Eaton, Colorado RE: Country Club Reserve Subdivision – Fort Collins, Colorado Request to Outlet Detained flows from the site Jeff, This letter is in regard to the Country Club Reserve site, which is approximately 80 acres located at the southwest corner of Douglas Road, and Turnberry Avenue in Fort Collins, Colorado. We are proposing to subdivide the site into approximately 150 single family lots, with approximately 50% of the total site area remaining undeveloped, and dedicated open space. As with most developments, we also plan to route all stormwater runoff through the site, to a series of proposed detention/water quality ponds. The site is currently undeveloped. Historically, stormwater runoff from this site already outlets to the No. 8 Outlet Ditch. Runoff from the site drains to the northeast corner of the site, then flows north in an existing culvert under Douglas Road, then flows east in another existing culvert under a gravel County Road, to the No 8 Outlet Ditch (See attached exhibit). We have estimated these historical flows to be approximately 6.2 cfs As I mentioned, we are planning to construct a series of onsite detention ponds which will capture all developed runoff from the site (and all identified offsite flows). The release rate from these ponds will be limited to the 2-year historical rate, as discussed above. Therefore, our ultimate developed design will restrict this release rate to the No 8 Outlet ditch to be approximately 6.2 cfs. In addition, there is shallow groundwater onsite. We are proposing a subdrain system to help lower and direct the groundwater away from the residential units and public streets. The soils in this area are predominantly clays, which results in a very low rate of groundwater flow. We have estimated flows to the proposed subdrain system to be less than 0.02 cfs. To move ahead with our subdrain, we would like your written permission to discharge this flow to your ditch. We appreciate your help with this request. We are more than happy to meet with you or the Ditch Board, to discuss this further, or answer any additional questions that you might have. They are acceptable. I will need the drawings and other related info submitted in the form of an attachment so that I may pass it on to the attorneys so that they may include them as part of the agreement. I do have a question as to who would be responsible in the future for any required maintenance to the pipe into the ditch. It is a steep slope and having a joint at the top of the drop that could possibly leak in the future could cause erosion under the pipe.
