Re: The Hub / Parking Modifications
Jason:
Given the amount of time since our last PDP submittal and our meeting with City Staff,
I wanted to provide a cover letter with this submittal to document the outcome of our
earlier meeting and to provide a summary of the changes made to the project since.
You may recall that at our meeting we walked through the latest design changes to the
project and advised you that, with these changes, a non-residential parking
modification would no longer be needed.
At the conclusion of the meeting, all of the staff present indicated they could support
the residential parking modification based on the following:
• Significant design changes which meet the intent of the West Central Area
Plan and address LUC compatibility standards, particularly regarding height,
scale and mass of buildings;
• The project achieves a bicycle and pedestrian Level of Service A which, if it
were in the TOD, would make the project eligible for a 10% reduction in
parking spaces; and
• The project’s commitment to alternative transportation modes including (i) a
bus stop within walking distance; (ii) transit passes for all residents; and (iii)
provision of a Zagster bike share location.
As we have continued to work on the project plans for resubmittal to the City, our client
recognized that a somewhat different mix of bedrooms was desirable. By moving the
parking structure to the main building and turning the old parking structure into a
multifamily building, we were able to achieve a new unit mix and an increase in the
number of parking spaces provided. As a result, we are able to provide enough
parking by code and are no longer asking for a modification to nonresidential nor
residential parking standards.
In addition to meeting the general parking standard, the project still commits to the
transit passes and the Zagster bike share location. Of course the revised building/site
design, bicycle and pedestrian Level of Service A and nearby bus stop will continue to
be factors in providing efficient means of alternative transportation.
We appreciate the staff’s willingness to work with us in getting the project to this stage
and willingness to support a residential parking modification, if needed down the road.
