Comment Summary: Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General Comment Number: 1 Comment Originated: 09/06/2017 09/06/2017: We'll look to schedule a separate follow-up meeting with Kyle Lambrecht to go over the FDP frontage information/design shown along Willow Street. Understanding how the curb and gutter was established both horizontally and vertically (perhaps using information from Interwest?) and then placement of notes on the plans to indicate what sort of external designs might be used would be helpful. NE Response: Per our meeting on December 4th, it was discussed that all improvements be shown on a separate plan set title Willow Street Plaza Improvements that will be submitted at a later date. A temporary design consisting of a concrete walk adjacent to the building and a storm line has been provided on the plans, but will not be constructed. Comment Number: 2 Comment Originated: 09/06/2017 09/06/2017: As part of the meeting referenced in the previous comment, the design elements of the sidewalk/parkway streetscape between the buildings and the curb and gutter should be further discussed with the project's proposed establishment of pavers, sidewalks, and landscaping that is shown more specifically on the civil plans (but is left more general on the site plan). Note on the civil plans that there is some discrepancy between the plan sheets on 2 whether asphalt or concrete sidewalks are proposed along the building on Willow Street. Comment Number: 3 Comment Originated: 09/06/2017 09/06/2017: Additional design information/detail is needed on the proposed Contech Filterra Biofiltration System. In checking online it appears that the unit keeps the filtration contained within the storm drainage system and does not allow for infiltration into the native surrounding soil, but I'd like further information and then coordination with both Forestry and Capital Projects. NE Response: The plaza improvements, including the Filterra Biofiltration System, were removed from the current plan set. Comment Number: 4 Comment Originated: 09/06/2017 09/06/2017: The design of the patching along Linden Street would need to be expanded to ensure that it is either halfway through a vehicular travel lane or to the lane line. Perhaps it is also possible that the patching shown in locations can be reduced such that it is depicted to correspond to existing lane lines shown on C500. Additional discussion with our Construction Inspection Manager should occur to look over options and potential requirements. NE Response: The asphalt patching and sawcut lines were adjusted to occur simultaneously with either the halfway point of a vehicular travel lane or the lane line. Comment Number: 5 Comment Originated: 09/06/2017 09/06/2017: I didn't make the connection that there is offsite storm drainage pipe swale work along with construction easement that is needed from properties to the north and not aware of letters of intent from the property owner(s) prior to hearing. At this point, I would want to understand and coordinate with Stormwater as to what offsite easements are being obtained and verification on their legal descriptions, type, and format. NE Response: A formal agreement is being pursued between the two property owners. Wider gates will allow more efficient servicing by haulers and reduce damage to the enclosure from dumpsters impacting the narrow opening. -Adding a door-less entry to the enclosure for pedestrians will provide safer and more efficient access for residents. Pre-Submittal meetings assist the designer/builder by assuring, early on in the design, that the new projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants of new projects should email scarter@fcgov.com to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, 4 floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. Comment Number: 7 Comment Originated: 09/05/2017 09/05/2017: On the Utility Plan (North), the new 3-phase transformer location shown in the 8' utility easement will need to have a switch cabinet or an oval vault located somewhere close to the new transformer to feed the new transformer out of. Comment Number: 8 Comment Originated: 09/05/2017 09/05/2017: On the Utility Plan (South), relocating the existing electric line around the Filterra Biofiltration System will be problematic and very expensive. This electric line is an electric duct bank with 9 runs of 750kcmil cable most likely encased in concrete. NE Response: The Filterra Biofiltration System was replaced with an area inlet. The area inlet was located to avoid the electric duct bank. Comment Number: 9 Comment Originated: 09/05/2017 09/05/2017: Light & Power will want to get some sort of loop feed to the new 3-phase transformer. This could mean placing a vault at the NW corner Poudre St. and Linden, and bringing a primary duct line across Linden St. or breaking into the existing duct bank at the NW corner of Linden & Willow and directional boring adjacent to this property between Willow and Poudre St. NE Response: The plans were modified to show that a primary duct line across Linden Street may be required for this project. The route of this looping line will be the final decision of City Light and Power. The basins draining to these proposed ROW inlets are not clearly identified or discussed. These improvements need to be addressed to describe what is proposed and show that Stormwater requirements are being met (it appears the water quality / LID requirements are being met with the proposed Filterra Biofiltration System, but it must be verified).
