an R-2 building with each unit served by individual HVAC systems. We propose to provide smoke
detectors on a per unit basis per 907.2.1 for R-2 occupancies in lieu of supplying smoke detectors in all duct
work per 907.2.13.1.2
b. Fire Dept. Communication System in accordance with Section 907.2.13.2
c. Sections 907.2.14 through 907.2.23 do not apply to this project; We propose eliminating any requirement from these
sections
d. An emergency voice/alarm communication system in accordance with Section 907.5.2.2
5) Provide (3) 3500 lb elevators designated as Fire Service Access elevators
6) Provide Full Stair Access to the Roof at stair located within the Residential Occupancy (Wood Structure).
a. There will be rooftop access from the Garage as well due to proximity and minimal height differences between
structures.
b. 3 hr firewall must extend a min. 30” past residential structures roof sheathing as required by code

7) Full NFPA 13 sprinkler system in compliance with Section 903.3.1.1 7 & City Code
a. Risers located within stairways per IBC and City adopted codes
b. Includes IBC 2015 Code compliant dry sprinkler system in Garage (A Mechanically Vented & Closed Garage)
c. Includes sprinklered roof truss cavity
d. Includes floor truss cavities with fully filled insulation
e. FDC connections provided at the roof via stairwell stand pipes
8) A Final Ground level FDC connection with the Final Location to be coordinated with PFA
a. Please reference Civil Drawings for proposed location
